About this file

This Request for Quote (RFQ) 246-26-Q-0004 is for the Generator Gas Line Replacement at the Haskell Indian Health Center in Lawrence, Kansas. The solicitation is for commercial services (IHS1520021) and includes an amendment addressing nineteen clarifying questions about the project. Key details include permission to use press-fit steel gas piping systems, contractor responsibilities for connecting to the utility meter, and requirements for ensuring all natural gas-powered equipment is operational after work completion. The RFQ requires the contractor to work with facility technicians, potentially replace existing piping if issues are discovered, and perform 3rd party commissioning with pressure testing. The solicitation closes on 01/19/2026, and the Indian Health Service is in the process of applying for a sales tax exemption with the State of Kansas. The utility company (Black Hills Energy) will assist but not fully complete meter connections, and the contractor must ensure proper gas line sizing and equipment connections according to manufacturer specifications.

RFQ: 246-26-Q-0004 Haskell Indian Health Center Generator Gas line Replacement.

IHS1520021.

Closes: 01/19/2026

Amendment#2: RFIs

The combined synopsis solicitation for commercial services, IHS1520021, Generator gas line replacement for Haskell Indian Health Center, Lawrence, KS, is amended to submit question and answers. The following nineteen (19) questions have been submitted.

Answers are in Red following each question.

1. Press-Fit vs. Welded Steel Gas Piping Will press-fit steel gas piping systems (e.g., MegaPress-type fittings, listed and approved for natural gas service) be permitted in lieu of welded steel pipe for the new 3" generator gas line, provided all materials comply with applicable codes and manufacturer installation requirements?

Yes, press-fit systems are permitted provided all materials comply with applicable codes and manufacturer installation requirements, including ANSI LC-4/CSA 6.32.

2. Existing Gas Line / Heater in Shop Area Can the government provide photographs and available documentation (size, pressure, capacity, and usage) of the existing gas line and heater located in the shop area that will require regulation or connection as part of this scope?

See attached photo of heater name plate ratings.

3. Scope of Work at Main Gas Meter At the main gas meter, will the utility company make the final connection to the existing system, or is the contractor expected to extend piping back to the utility meter? Please clarify the exact point of demarcation where the contractor’s scope of work begins and ends.

The contractor’s responsibility starts at the meter per the utility company representative remarks. The utility company made it clear that they would work alongside the contractor to make sure the proper flange was available, indicating that they would try to reuse the existing flange on their meter if a new one was not available. The utility company representative is working on sizing the correct meter at this time and will provide their plan shortly.

4. Gas Pressure Regulation Responsibility It is standard practice for the utility company to regulate pressure at their meter. Given that a meter exists at the Wellness Center, will the utility company be responsible for installing and maintaining the gas pressure regulator upstream of their meter, or is the contractor responsible for providing regulation downstream of the meter?

The contractor is responsible for regulating at the meter on the Wellness Center.

5. Startup of Existing Gas-Fired Equipment Will facility maintenance staff be responsible for lighting pilots and verifying startup/operation of existing RTUs after gas work is complete, or should this effort be included in the contractor’s scope of work?

The contractor is required to work with the facility technicians to make sure that all natural gas powered equipment is operational after the work is completed. This will include the shop heater, hot water tanks, range, RTUs, generator, etc.

6. Maximum Gas Demand / Load Information Can the government provide the maximum gas usage/load table or demand calculations referenced during the site visit to confirm proper sizing of the new gas piping and regulator(s)?

See attachments.

7. Do Liquidated Damages apply?

NO.

8. Does Sales Tax Apply?

Indian Health Service is in the process of applying for a sales tax exemption with the State of Kansas.

9. As stated in the SOW, as-builts are not available for the plumbing/electrical.

However, a simple drawing was printed at the pre-proposal conference. I do not see it in the SOW packet. Could you please publish that drawing?

See attachments.

10. Could you please provide new meter specifications?

The utility company is still working on that.

11. Please provide the site visit sign-in sheet?

Sign-in sheet for site visit attached.

12. Is 3rd party Commissioning required and to what level commissioning will be required?

Yes. Preferably someone from the utility company or a city/state licensed inspector.

Pressure data shall be from a verified calibrated gauge, and results shall be documented and part of the closing documentation.

13. Does the new gas line need to be painted?

NO.

14. If upsizing the gas line and introducing additional downstream pressure regulation exposes existing conditions within the remaining gas piping (such as internal corrosion, leakage, or inadequate condition for continued service), please confirm how such conditions are to be addressed?

The increase in pressure and meter sizing will allow more pressure and volume. Any leaks found should be addressed immediately. Any piping or fittings in the existing system that fail will be the responsibility of the contractor to supply and replace. At the end point of each new and existing run, the contractor shall vent air to the atmosphere ensuring all air and contaminants are expelled from the system before equipment startup.

15. Please confirm that the flange is on the user?

As stated above, the utility company has indicated that they would reuse or supply a new flange. However, if this is not the case, the contractor will be responsible for supplying and installing the correct flange.

16. At the main service meter, will the utility company complete the reconnection on both the service and the supply side? During the site visit, it was stated that Black Hills Energy would connect both sides of the meter during the meter replacement.

Black Hills Energy did state they would help the contractor to connect to the meter.

However, it is the responsibility of the contractor to make the connection.

17. Will it be acceptable to use Mega Press on gas line for all work?

(SEE Question 1 above)

18. Please provide the pressures for the maintenance shop?

The utility company advised it was ¼ pound.

19. See attached photo. Please confirm that the intention is to maintain a 1” line here for a proper connection. (Attachment)

The line size indicated on the Gillette generator installation guidelines says the equipment should have a 1 and ¼” line at the generator. In order to make sure we feed the generator correctly as per specifications, please run the 3” line down the wall and make the turn as indicated in the picture. Place a lockable valve at that point and size down to 1 and 1/4” as specified by the manufacturer.

No other changes.
