This is a Statement of Work (SOW) for conference room modernization at Eglin Air Force Base, Building 104, Room 101. The contractor must decommission legacy audiovisual infrastructure and install a modern, secure, TAA-compliant integrated AV system supporting Unified Communications video conferencing and high-definition local presentations for UNCLASSIFIED use only.

The project comprises four phases: decommissioning, off-site engineering/pre-build, on-site installation, and system commissioning. All on-site work must occur during normal duty hours (Monday–Friday, 0800–1700 hours), excluding federal holidays, with any outside-hours work requiring five business days' advance written approval from the Contracting Officer's Representative (COR). The contractor is responsible for safely disconnecting legacy equipment, disassembling furniture, inventorying removed government property, and disposing of debris. Key deliverables include a three-display commercial layout (one 98-inch center display and two 65-inch flanking displays), a network-based Audio/Video-over-IP distribution system with three 4K60 encoders and four decoders, a digital audio processor with five ceiling speakers (four passive, one active), a professional PTZ camera with USB bridge, an enterprise-managed network switch with minimum 26-port PoE+ capability, a 20RU equipment rack with 1500VA UPS, and an integrated conference table (48" × 180") with power and connectivity hub. The control system includes an enterprise-grade processor, tabletop touchscreen, and external scheduling panel. All equipment must be new, current manufacture, TAA-compliant, and free from defects; refurbished, used, or gray-market components are prohibited. The government provides facility power, network drops, debris containment, and facility access. The contractor shall deliver six key deliverables: post-award kickoff meeting (within 10 business days), system schematic and rack diagrams (prior to off-site staging), physical installation completion (scheduled with COR), commissioning report and testing sign-off (within 3 business days of successful testing), on-site operational training for up to five personnel (concurrent with system hand-off), and as-built documentation including drawings, manuals, and source code (within 10 business days of project completion).
