Statement of Work (SOW) Air Handler Unit Controls Replacement, July 2026
Project Title:
Replacement and Upgrade of Air Handler Unit (AHU) Controls Location:
Standing Rock Agency – Facilities Management Fort Yates, ND
1. Background The Air Handler Unit (AHU) controls serving this facility have failed and require immediate replacement. These controls are essential for:
• Managing cooling during spring and fall seasonal switchover between mechanical cooling and free cooling
• Regulating fresh air intake is essential for indoor air quality and occupant safety
Loss of control functionality jeopardizes building climate stability, comfort, and compliance with operational and safety requirements.
The existing AHU is a TRANE unit with Honeywell controls. See attached photos.
2. Scope of Work
The contractor shall furnish all labor, materials, tools, equipment, transportation, and supervision required to remove the failed AHU controls and install a complete, updated, and properly functioning control system.
Required Tasks
• Diagnose the AHU control failure and identify all affected modules, wiring, and sensors.
• Remove all failed or outdated control components.
• Provide and install new, compatible control hardware and associated wiring.
• Program, calibrate, and integrate the new control system with existing AHU components.
• Ensure proper configuration for:
o Seasonal mechanical/free cooling switchover o Fresh air damper control and ventilation rates
• Test the full system to verify proper airflow, temperature regulation, and functional performance.
• Provide a detailed written report including parts used, calibration settings, and verification of operability.
• Replacement controls must match the existing system brand (Honeywell).
• Contractor shall review available photos prior to installation.
• Updated wiring diagrams are required if any changes are made to the system.
• Contractor must minimize downtime due to the facility’s 24/7 occupancy by inmates and employees.
3. Contractor Requirements
• Must be qualified and experienced in commercial HVAC controls diagnostics and replacement.
• Must supply all required tools, materials, and test instrumentation.
• Must comply with federal, regional, and agency safety standards and procedures.
• Must coordinate all on-site work with Standing Rock Agency Facilities Management.
4. Period of Performance
Work must begin immediately upon award due to the critical need for environmental control stability. Work shall continue without interruption until the system is fully restored.
5. Deliverables
• Fully functional and calibrated AHU control system matching the existing brand.
• Documentation package, including:
o Installed components list o Updated wiring/control diagrams (if changes are made) o Test results and verification logs o Warranty information for installed components per manufacturer specifications
• Final written completion report submitted to Facilities Management.
6. Government-Furnished Property
None. Contractor shall supply all necessary materials and components.
7. Acceptance Criteria
The work will be inspected and approved upon verification that:
• The AHU controls fully support cooling transitions between mechanical and free cooling
• Fresh air intake and ventilation controls function as designed
• All testing confirms reliable and sustained system performance
• All required documentation has been received and approved
• All updated wiring diagrams must be submitted if changes are made.
• Warranty information must be provided per manufacturer specs.
