About this file
This sources sought notice requests capabilities statements from small businesses for construction services on the Dry Dock 2 Complex at the Portsmouth Naval Shipyard in Kittery, Maine. The project includes fabricating and installing multiple enclosures totaling approximately 23,100 square feet. The permanent enclosure is 21,500 square feet with towers, storage areas, railcar access, work areas and cranes. A modular relocatable enclosure is 1,600 square feet with towers, a crane and passageways. Enclosures require clean room finishes and HVAC filters. Additional scope includes new utilities, infrastructure modifications and updates to existing enclosure systems. The Navy seeks statements from SDVOSBs, VOSBs, 8(a), HUBZone, and WOSB firms by November 24, 2020 documenting relevant past projects of $40 million or more involving structural fabrication, mechanical systems installation, and work in congested areas using overhead cranes of 5-10 tons. The contracting office plans to award a contract for these services in June 2021 and will determine if a small business set-aside is in the government's best interest.
