About this file

This document is NASA Armstrong Flight Research Center's Procurement Quality Requirements (Q-1), a comprehensive quality assurance standard effective as of April 24, 2025, that applies to all suppliers providing goods, materials, and services to the center.

The requirements are organized into five sections covering distinct procurement areas. Section A establishes quality standards for aircraft assemblies, parts, and materials (new, surplus, used, or repaired), requiring suppliers to retain material test reports, certifications, and inspection results for at least 10 years and to identify manufacturer details, part numbers, serial numbers, FAA approvals (PMA, TSO, Form 8130-3), serviceability tags, FAA Airworthiness Directives, Service Bulletins, and shelf-life information for each article. Section B addresses counterfeit prevention of electronic parts, restricting procurement to original manufacturers, authorized dealers, or approved suppliers, and requiring full traceability documentation and OEM/Authorized Distributor Certificates of Conformance; if alternatives are used, the contractor assumes full responsibility for authentication and must perform inspection and testing. Section C mandates that all suppliers furnish a Certificate of Conformance (CoC) with each shipment certifying compliance with specifications, drawings, and purchase order requirements, including supplier identification, purchase order number, part numbers, quantities, lot/batch/serial numbers, and an authorized representative's signature; non-OEM suppliers must provide unbroken traceability to the original manufacturer or authorized distributor. Section D specifies that calibrated tools, gauges, and instruments must include certified calibration reports with unique tracking numbers, NIST-traceable standards, device specifications, environmental conditions, and calibration technician information. Section E establishes delivery requirements including proper packaging and preservation, marked nomenclature and expiration dates, Material Safety Data Sheets for hazardous items, and shelf-life compliance based on a specified table where items with 25+ month shelf life must have 6 months remaining at delivery.

The Terms and Conditions require prime suppliers to ensure competent personnel handle aircraft parts, maintain NASA AFRC interaction regarding performance monitoring, flow down quality requirements to sub-tier suppliers, and maintain quality management systems (AS9100, AS9120, ISO 9001, AS5553, or AS6081). NASA AFRC monitors supplier performance through the Supplier Assessment System (SAS), Government-Industry Data Exchange Program (GIDEP), ERAI, non-conformance reports, and procurement quality databases. Contractors must retain records per FAR subpart 4.7. The document also includes a Hazard Avoidance section prohibiting mercury liquid, polyvinyl chloride-outgases products, pure tin plated parts, and nylon materials from procurement.

a. Written authorization following review by the Government’s Ops Engineering.

b. Procurement/Project specific Quality Assurance.

c. Contracting Officer’s Technical Representatives.

Unless otherwise specified for delivery to the Government, all applicable material test reports, processing, overhaul, repair and maintenance certifications, inspection, test and non-destructive examination results shall be retained for at least 10 years by the supplier, and made available upon request.

Supplier shall ensure that articles conform to all original design and manufacturing requirements for materials, processing, inspection, test, non-destructive examination, marking, packaging, preservation and transportation.

For each article (New, Surplus, Used and/or Repaired) the supplier shall identify:

a. Manufacturer’s part number, and heat, batch or serial number (when applicable).

b. Manufacturer’s name, date of manufacture and street address of production facility and/or article’s maintenance repair or overhaul facility.

c. Proof of serviceability by the appropriate depot serviceable tag.

d. FAA Parts Manufacturing Approval (PMA).

e. Technical Standard Order Authorization (TSO), Manufacture authorized to make item.

f. FAA Form 8130-3 (as applicable).

g. Verify that articles conform to all applicable requirements for materials, processing, inspection, test, non-destructive examination, marking, packaging, preservation and transportation.

h. Identify any article (as applicable) obtained from an aircraft that was subjected to extreme environmental or operational stress, suffered a major failure or accident or was operated by a non-U.S. entity.

i. Provide the implementation status of each applicable FAA Airworthiness Directive and manufacturer’s Service Bulletin.

j. Ensure that each component with a shelf life has been identified, including associated expiration dates.

Approved 24 April 2025

Section C: Certification of Conformance

Certificate of Conformance (CoC) Requirement (All Suppliers)

As a condition of supply, all suppliers providing goods, materials, or services to NASA AFRC must furnish a Certificate of Conformance (CoC) with each shipment. The CoC must certify that all products and/or services supplied fully comply with all applicable specifications, drawings, standards, purchase order requirements, and any additional contractual obligations.

The CoC must include, at a minimum, the following information:

1. Supplier Name and Address

2. Purchase Order Number

3. Part Number(s) and Revision Level(s)

4. Quantity Shipped

5. Lot/Batch Number(s), Serial Number(s), or Date Code(s), if applicable

6. A Statement of Conformance, such as:

"This is to certify that all products and/or services referenced above conform to all applicable drawings, specifications, and purchase order requirements."

7. Name, Title, and Signature of the Supplier’s Authorized Representative

8. Date of Certification

Additional Requirement for Non-OEM/Authorized Distributor Suppliers:

If the supplier is not the Original Equipment Manufacturer (OEM) or an Authorized Distributor, the following traceability documentation must be provided and referenced:

• Clear and unbroken traceability to the OEM or Authorized Distributor, including copies of:

o The original CoC from the OEM or Authorized Distributor o Packing slips, invoices, or material certifications linking back to the authorized source

Notes: The CoC must accompany each shipment and be readily identifiable.

Suppliers are responsible for ensuring all sub-tier suppliers also meet these requirements.

Failure to provide a valid CoC or proper trace documentation may result in shipment rejection, delayed payments, or removal from the Qualified Supplier List.
