About this file

This document is an Indian Affairs Indian Economic Enterprise Representation Form required for federal contract opportunities under the Buy Indian Act (25 U.S.C. 47).

The form functions as a self-certification mechanism whereby offerors represent that they meet the definition of an "Indian Economic Enterprise" (IEE) as defined in the Department of the Interior Acquisition Regulation (DIAR) Part 1480. Offerors must satisfy eligibility requirements at three critical junctures: at the time of offer submission in response to a written solicitation, at the time of contract award, and throughout the full contract term. The form requires offerors to provide basic company information including the name of the Federally Recognized Tribal Entity, legal business name, Unique Entity ID (UEI), and the name of the 51% (or greater) owner of the IEE firm. For offerors claiming Indian Small Business Economic Enterprise (ISBEE) status, the form requires disclosure of the percentage of contract performance the ISBEE will perform. The form includes a certifying signature section with printed name. The document emphasizes that no subcontracting plan is required for this acquisition and warns that false or misleading information submitted during the offer stage violates 18 U.S.C. 1001, while false claims during contract performance are subject to penalties under 31 U.S.C. 3729-3731 and 18 U.S.C. 287. Contracting Officers retain the right to request additional eligibility documentation at any point during the acquisition lifecycle, including pre-award evaluation.
