Cost/Price Spreadsheet and Instructions
Instructions for Completion of Cost Spreadsheet
1. In accordance with the Notice of Opportunity, each Energy Service Company (ESCO) shall provide proposed project pricing to include project development costs, construction and installation costs, Measurement and Verification (M&V) costs, and any post installation costs.
2. ESCO’s shall provide all cost estimates on the Excel spreadsheet, Attachment. ESCO’s shall submit their completed Excel spreadsheet on their electronic disc of the proposal. A paper copy of the spreadsheet shall be provided as part of the ESCO submission, however, shall not count toward any page limitations.
3. The electronic disc shall include one password protected Excel spreadsheet that cannot be manipulated. The ESCO need not provide the Government with that password. The ESCO shall also provide a working copy that is not password protected so that it may be utilized by the Government for proposal evaluation purposes. All formulas used in the development of the total project cost shall be visible when the cell is highlighted.
4. Each category of cost shall be numbered and identified in column a. The example spreadsheet illustrates project development costs as category 1, construction and installation costs for Energy Conservation Measure (ECM) 0001 as category 2, construction and installation costs for ECM 0002 as category 3, M&V costs as category 5 and Post Installation costs as category 6. ESCO shall expand this number of categories to mirror the number of ECM(s) being offered. ESCO shall reference solicitation Section L and M for the minimum requirements to be declared for meeting Evaluation Factor 4, Cost/Price.
5. At a minimum, the following categories must be included: project development costs, construction and installation costs, M&V costs, and any post installation costs. ESCO’s shall identify individual cost elements applicable to each category of cost and shall provide a subtotal cost for each category as indicated.
6. The rows identified under ECM 0001 are provided only as typical construction efforts in the installation of a particular ECM. Each ESCO shall adjust these cost elements accordingly to the particular category of cost being proposed. ESCOs are encouraged to be diligent in this effort so as to illustrate clearly their understanding of the work and cost for each category included in the energy project.
7. The proposal must include overhead, profit, performance bonds and payment bonds. Column J shall identify the percentage proposed for each of these areas. The sample spreadsheet currently reflects “xx” where ESCOs shall enter their individual rate offered. Should an ESCO not charge these costs, please enter zero accordingly. Entering zero cost for the performance and payment bonds does not alleviate the requirement to provide these bonds according to the basic contract.
8. Column J, above the Total Direct Costs row, also requires the identification of Other Direct Costs (ODC). These should include only those items that cannot be classified as material or labor costs. All ODC costs shall be associated with one of the proposed categories. For example, any ODC for project development shall be included in category 1.
9. All ODC costs shall be described and discussed in an attached word document. This word document in support of the Cost Spreadsheet shall not be counted in the page limitation for the proposal.
10. Offerors are hereby advised that the Government will not allow general costs and approaches for each ECM utilized in this submission to change when the Preliminary Assessment (PA) is proposed. Deviation from the general approaches and cost for those approaches must have concurrence of the Contracting Officer in the development of the future PA. It is understood that some costs may vary due to market factors.
11. Cells blackened on the sample spreadsheet are indicative of no required entry necessary.
12. The Post Installation costs shall be discussed in an attached word document. The ESCO shall provide a narrative that discusses all activities to be included and costs associated with each.
13. ESCOs are encouraged to be cognizant of the spreadsheet and each cell, along with their relation to other cells. ESCOs are encouraged to validate and revalidate all entries and formulas to present a valid offer. The Government may make selection of the best value without discussion with offerors.
