Addendum To 52.212-1—INSTRUCTIONS TO OFFERORS – COMMERCIAL
PRODUCTS AND COMMERCIAL SERVICES
General Instructions
Offerors must follow the instructions contained herein. Failure to meet any of the solicitation requirements may result in an offer being ineligible for award. Should an Offeror take exception to any solicitation requirement, the exception must be clearly identified, and complete accompanying rationale must be provided. Non-conformance with these instructions may result in an unfavorable proposal evaluation.
The quote shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The offer should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the Offeror’s experience matches the requirements of the Statement of Work (SOW). Offerors shall assume that the Government has no prior knowledge of their experience and will base its evaluation on the information presented in the Offeror’s quote.
Cross-Referencing: Each volume shall be written on a stand-alone basis so that its contents may be evaluated without cross-referencing other volumes of the offer. Cross-referencing within a volume is permitted.
Offerors are cautioned that “parroting” of the technical requirements or the SOW with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each offer. Proprietary information shall be clearly marked.
All information shall be confined to the appropriate file/volume. The Offeror shall confine submissions to essential matters, sufficient to define the offer in a concise manner, to permit a complete and accurate evaluation of each quote. Each file of the offer shall consist of a Table of Contents and Narrative discussion. The Table of Contents is not included in the page count.
The Government reserves the right to cancel this solicitation at any time prior to award. Such cancellation may occur when it is determined to be in the best interest of the Government, including but not limited to situations involving changes in agency requirements, funding constraints, administrative considerations, or other circumstances that render continuation of the solicitation inappropriate. The Government shall not be liable for any costs incurred by offerors as a result of the cancellation.
Communication
Prospective Offerors are encouraged to notify this office of their intent to submit an offer.
Questions or comments regarding this solicitation must be submitted via email by 5:00 PM Pacific Standard Time on March 19, 2026, cite the solicitation number, and be directed to the following Government representatives:
Melissa Newell, Contracting Officer, melissa.newell@nasa.gov Tanjanica Jackson, Contract Specialist, tanjanica.s.jackson@nasa.gov
Oral questions will not be answered. If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the contractor shall immediately notify the Contracting Officer in writing with supporting rationale as well as the remedies the Offeror is asking the Government to consider as related to the omission or error.
The Government intends to evaluate quotes and award a contract without discussions or negotiations with Offerors. Therefore, the Offeror's initial quote should contain the Offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions or negotiations if the Contracting Officer later determines them to be necessary.
Proposal Format and Contents
The Offeror’s quote shall consist of two (2) volumes. Each volume shall be a separate electronic file. The volumes are identified as:
Volume I – Technical Approach – 15 pages maximum, Times New Roman font, 12 pt size, single-spaced, one-inch margins including figures, photos, diagrams, etc.
The Offeror shall provide a written technical approach which describes existing capability to meet the various tasks requirements identified in the SOW (Attachment 1). The technical approach must include a detailed description of how your organization plans to implement, accomplish, and effectively manage the various task requirements. The technical volume must include the proposed completion schedule and location where the maintenance will be performed. Offeror shall be certified or in compliance with AS9100 or equivalent Quality Management Standard and be a FAA Certified 14 CFR Part 145 Repair Station with experience servicing Gulfstream aircraft, have the appropriate tooling, knowledge, and skill level to perform the services and meet the requirements of the SOW. Lack of specificity or a general offer to perform the SOW may result in an unacceptable offer.
Volume II – Pricing – No page limit.
Offerors shall propose pricing based on the requirements of the Gulfstream III Aircraft NASA 808 72-Month Inspections SOW (Attachment 1) and this solicitation. The Offeror’s proposal is presumed to represent the Offeror’s best efforts to respond to the solicitation. Offerors that do not propose pricing in accordance with the solicitation guidance may be considered unacceptable and thus precluded from receiving an award.
Price information shall be submitted as necessary to provide a meaningful basis for Government’s analysis and evaluation of price for the items set forth in this solicitation.
Offerors are required to propose schedule and pricing in relation to the Firm Fixed Price (FFP) portions (CLINs 0001 - 0006) of this requirement in accordance with the chart below.
Offerors are required to propose fully burdened labor categories and labor rates that may be applicable to work performed under CLIN 0007. Any or all optional items listed below may be included at time of award or at a later date within the proposal validity date. There are no page limitations for this section.

FAR 52.212-2, EVALUATION -- COMMERCIAL PRODUCTS AND COMMERCIAL
SERVICES (OCT 2025) (DEVIATION)
Addendum to FAR 52.212-2 EVALUATION – COMMERCIAL PRODUCTS AND
COMMERCIAL SERVICES
Basis for Contract Award
The Government will award one purchase order resulting from this RFQ to the Lowest Price Technically Acceptable responsible offeror most suitable to the user.
After preliminary consideration of all offers, NASA will quickly screen all lower priced technically acceptable proposals and identify the schedule and location that is the most suitable for the user based on the proposed maintenance schedule and the travel time and cost for ground crew to visit the site. Offerors not rated technically acceptable and determined suitable to the users will not be evaluated further or considered for award.
The Contracting Officer may send relevant requests for clarification, in writing, to the offeror.
The CO may also request clarification of information contained in the offer or any other aspect of the quote. All clarification requests will require a written response from the offeror within the time frame established by the CO. Responses to clarification question will not be considered discussions or negotiations.
Price Factor
The Government will evaluate the total proposed price in accordance with the Statement of Work. Total price evaluation will be determined by adding the total amount for CLINs 0001 - 0006. Failure to propose pricing for each of these individual line items may result in a quote being excluded from further consideration. CLIN 0007 Over and Above will not be evaluated as part of the total price for selection purposes. However, proposed labor rates will be evaluated independently for reasonableness. Offerors that do not propose pricing in accordance with the solicitation guidance may be considered unacceptable and thus precluded from receiving an award.
BASIS OF AWARD
The Government will award a purchase order resulting from the RFQ to the Lowest Price Technically Acceptable Responsible Offeror most suitable to the user. By submission of its offer, the Offeror accedes to all solicitation requirements, including terms and conditions, and representations and certifications, in addition to those identified as evaluation factors. All such offers shall be treated equally except for their price. Failure to meet the minimum requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.
