About this file
This document contains an amendment to a Notice of Opportunity for an energy savings performance contract at Aviano Air Base in Italy. The amendment addresses twenty-six requests for information from energy service companies, clarifying details such as the preferred utility rate data to use, descriptions of existing heating and cooling infrastructure, lists of critical loads to support, and requests for additional facility data. Responses to the original Notice of Opportunity are due no later than January 22, 2024. The Defense Logistics Agency Energy will utilize an indefinite-delivery/indefinite-quantity contract through the Department of Energy to award a task order for guaranteed energy savings improvements at the site, with the selected energy service company financing and implementing conservation measures at no upfront cost to the base over a potential twenty-five year contract term.

Amendment 0002
This amendment is issued to all 20 ESCOs addressing a Request for Information (RFI) from industry regarding the subject Notice of Opportunity for Aviano, AB.
FIRST: The following RFIs were received from industry and are addressed as follows:
RFI # Question Answer
The Base provided three years of utility data with three different blended utility rates. Please specify the preferred blended utility rate to use for the cost savings estimates.
For proposals in response to the NoO, please use the latest fiscal year utility data.
The Base provided three years of utility data with three different blended utility rates. Please specify the preferred blended utility rate to use for the cost savings estimates.
Same question as #1 above, same response.
For proposals in response to the NoO, please use the latest fiscal year utility data.
005 What is the total electrical load in terms of annual peak kW for a typical year?
Preliminary data from FY2021 study provided Area F Peak KW 6,782 and Avg kW 4,143. The values should be validated as part of PA/IGA efforts.
Are there central heating water or chilled water plants and associated distribution systems serving the facility?
There is one district heating plant (DHP) that serves (3) buildings, providing low-temp hot water via UG piping.
Is there a central EMCS with an ATO (Authority to Operate) serving the buildings in Attachment 1?
No existing EMCS.
008 Are there central chilled water or heating plants on base? Please see question #5
Italy is tied into the IEA and European commitments to decarb, as is the US GOV, would this effect the use of NG in proposed solutions?
Yes, and impacts to be determined during the IGA/PA.
Are the (QTY: 329) buildings listed in NOO Attachment 1 representative of all buildings in Area F (Area F is comprised of the Flightline, Community and Flightline Support Districts per the
NOO)?
All 329 buildings listed are in Area F and are part of the ESPC project.
Can the Government provide a high-level summary of the brands of Building Automation Systems (BAS) currently in use (i.e. JCI, Siemens, Honeywell, etc) at Aviano Air Base?
No existing EMCS.
Does Aviano AB have an active cybersecurity “Authority to Operate” (ATO) on the existing EMCS controls to be recommissioned? Is the existing EMCS
No existing EMCS.
reasonably up to date with the latest operating system upgrades and software / security patches?
Which buildings listed in NOO Attachment 1 have a dedicated utility meter for water, electricity, natural gas, etc.?
As part of the Preliminary Assessment, the ESCO shall conduct a meter survey, and provide a metering plan for usage in IGA.
014 Are any building utility meters currently tied into the existing BAS? No existing EMCS.
In NOO Attachment 1, there is a list of “Top 22 Energy Consumers” with a breakdown of electricity and natural gas consumption at each of these 22 buildings.
Is this utility data representative of FY23 or an average of multiple years?
Data is for FY22.
Page 3, par. 1 of the NOO states “Therefore, any construction, upgrade or repair of a facility shall be considered as executed on behalf of the Italian Government.” Given the BIA and the subsequent Italy/U.S. Memorandum of Understanding (MOU) of 2 February 1995 indicate that the land ceded to the U.S.
will “eventually” be consigned to the Italian Government, will the ESCO be allowed to pursue, and apply, Inflation Reduction Act benefits, such as the Investment Tax Credit and 179D tax deductions, for the benefit of the ESPC?
Is the expected consignment to the Italian Government expected to occur within the next 2-3 years or is this expected to be a protracted event?
The determination of available incentives should be evaluated during the development of the PA / IGA.
Page 2, line 1 expresses the desire for “…standby generation and microgrid controls to support critical and essential loads;” for Area F comprised of the Flightline, Community, and Flightline Support Districts. Is there a current list, or quantification, of the “critical and essential loads”?
The critical and essential loads to be supported by the project should be determined as part of the development of the
PA/IGA.
Can the Government please share the projected overall timeline for the ESPC project at Aviano AB?
As noted in the NOO, the Government anticipates the receipt of the selected ESCO’s PA no later than May 2024 in order for it to comply with Construction Mixed Commission (CMC) schedule. Once the
CMC is complete and assuming the PA scope is approved, the Government will have a more defined timeline for the ESPC project.
Please provide utility rates / bills for Electricity, Natural Gas, Propane, Fuel Oil, Water and Sewer for FY 21, 22, and 23 to match utility data provided.
Utility rates were provided as part of the NoO. Utility bills are not available at this time for dissemination, but should be consulted as part of PA/IGA efforts.
Please provide a single line electrical diagram downstream from the point of delivery by the electric utility.
Information is not readily available, but can be provided as part of PA/IGA efforts.
The NOO lists 329 buildings for 2,761,243 sq feet, but in the Attachment 1 energy intensity spreadsheet tab for FY 23 it shows 4,409,620 sq feet. Is the difference other buildings that are included in the overall utilities, but not included in the ESPC? Are all 329 buildings located in Area F or are they in other areas outside the main base footprint?
Area F is 329 buildings comprising 2,761,243 sq feet, included in the project.
Please provide a list of mission critical buildings and if they have backup generators (kW sizes also)
Information is not readily available, and data and information regarding critical facilities can be determined during the PA/IGA.
Are the BX, Commissary, and hospital/dental facilities to be included for opportunities in this ESPC? Normally they are excluded from the target list of buildings as a reimbursable tenant at all other DoD sites. Please advise.
Yes, these facilities are included in the project.
Does the Government own the school buildings on base or does the local school system own and maintain them?
The facilities included in the project are provided with the NoO.
Are there any facilities on the flight line used for a process such as painting or washing aircraft? If so, do you have any aircraft throughput information?
The facilities with descriptor included in the project are provided with the NoO.
026 Is there any type of HVAC equipment list available for the site?
Information is not readily available, and data and information regarding HVAC systems can be determined during the PA/IGA.
SECOND: All other terms and conditions remain as previously stated.
