About this file
This document is the procedures manual for the construction of infrastructure projects of United States interest in Italy according to the 1954 bilateral agreement between the two countries. It outlines the roles and responsibilities of various Italian and American agencies in overseeing such projects. The manual provides guidelines for different types of construction based on factors such as whether the projects involve changes to existing infrastructure or are being pre-financed by U.S. funds. It also specifies the processes for requesting and approving infrastructure included in NATO projects but not eligible for NATO common funding. Annexes to the manual give further details on procedures for particular types of construction and the process for U.S. payment for costs exceeding NATO criteria.
