Addendum To 52.212-1—INSTRUCTIONS TO OFFERORS – COMMERCIAL

PRODUCTS AND COMMERCIAL SERVICES

General Instructions

Offerors must follow the instructions contained herein. Failure to meet any of the solicitation requirements may result in an offer being ineligible for award. Should an Offeror take exception to any solicitation requirement, the exception must be clearly identified, and complete accompanying rationale must be provided. Non-conformance with these instructions may result in an unfavorable proposal evaluation.

The quote shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The offer should not simply rephrase or restate the Government’s requirements but rather shall provide convincing rationale to address how the Offeror’s experience matches the requirements of the Statement of Work (SOW).

Offerors shall assume that the Government has no prior knowledge of their experience and will base its evaluation on the information presented in the Offeror’s quote.

Cross-Referencing: Each volume shall be written on a stand-alone basis so that its contents may be evaluated without cross-referencing other volumes of the offer. Cross-referencing within a volume is permitted.

Offerors are cautioned that “parroting” of the technical requirements or the SOW with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each offer. Proprietary information shall be clearly marked.

All information shall be confined to the appropriate file/volume. The Offeror shall confine submissions to essential matters, sufficient to define the offer in a concise manner, to permit a complete and accurate evaluation of each quote. Each file of the offer shall consist of a Table of Contents and Narrative discussion. The Table of Contents is not included in the page count.

The Government reserves the right to cancel this solicitation at any time prior to award. Such cancellation may occur when it is determined to be in the best interest of the Government, including but not limited to situations involving changes in agency requirements, funding constraints, administrative considerations, or other circumstances that render continuation of the solicitation inappropriate. The Government shall not be liable for any costs incurred by offerors as a result of the cancellation.

Communication

Prospective Offerors are encouraged to notify this office of their intent to submit an offer.

Questions or comments regarding this solicitation must be submitted via email by 5:00 PM

Pacific Standard Time on March 19, 2026, cite the solicitation number, and be directed to the following Government representatives:

Melissa Newell, Contracting Officer, melissa.newell@nasa.gov

Tanjanica Jackson, Contract Specialist, tanjanica.s.jackson@nasa.gov

Oral questions will not be answered. If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the contractor shall immediately notify the Contracting Officer in writing with supporting rationale as well as the remedies the Offeror is asking the Government to consider as related to the omission or error.

The Government intends to evaluate quotes and award a contract without discussions or negotiations with Offerors. Therefore, the Offeror's initial quote should contain the Offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions or negotiations if the Contracting Officer later determines them to be necessary.

Proposal Format and Contents

The Offeror’s quote shall consist of two (2) volumes. Each volume shall be a separate electronic file. The volumes are identified as:

Volume I – Technical Approach – 15 pages maximum, Times New Roman font, 12 pt size, single-spaced, one-inch margins including figures, photos, diagrams, etc. Cover page and table of contents page are excluded from the page count.

The Offeror shall provide a written technical approach which describes existing capability to meet the various tasks requirements identified in the SOW (Attachment 1). The technical approach must include a detailed description of how your organization plans to implement, accomplish, and effectively manage the various task requirements. The technical volume must include the proposed completion schedule and location where the maintenance will be performed. Offeror shall be certified or in compliance with AS9100 or equivalent Quality

Management Standard and be a FAA Certified 14 CFR Part 145 Repair Station with experience servicing Gulfstream aircraft, have the appropriate tooling, knowledge, and skill level to perform the services and meet the requirements of the SOW. Lack of specificity or a general offer to perform the SOW may result in an unacceptable offer.

Volume II – Pricing – No page limit.

Offerors shall propose pricing based on the requirements of the Gulfstream III Aircraft NASA

808 72-Month Inspections SOW (Attachment 1) and this solicitation. The Offeror’s proposal is presumed to represent the Offeror’s best efforts to respond to the solicitation. Offerors that do not propose pricing in accordance with the solicitation guidance may be considered unacceptable and thus precluded from receiving an award.

Price information shall be submitted as necessary to provide a meaningful basis for

Government’s analysis and evaluation of price for the items set forth in this solicitation.

Offerors are required to propose schedule and pricing in relation to the Firm Fixed Price

(FFP) portions (CLINs 0001 - 0006) of this requirement in accordance with the chart below.

Offerors are required to propose fully burdened labor categories and labor rates that may be applicable to work performed under CLIN 0007. FAR 52.212-2, EVALUATION -- COMMERCIAL PRODUCTS AND COMMERCIAL

SERVICES (OCT 2025) (DEVIATION)

Addendum to FAR 52.212-2 EVALUATION – COMMERCIAL PRODUCTS AND

COMMERCIAL SERVICES

Basis for Contract Award

The Government will award one purchase order resulting from this RFQ to the Lowest Price

Technically Acceptable responsible offeror most suitable to the user.

The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. The following factors shall be used to evaluate offers:

1. Technical Acceptability

2. Price

An initial review of offers will be conducted to determine acceptability. The Contracting

Officer shall not complete the initial evaluation of any offer when it is determined that the quote is unacceptable because: (1) It does not represent a reasonable initial effort to address the essential requirements of the RFQ or clearly demonstrates that the offeror does not understand the requirements; or (2) It contains major deficiencies or omissions or out-of-line costs which discussions or negotiations with the Offeror could not reasonably be expected to cure. The Contracting Officer shall document the rationale for discontinuing the initial evaluation of a quote in accordance with this section. All unacceptable offers will be eliminated from further evaluation.

Evaluation Procedures and Factors for Award

Technical Factor

Offeror’s technical proposal will be evaluated and assigned a rating of acceptable or unacceptable. NASA/AFRC will evaluate the offerors submitted documentation to determine their ability to meet or exceed the requirements of the attached SOW and the solicitation.

Offerors that do not meet or exceed the requirements of the SOW and the solicitation will not be considered for award.

Technical acceptability will be determined by reviewing the information submitted by the offeror which must provide a detailed maintenance completion schedule and the location of where the maintenance will be performed, and a description in sufficient detail to show that

Offeror is certified or in compliance with AS9100 or equivalent Quality Management

Standard and FAA certified 14 CFR Part 145 FAA Repair Station with experience servicing

Gulfstream aircraft, has the appropriate tooling, knowledge, and skill level to perform the services, that will meet the requirements of the SOW. The technical factor will be rated acceptable or unacceptable.

Provisions Requiring Completion:

Provisions that require completion by the offeror or prospective contractor are identified below. The offeror is responsible for reviewing the full text of each identified provision or clause and completing all required representations, certifications, fill-ins, or other applicable information. All provisions and clauses identified below that require completion must be fully completed and submitted with the quotation or offer. Failure to provide the required information may result in the quotation or offer being determined incomplete and therefore ineligible for award consideration.
