Summary of Questions and Answers for RFQ FA2823-26-Q-A113
This document contains a Q&A response to a Request for Quote (RFQ) issued by the United States Air Force for an integrated audiovisual (AV) conference room system at Eglin Air Force Base. The solicitation is for a complete AV solution including displays, audio equipment, control systems, and networking infrastructure for Building 104, Room 101.
The project requires installation of one 100-inch center display with two 65-inch flanking displays on the front wall, five in-ceiling loudspeakers, one ceiling beamforming microphone, a 10.1-inch tabletop control touch panel, a 20RU equipment rack with 1500VA UPS, surface cable raceways, and a 4-year minimum post-acceptance maintenance and service agreement with extension options. The room dimensions are approximately 24.5 feet wide by 30 feet long by 12 feet high, with a conference table approximately 15 feet long. All equipment must be Trade Agreements Act (TAA) compliant. The AV LAN will be fully isolated from the Government network and requires no cybersecurity accreditation or STIG hardening. The system must integrate with Microsoft Teams and Microsoft Outlook for scheduling. The control desk is positioned back and to the right of the conference table, and the 20RU rack sits behind the control desk. A Government-furnished PC with licensed software will serve as the resident control computer with HDMI output. The quote submission deadline is 12:00 PM CST (1:00 PM EST) on October 13, 2026, and award will be made using a best-value tradeoff process considering price and non-price factors, with the integrated AV system evaluated as a single end product.

Questions On RFQ: FA2823-26-Q-A113
1. Is attendance at the October 6 site visit mandatory for quotation eligibility, or strongly recommended but optional?
May a qualified local AV integrator attend as Anchor’s proposed subcontractor/supplier representative with advance registration?Answer: The site visit is not mandatory for quotation eligibility. You are welcome to send a qualified local AV integrator as your proposed subcontractor/representative
2. The site memo states 9:30 AM ‘CST’ October 6, RSVP 5 PM ‘CST’ September 30, questions 5 PM ‘CST’ October 7, and quotes noon ‘CST’ October 13; SAM displays October 13 at noon ‘CDT’. Please confirm each is local prevailing Central Daylight Time Answer: To clarify the deadlines, the local due date time has been officially changed to 1:00 PM EST (which is 12:00 PM CST)
3. For any attendee requiring base access, is there an approved secure method to furnish DOB and driver’s license details rather than placing that sensitive information in ordinary email? We will not transmit someone’s information before consent.
Answer: You may submit sensitive information via encrypted email
4. The public redacted SOW conceals the conference table length/dimensions; can measurements be provided at the walk-through or via an approved unredacted detail before final bid? The combo references an ‘Order Table (Section 5.0)’ but the available SOW Section 5.0 is titled Government-Furnished Property and Services. Should Volume III price be itemized against SOW Section 3 rather than a separate missing Order Table?
Answer: The solicitation posting (COMBO) has been updated and reposted to correct this error. The reference to the "Order Table" was a mistake; Volume III pricing should be itemized against SOW Section Additionally, I have checked the redacted items, and none of them obstruct the dimensions of the conference table length/dimensions, which are located in Section 3.3 of the SOW.
5. Please clarify how the solicitation’s TAA requirement for all equipment, hardware and components applies to the integrated conference table and cable management/power parts, and whether compliant manufacturer certification is acceptable evidence with quote.
Answer: Yes, TAA is required for all equipments.
6. How many connections to the AV Bridge are needed?
Answer:
Enough to support and for additional growth.
Video camera 1 desktop PC for control 2 Guest Laptop presentation input (Conference room Table) Room Microphones audio (MS TEAMS Support) Room Loudspeakers (MS TEAMS Support) 3 Wall mounted TV display
7. Is a security clearance required for workers?
Answer: No clearance required/ Background check required
8. Is there a need for any type of maintenance or service agreements?Yes, a minimum of 4 years to start with the option to extend.
9. The solicitation says award goes to the "lowest priced, responsible Offeror," but the Basis for Award section lists four best-value factors. Which basis will the Government use?
Answer: The Government will evaluate proposals using a Best Value Tradeoff process. The solicitation is amended to clarify that award will be made to the responsible Offeror whose offer conforms to all solicitation requirements—such as terms and conditions, representations and certifications, and technical requirements—and is determined to represent the best value to the Government, price and other non-price factors considered. Non-price factors will be rated in accordance with the evaluation criteria in the solicitation rather than on a strictly Acceptable/Unacceptable basis.
10. The quote submission deadline date in the combined synopsis/solicitation is blank, and the site visit memorandum states 12:00 PM CST on 13 October 2026. Please confirm the due date and whether the time is Central Daylight Time (in effect on that date).
Answer: The official and final deadline for quote submission is 12:00 PM CST (1:00 PM EST) on October 13, 2026.
Central Daylight Time (CDT) is the local timezone in effect at Eglin AFB on this date.
11. Beyond the offeror's standard commercial warranty, does the Government expect any minimum warranty period, on-site response time or post-acceptance support for the installed system?
Answer: The Government requires a minimum post-acceptance maintenance and service agreement of 4 years, with an option to extend, as detailed in the contract requirements and SOW.
12. The SOW requires all equipment to be TAA-compliant, and DFARS 252.225-7001 is also incorporated. For evaluation purposes, will the Government treat the integrated system under CLIN 0001 as a single end product, and will TAA-compliant designated-country products be evaluated without a Buy American price adjustment?
Answer: Correct. To align with the technical requirements of the Mission Partner, the Government has incorporated DFARS 252.225-7021 (Trade Agreements) into this solicitation via an amendment. The integrated AV system delivered under CLIN 0001 will be evaluated as a single end product. Under this clause, offers of U.S.-made end products or TAA-compliant designated country end products will be evaluated without the application of a Buy American Act price adjustment. All proposed equipment must be fully TAA-compliant in accordance with Section 6.1 of the SOW.
13. Will the Government accept past performance from a proposed subcontractor who will do the installation and programming?
Answer: Yes. Past performance of a major subcontractor performing significant portions of the work will be evaluated, provided the reference is recent and directly relevant to the specific scope they are sub-contracted to perform on this requirement.
14. Do OEM spec sheets count toward the 3-page limit for Volume I?
Answer: No. Technical spec sheets for proposed equipment do not count toward the 3-page narrative limit for Volume I. They should be submitted as an appendix to your proposal.
15. The command name in SOW 3.2.6 is redacted. Which command's standards and graphics should the user interface use? Will the Government provide the graphics files?
Answer: The user interface shall be programmed in accordance with the USAF 96th Test Wing (96 TW) standards.
The command name has been unredacted in the amended SOW. All official high-resolution graphics and theme files will be provided to the winning contractor as Government-Furnished Information (GFI) post-award.
16. The Volume I and Volume III instructions reference a "SOW Order Table (Section 5.0)," but Section 5.0 of the SOW dated 18 September 2026 is Government-Furnished Property and Services, and no order table is included in the posted package. Please provide the Order Table or confirm the price breakdown format the Government will accept under CLIN 0001 (for example, line items by SOW paragraph 3.1 through 3.3, 4.0 and 7.0).
Answer: Confirmed. The instructions referencing a "SOW Order Table" are updated. The Government will not provide a template. Instead, offerors shall submit their own detailed, itemized price list breakdown supporting the total proposed price for CLIN 0001. This price list breakdown must detail all hardware, software, installation labor, and warranty/support costs required to meet the Statement of Work (SOW).
17. Please confirm that the resident PC referenced in SOW 3.2.2 and 3.2.4 and the unified communications software license are Government-furnished, and identify the approved UC platform (for example, Microsoft Teams, Zoom or Webex) so programming and device selection are scoped correctly.
Answer: The computer is a government provided computer with licensed software
18. ease describe the existing wall and ceiling construction in Room 101. Specifically: is the front wall able to support a 98-inch display without added blocking, and if reinforcement is needed, is it contractor or Government responsibility? Is the ceiling a lay-in tile grid suitable for the microphone and speakers? Is floor coring permitted, or are over-floor raceways (SOW 3.2.5) the only acceptable cable path? Where will the 20RU rack be located?Answer:
Current configuration of the front wall 1 100” display in the center with 2 65” display flanking both side of the center display.
