About this file

This is a vendor questions and answers (Q&A) document for the CH-53K Program O-Level Peculiar Support Equipment solicitation N68335-26-R-1025 issued by Naval Air Warfare Center Aircraft Division (NAWC-AD). The Q&A addresses 13 vendor inquiries regarding proposal formatting, submission requirements, and compliance standards. Key guidance includes: pricing information must be completed in Section B and the Pricing Matrix per Sections L and M; proposals require one-inch margins on letter-sized pages with single spacing; cover pages and tables of contents do not count toward the recommended 10-page technical volume limit; Microsoft Office 2025 is acceptable with signed documents submitted as searchable PDFs; CMMC Level 2 Self-Assessment is the pre-award cybersecurity requirement; option quantities will be exercised per option clauses when needed; proposals must follow the four-volume structure outlined in Section L, G-1 Proposal Structure including Annex A; subcontractor work experience is permissible in Past Performance volumes if within five years of the proposal due date; Past Performance Questionnaires must be submitted to the government end user rather than prime contractors; Authorization Letters are only required when team members are involved; HubZone small business price evaluation preferences apply under full and open competition; and each individual solicitation requires separate Past Performance evaluation regardless of cross-solicitation reference citations.

Question 1 (Q1):The Solicitation itself, and the pricing Matrix have spots for pricing. Is the government looking for the pricing to be blank in the solicitation documents, and be filled out on the spreadsheet?

Answer 1 (A1):Please fill Section B and fill out pricing information in the Pricing Matrix, in accordance with Section L&M.

Q2: Solicitation instructions don't mention margins - are offerors to use whatever they deem appropriate, or would the government prefer 1 inch?

A2:Proposals shall be formatted using letter-sized (8-1/2 C 11') pages, single-spaced, with one inch (1") margins all around.

Q3: Does each volume's cover page count towards the overall page count?

A3:No page limits are included with the solicitation; however the Government recommends a page limit of 10 pages for Technical which does not include the cover page.

Q4:Does the cover page and table of contents count towards page limits?

A4:The cover page and table of contents does not count towards page limits.

Q5:Section L states offerors shall use Microsoft Word 2016. Microsoft 365 is continually updated; Our team is currently operation on Version 16.107.3. Is this acceptable?

A5:The Government can accept proposal information using Microsoft Office 2025. Offerors shall submit letters and other signed documents as fully searchable Portable Document Format (.pdf) file.

Q6: The Solicitation Instructions outline a Level 2 Self-Assessment as a requirement for receiving technical data, but then references CMMC Level 2 (no specification) as a pre award requirement. Can the gov please confirm they are referring to a Level 2 Self-Assessment as the pre award requirement?

A6: CMMC Level 2 Self-Assessment is the pre award requirement.

Q7:Can the government please confirm whether they plan to order the FMS and Domestic SUBCLIN quantities together/at the same time? Or will the gov be exercising the SUBCLIN quantities at different times?

A7: The option quantities would be exercised in accordance with the option clauses contained in the solicitation/resultant contract if/when the need for the option unit(s) is identified.

Q8: Section L states that the proposal 'shall be subdivided into three separate volumes' but outlines a 4th volume (Annex A) in the G-1 Proposal Structure table. Can you confirm that offerors are to submit 4 volumes, not 3?

A8: Offerors should follow the instructions in Section L, G-1 "Proposal Structure".

Q9:Can the gov please confirm that offerors are allowed to reference work where they performed as a subcontractor in the Past Performance volume?

A9: In accordance with Section L, Volume II, the Offeror shall identify all relevant contracts (where for the purpose of these instructions the term contract also refers to the delivery order or task order), or those portions of a relevant contract, whose performance is within five years of the proposal due date for the principal entities. The relevant contracts provided for each principal entity shall be relative to its proposed role and responsibilities. Commercial contracts may be included. Offerors shall also identify relevant contracts within the past five years of the proposal due date that had any show-cause notices, cure notices, or termination for default.

Q10: For PPQs where the offeror acted as a subcontract, can the gov please confirm that the questionnaires should be sent to the prime contractor who subbed the work out to the offeror, and not the government end user who awarded the prime contract?

A10:The end user (Government) should receive the PPQ request.

Q11: Do offerors need to submit Authorization Letters if they are the sole entity proposing (ie no team members)?

A11: If there are no team members, this request would not be applicable.

Q12: Will the government consider adding 19.1307 Price evaluation preference for HUBZone small business concerns to the solicitation?

A12: Price evaluation preference for HubZone small business concerns is applicable under a full and open competition. This requirement is a small business set aside.

Q13:For offerors submitting proposals across multiple Group Bags and utilizing the same past performance references, it is our understanding that a single Past Performance Questionnaire (Attachment L-1) per reference would be submitted, even where those references are cited across multiple proposals. Given the instruction prohibiting inclusion of the solicitation number on the PPQ: Please confirm that a single PPQ per reference is sufficient, regardless of the number of proposals submitted in which that reference is cited. Please confirm that the Government will associated completed PPQs to the contracts identified in Attachment L-2 and will consider those PPQs for each proposal in which the same contract reference is cited. Will the Government rely on the contracts identified in Attachment L-2 to associate received PPQs with each proposal submission?

A13:Each individual solicitation stands on its own. Please follow the requirement in Section L, Volume II Past Performance. The Government will evaluate Past Performance in accordance with Section M.
