The contractor must deliver a fully integrated VTC solution supporting both unclassified (NIPR) and secure (SIPR) video conferencing. The system requires four video displays (two front-wall, one per side wall), dual video cameras capturing both full room and head-of-table views, microphones covering the entire conference space, a single touch-screen control panel, and LED classification signage above the doorway and displays. All system components must be new (not remanufactured), listed on the Department of Defense Information Network (DoDIN) Approved Products List (APL), and certified as free of unauthorized wireless capabilities. The system must support multiple classification levels using NIAP or JITC-approved hardware/software and include STIG compliance documentation. If Crestron equipment is used, the programmer must hold Gold Level Crestron certification.
The contractor is responsible for complete lifecycle management: design plan approval (within 15 days of award), procurement, installation (including all internal A/V wiring), comprehensive testing, training, and a minimum one-year warranty with on-site support within 48 hours for unresolved outages. Installation and testing must be completed within 90 days of award. Key deliverables include initial design proposal, monthly progress reports, component lists, installation completion documentation, user training, as-built wiring diagrams, and operations/maintenance manuals (one physical copy, one digital CD-ROM). User training must occur no later than 7 days after post-installation inspection. Standard work hours are Monday through Friday, 07:30 to 16:00. All contractor personnel accessing classified systems must possess a minimum Secret security clearance and be U.S. citizens; personnel lists must be submitted at least five business days prior to site visits. 1.0 Introduction and Scope
This Statement of Work (SOW) outlines the requirements for a contractor to provide all necessary personnel, equipment, supplies, transportation, tools, materials, and supervision to design, procure, install, and maintain a complete Video Teleconferencing (VTC) system. The system will be installed in the Commander's VTC Conference Room at the 561st Network Operations Squadron (NOS), 160 Patrick Street, (Building 1844) Peterson Space Force Base (PSFB), Colorado.
The primary objective is to replace the outdated system with a new, fully integrated VTC solution capable of supporting NIPR and SIPR teleconferencing. This update will ensure continued access for in-house briefings at all required classification levels.
2.0 System Requirements
The new VTC system must meet the following minimum technical specifications:
Feature Requirement
Conferencing Must support unclassified phone conferencing, as well as unclassified (NIPR) and secure (SIPR) video conferencing.
Displays Must include total of four video displays, two (2) video displays on the front wall. One (1) video display on each side walls.
Input Sources Must accept and display input from NIPR and SIPR PCs at an operator station (via KVM).
Display Flexibility Must be capable of displaying any input source on any of the four displays, allowing for both independent viewing of separate sources and simultaneous, unmirrored viewing across the displays.
Audio Must include microphones sufficient to cover the entire conference space and integrate with the existing speaker system for full room audio.
Video Camera Must have a video solution capable of capturing both the entire conference room and a focused view of the head of the table.
Controls All system functions must be controllable via a single touch screen panel located at the head of the conference table.
Classification Signage LED signage must be installed above the doorway and above the front displays to clearly indicate the current classification level of the room.
Component Vetting All system components must be new (not remanufactured or “gray market”) and listed on the Department of Defense Information Network (DoDIN) Approved Products List (APL).
Feature Requirement
Security The system must support multiple classification levels using NIAP or JITC-approved hardware/software, have no wireless/Bluetooth capability, and include a Cybersecurity assessment report detailing STIG compliance.
Specialty Hardware If Crestron equipment is used, the programmer must hold a Gold Level Crestron Programmer certification.
Device Constraints Absolutely no unauthorized wireless capabilities (Wi-Fi, Bluetooth) or unauthorized local storage media allowed on installed devices. Hardware must be physically or firmware-disabled to meet secure facility standards.
