About this file

This is a Statement of Work (SOW) for a multilevel Video Teleconferencing (VTC) system to be designed, procured, installed, and maintained at Peterson Space Force Base, Colorado for the 561st Network Operations Squadron (NOS). The system will replace an outdated conferencing setup in the Director Operations Conference Room (Building 1844, 160 Patrick Street) and must support unclassified (NIPR), secure (SIPR), and ultra-secure (AFSCI) teleconferencing capabilities for in-house briefings at all classification levels.

The system must include two front-wall video displays with flexible input and output capabilities accepting NIPR, SIPR, and AFSCI PC inputs via KVM; comprehensive microphone coverage integrated with existing speaker systems; video camera capability for both full-room and head-of-table focused views; single touch-screen control panel at the conference table head; and LED classification signage above the doorway and displays. All components must be new (not remanufactured), listed on the Department of Defense Information Network (DoDIN) Approved Products List (APL), and comply with NIAP or JITC-approved security standards with STIG compliance documentation. Device constraints prohibit unauthorized wireless capabilities or local storage media. If Crestron equipment is used, the programmer must hold Gold Level Crestron Programmer certification. The contractor must provide a single Point of Contact, develop detailed design plans for 561st NOS Project Manager approval, handle complete installation including internal A/V wiring (with government providing power and network drops), conduct comprehensive testing, provide training documentation and hands-on training to designated personnel, and deliver an Operations & Maintenance Manual in physical and digital formats. Installation and testing must be completed within 90 days of contract award, with user training no later than 7 days after post-installation inspection. A minimum one-year warranty covering parts and installation is required, with technical phone support and on-site support within 48 hours for unresolved outages. All contractor personnel accessing the classified system must possess a minimum TS/SCI security clearance, be U.S. citizens, and provide names and driver's license numbers for Tier 1 background checks at least 5 business days prior to site visits. Work is limited to Monday-Friday, 07:30-16:30, with pre-approval required for weekend or federal holiday work, and is prohibited on specified federal holidays unless expressly authorized by Peterson Space Force Base.

1.0 Introduction and Scope

This Statement of Work outlines the requirements for a contractor to provide all necessary personnel, equipment, supplies, transportation, tools, materials, and supervision to design, procure, install, and maintain a complete Video Teleconferencing (VTC) system.

The system will be installed in the Director Operations (DO) Conference Room at the 561st Network Operations Squadron (NOS), 160 Patrick Street (Building 1844), Peterson Space Force Base (PSFB), Colorado. The primary objective is to replace the outdated system with a new, fully integrated VTC solution capable of supporting NIPR, SIPR, and AFSCI teleconferencing. This update will continue to provide access for in-house briefings at all levels.

2.0 System Requirements

The new VTC system must meet the following minimum technical specifications.

Device Constraints: Absolutely no unauthorized wireless capabilities (Wi-Fi, Bluetooth) or unauthorized local storage media are allowed on installed devices. Hardware must be physically or firmware-disabled to meet secure facility standards.

Feature Requirement

Conferencing Must support unclassified phone conferencing, and unclassified (NIPR), secure (SIPR) and ultra-secure AFSCI video conferencing.

Displays Must include two (2) video displays on the front wall.

Input Sources Must accept and display input from NIPR, SIPR and AFSCI PCs at an operator station (via KVM).

Display Flexibility Must be capable of displaying any input source on any of the two displays, either separately or simultaneously across both displays (not mirrored).

Audio Must include microphones sufficient to cover the entire conference space and integrate with the existing speaker system for full room audio.

Video Camera Must have a video solution capable of capturing both the entire conference room and a focused view of the head of the table.

Feature Requirement

Controls All system functions must be controllable via a single touch screen panel located at the head of the conference table.

Classification Signage LED signage must be installed above the doorway and above the front displays to clearly indicate the current classification level of the room.

Component Vetting All system components must be new (not remanufactured or “gray market”) and listed on the Department of Defense Information Network (DoDIN) Approved Products List (APL).

Security The system must support multiple classification levels using NIAP or JITC-approved hardware/software, have no wireless/Bluetooth capability, and include a Cybersecurity assessment report detailing STIG compliance.

Specialty Hardware If Crestron equipment is used, the programmer must hold a Gold Level Crestron Programmer certification.

3.0 Contractor Responsibilities
