About this file
This document is an amendment to a solicitation for an Energy Savings Performance Contract (ESPC) project at The Pentagon and Mark Center Campus in Arlington, VA. The amendment addresses several questions received from industry during an Industry Day event held on July 22, 2024. Key details include:
The ESPC will only cover The Pentagon facility, not the Mark Center campus. There is a second phase planned for the project. The baseline energy reduction is from FY 2021. The Pentagon has multiple electrical feeds and ESCOs can propose Energy Savings Agreements (ESAs) as part of their comprehensive approach. HVAC equipment upgrades and electric vehicle charging infrastructure are in scope, with a focus on fleet rather than personal vehicles. Solar panels must be placed far enough away from The Pentagon. The government will fund commissioning and monitoring/control software improvements. Responses to the solicitation are due by August 13, 2024 at 3:00pm.
