This is a Statement of Work (SOW) for the modernization of a primary conference room (Building 104, Room 101) at Eglin Air Force Base in Florida. The contractor must decommission legacy audiovisual equipment and install a completely integrated, secure, TAA-compliant AV system supporting unified communications video conferencing and high-definition local presentations. All work shall be performed on-site at the specified location during standard duty hours (Monday–Friday, 0800–1700 hours), with any off-hours work requiring five business days' advance written approval from the Contracting Officer's Representative (COR). The system is designated for UNCLASSIFIED use only.

The contractor's responsibilities encompass four project phases: decommissioning the legacy infrastructure, off-site engineering and pre-build configuration, on-site installation, and system commissioning. Technical requirements include three commercial displays (one 98-inch center, two 65-inch flanking), a network-based Audio/Video-over-IP distribution system with three 4K60 encoders and four 4K60 decoders, digital audio processing with ceiling loudspeakers and beamforming microphone, a professional PTZ camera with 12x optical zoom, USB bridge integration, a 20RU equipment rack with 1500VA UPS, managed network switch, surface raceways, and a centralized control system with two 10.1-inch touchscreen interfaces (one tabletop, one wall-mounted). The contractor must also furnish and install an integrated modular conference table measuring approximately 48 inches by 180 inches with an integrated power and connectivity hub containing eight AC outlets, eight USB charging ports, and two HDMI retractor connections. Deliverables include post-award kickoff documentation, system schematic diagrams, physical installation hand-off, commissioning reports, on-site operational training for up to five personnel, and as-built documentation with equipment manuals and source code, due within specified timeframes ranging from ten business days to project completion. The Government shall provide facility power, network infrastructure, debris containment, and facility access clearances.

1.0 SCOPE OF WORK

1.1 Background

Eglin Air Force Base requires a modernized, secure, and reliable audiovisual (AV) system within its primary conference room (Building 104, Room 101). The existing legacy AV configuration is outdated and does not support modern hybrid collaboration platforms or integrated, high-definition local briefing requirements.

1.2 Objective

The contractor shall provide all labor, materials, equipment, programming, transportation, installation, testing, and commissioning services required to completely decommission the legacy AV setup, install a modern, secure, and fully Trade Agreements Act (TAA)-compliant AV distribution system, and deliver an integrated conference table. The upgraded room shall fully support standard Unified Communications (UC) video conferencing operations (via government-approved unified collaboration software) and high-definition local presentations, offering an intuitive, unified user experience.

1.3 System Security Designation

The integrated system is designated for UNCLASSIFIED use only.

2.0 PLACE AND PERIOD OF PERFORMANCE

2.1 Place of Performance

All physical installation, integration, and training services shall be performed on-site at Eglin Air Force Base:
