About this file
This Statement of Work (SOW) details a Generator Gas Line Replacement Project for the Haskell Indian Health Center in Lawrence, Kansas. The project aims to replace the existing 1-inch natural gas line with a 3-inch line to allow the generator, installed in 2018, to run at 100% load. The contractor will coordinate with Black Hills Energy to replace the main natural gas meter and install higher pressure regulators, with work extending to the Physical Therapy modular building and throughout the facility.
Key requirements include removing and replacing the existing natural gas line using the 3-inch stub near the generator, installing appropriate regulators for the generator, hot water tank, roof-mounted RTUs, and other gas-fired equipment. The contractor must provide an itemized bid, schedule work through the Facility Manager, potentially work after-hours to minimize patient care disruptions, and comply with all state and local codes. The project has a 120-calendar day performance period, and all personnel must pass a background check according to Indian Health Services requirements. The work involves detailed coordination, safety protocols, and ensuring proper gas line sizing and pressure for optimal equipment performance.

1.0 INTRODUCTION / BACKGROUND
The Haskell Indian Health Center was originally constructed in 1979. The generator that was installed in 2018 has not performed at 100% since installation. The natural gas line has been deemed insufficient in size. This project will replace the natural gas line and install regulators where required. The Lawrence utility company, Black Hills Energy, has agreed to change out the main gas meter and install a higher pressure regulator during the project. During a site visit, Black Hills Energy associates, informed HIHC that the clinic was due for a natural gas meter upgrade, and that during this upgrade THEY would also upgrade the regulator with a higher pressure model, which would allow for more total volume. All work beyond the meter and regulator is part of this scope of work.
2.0 OBJECTIVE
The objective of this project is to allow the generator that was installed in 2018 to run at 100% load. The 1” (one inch) natural gas line is insufficient in size and must be replaced with a 3” (three inch) gas line and regulator per manufacturer suggested specifications.
Gas regulators shall be installed throughout the rest of the facility and on roof piping feeding all RTUs in order to keep the existing, recommended system pressures.
3.0 SCOPE OF WORK
The contractor shall coordinate work with the natural gas utility company, Black Hills Energy, to replace the existing main natural gas meter and regulator. Black Hills Energy has been on site and has agreed to change the meter and put in a higher pressure regulator. Contractor shall work with Black Hills Energy to make any adjustments needed to the existing natural gas meter and add a regulator if required for the Physical Therapy modular building. Any work beyond the utility company’s supplied meter and regulator will be the responsibility of the contractor for this scope of work.
The contractor shall remove and replace the existing natural gas line going to the generator by utilizing the 3” stub out located near the generator, exiting the BioMed Storage Room exterior wall. The contractor shall install the appropriate natural gas regulator and condensation trap (if required) at the generator. The natural gas line diameter and pressure requirements for the generator are attached in Appendix A, along with pictures of the existing gas lines.
The contractor shall supply and install regulators for the natural gas hot water tank, a system regulator on the roof for roof mounted RTUs, and regulators in line with any other
OK5HAA01C6
gas fired equipment located at the facility in order to maintain the existing, manufacturer’s specification for gas pressure.
The contractor will assist in the shutdown of the natural gas system, and upon completion of all work, the contractor will check and re-light any pilot lights on equipment, remove air from the natural gas system, and check that all gas fired RTUs are fully operable. Contractor shall make sure that generator will start and run.
Generator load test will be conducted under existing contract with generator maintenance company to determine whether the flow rates and pressures are sufficient.
4.0 TASKS / REQUIREMENTS
Contractor shall provide services and furnish all labor and materials to perform work as required
Contractor shall provide an itemized bid based on a unit-price of common items containing their quantities, material cost, and labor cost.
All work shall be scheduled through the Facility Manager. Work may need to be performed after normal working hours in order to minimize disruptions to patient care services. HIHC is fully heated by natural gas. Work will have to be scheduled when temperatures permit. Work shall be performed in accordance with all state and local codes.
Contractor, sub-contractor, and/or anyone doing work under the contract, who will be on or inside the Haskell Indian Health Center property, shall have gone through and passed a background check according to Indian Health Services requirements.
