Solicitation Summary

This is a Request for Quote (RFQ) for Petroleum, Oil, and Lubricant (POL) Pick Up, Disposal & Recycling services issued by the U.S. Army to support operations at Schofield Barracks, Hawaii. The solicitation is designated as a 100% Women-Owned Small Business (WOSB) set-aside with a solicitation number W912CN26QA018 and an offer due date of May 20, 2026, at 10:00 AM Hawaii Standard Time.

The contract requires firm fixed-price services for the collection, testing, transportation, and disposal of six POL waste streams: used oil (48,000 gallons annually), antifreeze (9,000 gallons), diesel/JP-8 (12,000 gallons), oily water (3,000 gallons), MOGAS (2,000 gallons), and grease (2,000 pounds). The base contract runs from June 1, 2026, through May 31, 2027, with four optional one-year renewal periods extending through May 31, 2031. Unit pricing must include all mobilization, travel, testing (Chlor-D-Tec and Hydrochlor Q), collection, transportation, and disposal costs. Award will be made to the responsible quoter whose quotation represents the best value considering price, past performance, and technical acceptability. Technical evaluation focuses on personnel qualifications (Project Manager with bachelor's degree or five years' project management experience; all staff requiring current HAZWOPER certification and emergency spill response training; drivers requiring valid CDL with HazMat/Tanker endorsements) and operational readiness (Hawaii Department of Health hazardous waste transporter registration and EPA identification number; confirmed disposal chain for each waste stream on Oahu; sufficient equipment capacity). The government reserves the right to reject any or all quotes and cancel the RFQ without making an award.
