Questions and Answers: RFQ: FA2823-26-Q-A113

1. Is attendance at the October 6 site visit mandatory for quotation eligibility, or strongly recommended but optional? May a qualified local AV integrator attend as Anchor’s proposed subcontractor/supplier representative with advance registration?

Answer: The site visit is not mandatory for quotation eligibility. You are welcome to send a qualified local AV integrator as your proposed subcontractor/representative.

2. The site memo states 9:30 AM ‘CST’ October 6, RSVP 5 PM ‘CST’ September 30, questions 5 PM ‘CST’ October 7, and quotes noon ‘CST’ October 13; SAM displays October 13 at noon ‘CDT’. Please confirm each is local prevailing Central Daylight Time.

Answer: To clarify the deadlines, the local due date time has been officially changed to 1:00 PM EST (which is 12:00 PM CST).

3. For any attendee requiring base access, is there an approved secure method to furnish DOB and driver’s license details rather than placing that sensitive information in ordinary email? We will not transmit someone’s information before consent.

Answer: You may submit sensitive information via encrypted email.

4. The public redacted SOW conceals the conference table length/dimensions; can measurements be provided at the walk-through or via an approved unredacted detail before final bid? The combo references an ‘Order Table (Section 5.0)’ but the available SOW Section 5.0 is titled Government-Furnished Property and Services.

Should Volume III price be itemized against SOW Section 3 rather than a separate missing Order Table?

Answer: The solicitation posting (COMBO) has been updated and reposted to correct this error. The reference to the “Order Table” was a mistake; Volume III pricing should be itemized against SOW Section Additionally, I have checked the redacted items, and none of them obstruct the dimensions of the conference table length/dimensions, which are located in Section 3.3 of the SOW.

5. Please clarify how the solicitation’s TAA requirement for all equipment, hardware and components applies to the integrated conference table and cable management/power parts, and whether compliant manufacturer certification is acceptable evidence with quote.

The Contractor is responsible for gathering, transporting, and depositing empty packing materials, cardboard, pallets, and general installation debris into this designated Government-provided container.

46. What are the design assumptions and provisions for the equipment rack location and sizing?

Answer: Baseline Design Assumption: For bidding, procurement, off-site build, and initial cable scheduling purposes, the Contractor shall plan for primary placement inside Room 101 (in-room equipment closet or dedicated corner alcove).

Alternate / Remote Routing Provision: In the event that final base civil engineering, security, or facility approval dictates remote placement in an adjacent telecommunications room (TR/MER) within 150 feet, the Contractor shall accommodate this location without redesigning core rack architecture, utilizing standard shielded Cat6A/fiber transport runs.

Approval Timeline: The Government COR will deliver written approval of the final rack placement no later than the Post-Award Project Kickoff meeting (DEL-01) or within ten (10) business days post-award, ensuring zero impact on off-site rack assembly timelines.

47. Regarding SOW Section: Warranty/PMI, the Government’s September 30 Q&A states that a minimum four-year maintenance or service agreement is required, with an option to extend. Please confirm whether the four-year service period is a mandatory requirement to be included within the base price for CLIN 0001 or whether it will be separately priced as an option/additional CLIN. Please also define the required scope of coverage, including expected response times, remote versus on-site support, parts and labor, preventative maintenance inspections, software/firmware support, OEM warranty extensions, and the date from which the four-year period begins.

Answer: Confirms that the mandatory baseline service and maintenance agreement is a required turnkey deliverable to be fully included within the firm-fixed-price (FFP) of Base CLIN. Any optional extension beyond the baseline period shall be separately priced under an Option CLIN, exercisable at the Government’s unilateral discretion. The service period shall officially commence on the calendar date of final Government written acceptance and approval of DEL-04 (Commissioning Report & Performance Testing Sign-Off); the warranty clock shall not commence upon equipment shipment, delivery, or physical staging.

The required scope of coverage includes 100% parts, labor, travel, and freight, with advance hardware replacement and exact factory batch/bin-matched Direct-View LED (DVLED) module replacements to maintain visual uniformity across the canvas. Direct remote network access into the installed AV system is strictly prohibited; all off-site support is limited to telephone and helpdesk coordination with on-site Government staff, backed by certified on-site technician dispatch within 24 business hours for critical outages (Severity 1) and 48 business hours for non-critical issues (Severity 2). Coverage also mandates semi-annual on-site Preventive Maintenance Inspections (PMI)—including optical recalibration, thermal auditing, and audio tuning—along with pre-vetted OEM firmware updates and active OEM warranty backing throughout the contract lifecycle.

48. Regarding SOW Section 3.2.1 Commercial Display System, the SOW specifies OS-free displays and Government-compliant, non-radio/no-wireless touch panels.

Please clarify whether equipment incorporating embedded operating systems, Wi- Fi, Bluetooth, or other wireless hardware is prohibited even when those capabilities can be permanently disabled through configuration, or whether equipment with those features disabled and documented as inactive is acceptable.

Answer:

1. Wireless / RF Hardware (Wi-Fi, Bluetooth, Zigbee):

Equipment incorporating physical wireless transmitters, transceivers, or RF radios (including Wi-Fi, Bluetooth, and BLE) is prohibited at the physical hardware level.

Disabling wireless capabilities via software, firmware menus, DIP switches, or configuration settings is not acceptable. All control interfaces—specifically the two

(2) 10.1-inch tabletop touch controllers—must be dedicated factory-manufactured non-wireless / non-radio SKUs (e.g., OEM “No-Wireless / -NC” models) containing no active or depopulated RF transmitters. All network connectivity to touch panels and AV distribution components must be 100% hardwired via copper Ethernet.

2. Embedded Operating Systems & DVLED Display:

As clarified in updated SOW Section 3.2.1, the display system is a modular Direct- View LED (DVLED) array driven by a dedicated, rack-mounted LED master video processor. The display system, controllers, and AVoIP endpoints must be enterprise/commercial-grade hardware and must not run consumer/smart television operating systems (e.g., Android, Tizen, webOS, Roku) or host consumer app stores. Embedded real-time operating systems (RTOS) or hardened proprietary firmware required solely for video processing, scaling, and network distribution are acceptable provided they contain zero RF hardware, no consumer cloud telemetry, and communicate exclusively over the isolated AV local area network (LAN).

3. Regarding SOW Section 3.2.2/3.2.4 Video Distribution System/Camera and USB Integration, the SOW specifies One (1) Audio/Video-to-USB bridge system to translate high-definition camera video and ceiling microphone audio into standard USB streams for connection to the host PC. Would the Government accept an alternative solution utilizing the USB connectivity presented on the AV-over-IP encoders combined with USB-over-Network Extenders for the camera and DSP connection rather than the requested A/V-to-USB Bridge solution?

Answer: Yes, conditionally acceptable. The Government will accept an alternative architecture utilizing AVoIP endpoint USB routing and enterprise-grade USB-over-network extension in lieu of a standalone dedicated hardware A/V-to-USB capture appliance, provided the proposed solution meets or exceeds all performance, security, and functional standards outlined below:

• Driverless Standard OS Compatibility (UVC / UAC): The combined camera video and DSP audio streams must present to the host PC as standard, driverless USB Video Class (UVC) and USB Audio Class (UAC) devices. The solution must not require third-party device drivers, custom client-side capture software, or administrative installation rights on the Government host PC.

• Unified Audio/Video Synchronization: The architecture must guarantee lip-sync synchronization between the PTZ camera video feed and the beamforming ceiling microphone audio processed by the digital signal processor (DSP).

• Bandwidth & Latency Performance: USB extension across the network must support USB 2.0 High-Speed (minimum 480 Mbps) transmission with low, deterministic latency to prevent video stuttering, frame drops, or audio buffer underruns during unified communications (UC) calls.

• TAA & Security Compliance: All USB extenders, transceivers, and endpoint hardware must be 100% Trade Agreements Act (TAA) compliant and contain no wireless/RF radios. All transmission must remain confined strictly within the isolated AV local area network (LAN).

• Clean Operator Cabling: The final connection to the Government host PC must remain clean and consolidated (preferably a single USB connection point or pre-configured dual-port hub at the operator desk).

50. Regarding SOW Section 3.2.3 Audio and Voice Reinforcement System, the SOW specifies the following counts of ceiling loudspeakers: Four (4) 3-inch passive full-range in-ceiling speakers, one (1) 3-inch active full-range in-ceiling Power-over- Ethernet Plus (PoE+) speaker with native audio-over-IP support. Based upon the products requested, the active full-range in-ceiling speaker can only support 3 additional passive speakers and there is no amplifier requested to support the 4th passive speaker. Please confirm that the speaker count listed is intended and whether quotes should include an amplifier, or if the Government would prefer quotes reflective of four (4) total speakers (1 active, 3 passive).

Answer: Quotes shall reflect four (4) total ceiling loudspeakers: one (1) active PoE+ master speaker and three (3) passive satellite speakers.

The Government confirms that the intent is a single 4-speaker acoustic zone powered and routed via the active PoE+ speaker’s integrated multi-channel amplifier and native Audio-over-IP (AoIP) interface. The previous listing of four passive speakers was a drafting discrepancy. Contractors shall not quote an external secondary amplifier.

All proposed speakers must provide uniform, balanced audio coverage across the conference table area, maintain TAA compliance, and integrate natively into the private AV LAN via PoE+.

51. Regarding SOW 3.2.1 Functionality (“Configurations must support dynamic windowing and routing”), does this mean the individual displays must support multiview/video tiling capabilities, or is the intention that the user can dynamically select which input is shown on each individual display (with only 1 input per display at a time)?

Answer: True multi-windowing and video tiling (multi-view) capabilities are mandatory. The intention is NOT restricted to a basic 1-input-per-display switch.

1. Display Architecture Clarification: As clarified in the updated Statement of Work, the display configuration consists of a single, continuous Direct-View LED (DVLED) wall display system (rather than three separate flat panels).

2. Multi-Windowing / Tiling Requirement: The system must utilize a hardware video wall processor, multi-windowing engine, or coordinated AVoIP processing architecture capable of displaying up to six (6) independent, simultaneous presentation/video windows concurrently across the single canvas.

3. Dynamic Canvas Layouts: The system and touch control interfaces must support pre-configured layout recalls (e.g., full-screen 1-up, side-by-side 2-up, 3-up, 4-up quad, and up to 6-up simultaneous briefing windows) as well as dynamic routing allowing users to assign any available room source (Resident PC, guest laptop retractors, UC conferencing feeds, PTZ camera) to any open window tile.

4. Audio Management: While up to six visual presentations may be tiled simultaneously, the audio routing system shall allow the user to easily select and route the audio stream of any one active window to the room’s ceiling loudspeaker system.

Citation: This clarification expands and controls the six-window DVLED display requirement in Question 35.
