About this file
This is a Request for Proposal (RFP) for Firm Fixed Price production and delivery of Peculiar Support Equipment (PSE) for the CH-53K Aircraft. The Naval Air Warfare Center Aircraft Division is soliciting on a competitive basis as a 100% Small Business Set-Aside. The solicitation covers 12 line items of support equipment including transport adapters, rotor pullers, positioners, transport dollies, drain hose assemblies, beam seal connector kits, fuel flush adapters, hand pump sets, installation sets, and interface adapters, with quantities ranging from 1 to 10 units per item for the domestic CH-53K program and Foreign Military Sales (FMS) support to Israel. Technical data deliverables in the form of certifications and documentation are also required. All equipment must be manufactured to Government-provided build-to-print technical drawings that are export-controlled and require proof of current CMMC Level 2 (Self) certification and a valid DD Form 2345 to access. Contract performance requires AS9100D certification and Item Unique Identification (IUID) marking per DFARS requirements. The delivery schedule specifies 200 calendar days from contract award (or option exercise) for all line items, with domestic items delivered FOB Destination to NAWCAD Lakehurst, New Jersey, and FMS items delivered FOB Origin to the Prototype Integration Facility in Huntsville, Alabama.
Proposals must be submitted electronically by 4:00 PM local time on April 29, 2026, in three separate volumes: Technical (demonstrating understanding of SOW, manufacturing capability, test requirements, delivery schedule, and quality management systems), Past Performance (contracts within five years showing relevant production experience with similar scope and complexity), and Price (with detailed cost breakdown and supporting assumptions). Government evaluation will award to the lowest-priced proposal that is technically acceptable and demonstrates acceptable past performance. The solicitation includes standard FAR and DFARS clauses, cybersecurity requirements (CMMC Level 2), export control compliance (ITAR/EAR), Buy American Act compliance, and small business subcontracting limitations of 50% for services. Contract administration will be conducted by NAWCAD with payment through Wide Area WorkFlow (WAWF) and invoicing instructions provided in Section G. All certifications and representations must be current in the System for Award Management (SAM) prior to proposal submission.
