Amendment 0001
Amendment 0001 is hereby incorporated into solicitation SP3300-15-R-0009. Amendment 0001 is being issued to answer vendor questions and to add the past performance questionnaire.
The following questions have been received by August 10, 2015
1. Section 2, Staffing Plan, Page 69: This section indicates factory training on all of the below manufacturers most of which are proprietary and only factory reps (simplex) or a select few authorized regional distributors (Edwards) can obtain factory training. To perform the testing, inspection, and maintenance in the base of this RFP typically factory training is not required, and any qualified alarm company can satisfactorily perform. An authorized technician is typically only required for programming or parts replacements. Please confirm intent for prime contractor staff.
RESPONSE: The intent of the specification requirement is as you have stated above.
We are looking for qualified AND experienced individuals with proper NICET certification to inspect and test all fire alarm systems on this base. In addition, it would be our expectation that this individual(s) would have the experience to troubleshoot and identify problems that will occur with these systems over time and know how to repair these problems. For alarm systems that the technician is not certified to work on or where the fire alarm manufacturer requires factory representatives to repair their proprietary equipment, the contractor would subcontract these manufacturers to repair these systems.
2. With it being nearly impossible for a firm to have technicians trained in all of the below manufacturers, what does the KO and DLA envision as the subcontracting role for certified technicians? Typically a company would have on-call resources as needed to out-source any necessary programming or parts, which is the structure we would request here, that would fall into the “unscheduled” portions of the pricing section. Please confirm expected roll for subcontractors and if they are required to be included in the base inspection number. “Maintenance personnel must have training on Signal Comm, Simlplex, ADT, Silent Knight, Notifier, Edwards, FCI, Fire Lite, Harrington, and Honeywell Systems. Copies of manufacturers’ authorizations/certifications shall be provided to show proposed personnel have been trained on these systems”
RESPONSE: Over 90% of the fire alarm systems on this base are either Simplex Grinnell or Siemens with Siemens being the most widely used systems on this Installation. As discussed above, our expectation is that the technician assigned to this contract would have the training and experience to troubleshoot problems that will occur and to either repair the problem or obtain the services of a factory representative, by subcontract for proprietary systems, to execute necessary repairs to faulty alarm systems.
Assume that the inspection and testing function can be performed by anyone knowledgeable with these types of systems. As such, the use of a subcontractor for inspection and testing services should not be required and may or may not be included in that portion of your estimate. Where repairs are identified by the technician and where proprietary systems require factory representatives to repair these systems, the technician would call those individuals in to make those repairs. As such, repair work would be classified as Remedial Maintenance and would be included in that part of your estimate. Without knowing which systems are proprietary, the contractor decides how much of the remedial effort should be allotted to subcontractors.
3. Will there be any on site office or storage space provided for the contractor under this contract?
RESPONSE: Yes, on-site space for storage of materials as well as two offices will be made available by the Government for this project. These spaces will include electricity. They do not include connection to the Government network. The cost for utilities will be borne by the Government. Restrooms are available for use in the office area. A copy of Building 750 showing highlighted area is attached. These areas are designated for use by the Fire Protection Maintenance contractor.
4. Attachment F, SOW section 12. Please confirm the expectations for level of on-site presence for positions described under 12.1, 12.2, 12.3, and 12.4. It states Project Manager and Superintendent shall be available “between the hours of 0700 and 1530 to meet on the Installation.” Can you clarify if this means available to come to a meeting on site with advance notice, or that they should be on site and on-call during those times?
RESPONSE: It is our expectation that the Project Superintendent would reside on-site during the length of the project – full time. The Project Manager would not be required to be on-site to this degree. It is anticipated that the Project Manager would visit the site occasionally and would be available for meetings with the COR when requested. The positions of the CQC Manager and the Site Safety and Health Officer are also considered to be full time on-site positions. The duties of these individuals are critical to the success of this contract. The Superintendent MAY perform either or both of these positions in addition to his own if his resume can show that he possesses the level of experience for these positions as required by the Scope of Work.
5. In Exhibits 3 and 4, maintenance task tables there are many weekly and monthly cycle tasks. These are in many cases performed by the owners’ on-site maintenance staff such as weekly running of fire pump. Can you confirm if every task listed in these exhibits are to be performed under this contract or if DLA staff will play a role in any of them? Performing all of these will for the most part make this a full time on site staffed project.
RESPONSE: Every task listed in the inspection, maintenance, and testing tables are to be performed under this proposed contract. Exhibits 3 & 4 list the cycle timeframe in the left hand column. Most are performed annually. Exhibit 4’s items are strictly annually. The fire pump schedule (referenced in #5 above) calls for a monthly timeframe as its most frequent work item. We need clarification on which items a weekly inspection or test would present a problem. The dry system compressors will be the time consuming item in this regard. The cycle labelled as “Part of Building Inspection” is now modified to be done annually. Please see the modified Exhibit 3 for this change.
6. We are assuming that there are many high ceilings in some of these buildings. Are there any lifts or other equipment available on site for use or will the contractor have to provide all such equipment? If contractor must provide, is there any place available for storage?
RESPONSE: All equipment used for inspection, testing, and maintenance activities must be provided by the contractor. No Government lifts will be available for use.
Please see the response to #3 above for clarification on storage space.
7. The contract date states a 9/23/15 start date and RFP is due on 8/24/15. Can you confirm date of award notice? This does not allow much time for ramp up, scheduling and other setup items for the contract; will a grace period be considered to allow adequate time to prepare between award finalizing a schedule, and beginning of service? With this being a small business set aside, a contract of this size takes time to prepare for.
RESPONSE: As stated on page 5 of RFP SP3300-15-R-0009; “NOTE: The Period of Performance under Section B – CLIN Schedule is an estimate only. The award document will provide the actual Period of Performance.” Performance is considered to have begun when the Notice to Proceed (NTP) is issued (ref FAR 36.213-4(e)).
It is expected that actual testing and inspection work will not commence on the date of award. Rather, time will be required for submitting and approving fire suppression and fire alarm components that will later be used for remedial repairs, if required.
These items must be approved prior to use for remedial or emergency repairs. The Government would recommend allotting not more than 3 months for mobilization;
leaving approximately 9 months for testing and inspection. This would be true for the base year only. If Option Years are exercised, these will be 12 full months of testing and inspection.
8. Page 5 states that Exhibit 1 contains information on "1.1.8 Fire Hydrants" yet none is listed. Can you please confirm if hydrants are included and if so a count and frequency and level of service.
RESPONSE: Hydrants are included in this contract and are shown on drawing FX-154, Sheet 55. Contract requirements for hydrants are specified in Exhibit 3, page 13, ‘Mains and Hydrants.’ There are 246 hydrants on FX-154.
9. Please confirm this understanding. Page 70-73 states that if the given statement on page 70 “Offeror or subcontractor has determined that they possess no past performance information in accordance with the RFP” is included for any or all of the 3 required past performance contracts that no relevant experience exists for the volume II past experience section it is not a means for disqualification under the acceptable or unacceptable rating system. This would then also apply to subsequent questionnaires required to be submitted with these projects, and make them no longer required.
RESPONSE: Provide past performance information on three projects as prime or sub-contractor. Proposed major sub-contractors, as described in question 11, will also be required to submit information on three projects performed as either prime or sub-contractor. If the offeror or their major sub-contractors have no relevant past performance information, the offeror would get a rating of “unknown” as stated in the RFP. If the offeror or major sub-contractor has less than three relevant projects, provide the information on the projects being submitted and state the reason for submitting less than three (3) projects. Use language similar to that on page 70, VOLUME II – PAST PERFORMANCE, paragraph 3 in the description.
10. If question 9 is accurate, then can this be used for any or all of the 3 required projects?
I.E. submit 1 or 2 complete projects and use this statement for the remaining projects.
RESPONSE: Yes
11. Volume II past performance, page 70 description. Do ALL subcontractors at all levels need to also submit (3) additional past contracts and questionnaires per sub? Does this hold true even if they are to be utilized on an as needed basis for unscheduled service tasks?
RESPONSE: As stated in Section M – Factor 4 – Past Performance Record on page 73 of RFP SP3300-15-R-0009; “The Government will only consider relevant past performance data of the Offeror and its major subcontractors. A major subcontractor is defined as those providing twenty percent (20%) of the total dollar threshold AND/OR twenty-five percent (25%) of total man-hour effort.”
Provide all information in Volume II as stated under the heading “VOLUME II – PAST PERFORMANCE on pages 70-71. Failure to follow all Section L instructions could result in the proposal being rejected as not responsive.
12. Page 73 refers to a past performance questionnaire that is required to be completed for each past performance reference project. Many customers/agencies are not permitted to complete such forms per their internal policies. How should this be handled if the contractor wishes to submit a project from one such agency?
RESPONSE: The contractor requests that the references complete the questionnaire.
A contractor has no control over whether the references complete the questionnaire or not. However, be sure to provide all pertinent index information as required in Section L of the solicitation under Factor 4 for each reference submitted.
13. Please confirm location of the “past performance questionnaire.” Page 71 states that it is attached to this solicitation however none can be located in the body of the solicitation or exhibits or attachments posted on FBO.gov.
RESPONSE: To be uploaded in FBO with amendment 0001 to the RFP
14. Please confirm 5 year testing described in the RFP is to be performed in year 5 of the contract, and 2 year testing is to be performed in years 2 and 4 of the contract.
RESPONSE: Any item scheduled for ‘2 year’ will be performed in years 2 and 4. Any item scheduled for ‘5 year’ will only be performed in year 5 of the contract.
15. For hard copy submissions is each volume required to be submitted in a separate 3 ring binder or 1 combined 3 ring binder with a separate CD for each volume?
RESPONSE: The hard-copy submission requires one (1) 3-ring binder for each volume of each copy as stated in the RFP. The electronic version requires one CD
