About this file
This is a Statement of Work (SOW) issued by NASA's Armstrong Flight Research Center (AFRC) for the performance of required and optional maintenance inspections on a Gulfstream III aircraft (N808NA, serial number 424). The contractor must be an FAA-certified 14 CFR Part 145 repair station specializing in Gulfstream maintenance, located within a 250-mile radius of Edwards, California, and must complete all work within 90 calendar days from aircraft delivery. The facility must be accessible by G-III aircraft and allow NASA personnel, including engineers, inspectors, and technicians, to observe work at any time and perform additional maintenance tasks as deemed necessary.
Required work includes all Gulfstream Computerized Maintenance Program (CMP) 72-month inspection tasks covering flight control surfaces, hinges, actuators, hydraulic filters, and other critical aircraft systems, with mandatory notifications to NASA designated inspectors at specific progress points (after systems removal and before/during reinstallation). Optional work at NASA AFRC's discretion includes a FANS-1/A+ capability upgrade for the avionics system and additional CMP inspections (36-month, 24-month, and 12-month tasks), along with fault repairs for fuel leaks and interior cabin repairs. Deliverables include biweekly progress reports with percentage of cards completed, the aircraft returned to airworthy condition with unharmed instrumentation, FAA 8130 certification documentation, all maintenance records and material certifications, and a discrepancy report. NASA AFRC provides the aircraft and relevant documentation; contractors must use certified materials with full chemical and physical certifications and comply with quality assurance procedures including tool control, non-conformance reporting, and Government Mandatory Inspection Points (GMIPs).

1.0 Background
The National Aeronautics & Space Administration (NASA) operates a Gulfstream III aircraft (N808NA) for flight research purposes at the Armstrong Flight Research Center (AFRC). N808NA alternates between acting as a public use aircraft and an FAA certified aircraft. Periodic maintenance and inspections, as outlined below, are required for the airplane to remain safely in service to the agency.
2.0 Objectives
The objective of this Statement of Work (SOW) is to detail the required tasks to be completed for the necessary 72-month inspection, as well as optional tasks the Government may require. Multiple scheduled maintenance items are listed separately in addition to an upgrade modification. The Contractor shall complete all work within the specified period of performance and provide proper documentation to certify the aircraft’s airworthiness, provide teardown reports at each stage, and provide full documentation of completed inspections. The end product is the return of the aircraft asset to NASA
AFRC in serviceable condition for continued flight research activity within 90 days.
3.0 Scope
The Contractor shall complete all of the required tasks listed in Section 4.1, as well as any option tasks identified in Section 4.0 upon exercise of the option. The primary objectives to be completed are the 72-month inspections and Controller Pilot Data Link Communications (CPDLC) incorporation. Other aircraft maintenance associated with 36-month and 24-month inspections may be accomplished concurrently by NASA AFRC qualified personnel at the Contractor’s facility.
4.0 Requirements
4.1 The contractor shall fulfill the following requirements for Gulfstream III aircraft serial number
424 (FAA registration number N808N).
4.1.1 The Contractor shall be a certified Gulfstream maintenance & repair station and shall be an FAA certified 14 CFR PART 145 FAA Repair Station. All planned maintenance shall be performed at the certified Gulfstream maintenance & repair station. Due to the highly technical and certification requirements of this maintenance, all scheduled maintenance tasks must be performed at the same site, unless a waiver is approved by NASA for an alternate location.
4.1.2 The certified Gulfstream maintenance & repair station shall be located within a 250-mile radius from Edwards, CA, due to the time constraint, current location of the G-IIIs, and availability of NASA AFRC personnel to support this requirement. NASA personnel may have the need to assist the certified Gulfstream maintenance & repair station with NASA technicians and parts that may be needed during the inspection process. This location shall be accessible by G-III aircraft (airport). Transportation to and from the certified
Gulfstream maintenance & repair station of the aircraft will be performed by NASA
AFRC.
4.1.3 The Contractor shall allow NASA designated personnel including engineers, inspectors, aircraft maintenance, and other technical experts to observe the work at any time. NASA designated personnel may include employees of NASA and employees of NASA AFRC support contracts. The Contractor shall allow NASA civil servant and/or contractor technicians to carry their own tools on site and perform any CMP cards not listed in this
SOW or maintenance that they deem necessary during the duration of the scheduled inspections being completed by the Contractor. NASA personnel will coordinate with the
Contractor and request permission prior to accessing and starting work on the aircraft.
4.1.4 The Contractor must notify NASA designated inspector at the following progress points for inspection/witnessing: i. After systems are removed, ii. Before and during reinstallation of aircraft systems.
4.1.5 An expected duration of maintenance inspections tasks must be estimated ahead of time, and an estimated schedule shall be provided as part of the Contractor’s quote.
