About this file

This is a Special Procurement Notice issued by the State of Oregon Department of Administrative Services, State Procurement Services, and the Oregon Board of Accountancy for the approval of Special Procurement #REQ-DASOBO-00099475 for maintenance and operational support services. The notice indicates this is not a solicitation for proposals but rather a public notification of an already-approved special procurement action. The procurement extends IT Managed Service Provider (MSP) services through an amendment and extension of a participating addendum with uWork.com, doing business as Covendis, with the contract term extending from August 31, 2025, through December 31, 2026. The services include a comprehensive range of IT professional staffing across four experience levels, encompassing roles such as Application Developers, System Administrators, Network Engineers, Security Analysts, and Project Managers, with both hourly-based and project-based delivery models available to state agencies and Oregon Cooperative Procurement Program (ORCPP) members through the NASPO ValuePoint cooperative purchasing program.

The special procurement approval is subject to a seven-calendar-day protest period from the first publication date, with written protests required to be delivered to the State Chief Procurement Officer at the Oregon Department of Administrative Services. Covendis has committed to dedicating 60 percent of its business to Micro/Small/Minority/Woman-owned suppliers. The contract includes a tiered Vendor Management System fee structure ranging from $0.47 to $1.00 per hour depending on regional spending levels, with hourly contractor rates ranging from approximately $12.50 for entry-level positions to $170.00 for specialized senior professionals. Insurance requirements include Workers' Compensation, Professional Liability (minimum $5,000,000 per claim), Commercial General Liability ($1,000,000 per occurrence), and Automobile Liability Insurance ($1,000,000 combined single limit). Performance standards include metrics such as Net Promoter Score, deliverable rejection rates, and customer satisfaction, with contractors required to submit quarterly Volume Sales Reports. The existing infrastructure supports forty-three active Work Order Contracts, with twenty-three extending past the current expiration date, indicating significant ongoing demand for these IT staffing services.
