Amendment 0002
The following changes are hereby made to solicitation SP0600-12-R-0412:
FIRST: Any reference in the Notice of Opportunity to the number of buildings and/or square footage shall be deleted in its entirety. ESCOs shall use only the number of buildings and their associated square footage as declared in Attachment A. As discussed at the site visit, this list will be updated at the Preliminary Assessment and Investment Grade Audit stage accordingly. For the purposes of responding to the Notice of Opportunity, ESCOs shall rely on the data defined in Attachment A.
SECOND: All Task Order (TO) schedules required in response to the Notice of Opportunity shall be submitted based on the total available commissary sites to present the ESCO’s proposed total project. Andrews AFB is the typical commissary. All TO schedules will present the extrapolated data from Andrews AFB to the available commissary population, as determined by the ESCO proposed scope of work.
THIRD: The attached spreadsheet provides responses to Requests for Information 22 through 26 received from industry. These responses are hereby incorporated in Notice of Opportunity, solicitation SP0600-12-R-0412.
FOURTH: The effective date cited in block 3 of Amendment 0001 is hereby corrected as follows:
FROM: 24 Apr 11 TO: 24 Apr 12
FIFTH: All other terms and conditions remain as previously stated.

Request for Information Government Response
For Factor 3 Cost/Price the RFP requires the use of Attachment E cost spreadsheet. Comment responses indicated that the response should include an extrapolation of costs and savings to the entire 100 Commissaries for the TO Schedules. Up to that point we interpreted that the TO schedules only included the costs and savings from the sample site. But it was not clear whether this extrapolation applied in the Attachment E spreadsheet. Please clarify the following:
Yes, the Andrews AFB sample site is typical of all 100 commissary sites. All TO schedules provided in response to the Notice of Opportunity should reflect total project (Andrews AFB extrapolated to the total available 100 commissary sites). See previously addressed RFI 6.
22a
a) Do the inputs and costs included in the Attachment E spreadsheet include just the Andrews sample site costs? Based on Section L ITO that states "The ESCO will provide estimated project costs for proposed sample project." So is it just for Andrews AFB or is it extrapolated to all the DECA sites or both.
Yes, the inputs and costs of Attachment E should reflect total project cost (Andrews AFB extrapolated to the total available 100 commissary sites).
22b
b) The Attachment E spreadsheet requires inputs for "M&V costs and any post installation costs". Please clarify what these costs are to include. Does this refer to costs applicable to "M&V" during the post construction acceptance performance period. Do the "Post Installation" costs requested cover O&M obligations during the post construction acceptance performance period? If the answer is that they cover post construction acceptance performance period costs, does the spreadsheet entered amount cover just one year or does it cover the entire project term and is it just for the sample project at Andrews AFB or extrapolated to all the DECA sites or both.
The ESCO is the only one that can define what their M&V and O&M costs include by the scope of each they are offering to the Government. ESCO is encouraged to refer to their basic contract requirements in making this determination. The cost presented of Attachment E should be reflective of the total project (Andrews AFB extrapolated to the total available 100 commissary sites).
DEFENSE COMMISSARY AGENCY REQUEST FOR INFORMATION LOG
Defense Commissary Agency
RFI responses stated ESCOs need to extrapolate the results of the sample site to all 100 sites. Section M evaluation criteria outlines how the evaluators will extrapolate TO-4 energy savings results from the sample site. This would indicate that a TO-4 for just the sample site is required as well as a TO-4 for that extrapolated data to all DECA sites. Please clarify if this understanding is correct.
ESCO shall submit all required TO schedules that illustrate total project information (Andrews AFB extapolated to total available 100 commissary sites). See Item Second of Amendment 0002
Section M for subfactor 2 provides a method for extrapolating Energy savings only (i.e., kWh, therms, MBTU, kgals, etc.). To complete TO schedules for the larger 100 site project an extrapolation of Energy cost savings (i.e. $), Energy related cost savings and implementation costs is also required. Please confirm whether the same extrapolation methodology presented for energy savings should also be used for cost savings and implementation costs. As an example:
Energy Cost Savings: Sample project energy cost savings ($) / sample commissary square footage = average energy costs savings ($)/sf Average energy cost savings ($)/sf X total DeCA square footage = proposed total project energy cost savings ($)
You are correct in the assessment of how the Government will scale to the square footage basis for energy cost savings. For extrapolating the implementation costs, ESCOs shall take all their specific project elements into consideration. From the Government perspective, the method for determining implementation cost proposed here in this RFI would be logical. The ESCOs are encouraged to articulate all the relied upon assumptions made during this calculation and define their basis for their extrapolation.
Please confirm that the contents of Section 1: Technical Proposal, Factor 1:
Technical Capability, Subfactor 2: Energy Savings Achievement should only include Schedule TO-4 which can be more than one page to accommodate a large ECM list but should not include any additional data, models, write-ups, etc.
The response to Section 1, Technical Proposal, Factor 1, Technical Capability, Subfactor 2:Energy Savings Achievement should only be a Schedule TO-4. The Government did not declare a page limit for the TO-4 with the understanding that the schedule may be multiple pages based on the ESCO's proposed ECMs.
The NOO and the amendmentrefer to the 100 commissaries. Only 99 are shown on Attachment A. Is there 99 or 100? If 100 then we will need all pertinent information as this will effect the extrapolation for 100 commissaries.
See previous RFIs addressing same issue along with statement SECOND of amendment 0002.
