Protests must include a detailed statement of legal and factual grounds, a description of harm to the protesting party, and requested relief. The agency contact for questions is Warren Nickerson, who can be reached at warren.nickerson@das.oregon.gov or (971) 375-5148. Protests can be submitted via mail to the Oregon Department of Administrative Services in Salem or via email with a specific subject line referencing the Special Procurement number.
