The contract has a 5-year ordering period from November 1, 2026 through October 31, 2031, with maximum contract duration of 5 years 6 months including potential options to extend. Proposals not using the required bid schedule will be deemed non-responsive. Inspection and acceptance occur at both destination locations with identified points of contact and specific DoDAACs. The contractor must comply with Service Contract Labor Standards (Wage Determination WD 2015-5469 Rev 30), provide electronic invoicing through WAWF, and adhere to extensive FAR and DFARS clauses including security, employment, environmental, and anti-terrorism requirements.

(a) Definitions. As used in this clause-

Long-term contract means a contract of more than five years in duration, including options. (1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in its field of operation, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause.

(2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13 CFR 121.103.

(b) If the Contractor represented that it was a small business concern, a small disadvantaged business concern, or a joint venture that was any of the small business concerns identified in 19.000(a)(3) prior to award of this contract, the Contractor shall rerepresent its size and socioeconomic status according to paragraph (e) of this clause or, if applicable, paragraph (g) of this clause, upon occurrence of any of the following:

(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.

(c) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code(s) assigned to this contract. The small business size standard corresponding to this NAICS code(s) can be found at https:// www.sba.gov/document/support--table-size-standards.

(d) The small business size standard for a Contractor providing an end item that it does not manufacture, process, or produce itself, for a contract other than a construction or service contract, is 500 employees, or 150 employees for information technology value-added resellers under NAICS code 541519, if the acquisition-

(1) Was set aside for small business and has a value above the simplified acquisition threshold;

(2) Used the HUBZone price evaluation preference regardless of dollar value, unless the Contractor waived the price evaluation preference; or

(3) Was an 8(a), HUBZone, service-disabled veteran-owned, economically disadvantaged women-owned, or women-owned small business set-aside or sole-source award regardless of dollar value.

(e) Except as provided in paragraph (g) of this clause, the Contractor shall make the representation(s) required by paragraph (b) of this clause by validating or updating all its representations in the Representations and Certifications section of the System for Award Management (SAM) and its other data in SAM, as necessary, to ensure that they reflect the Contractor's current status. The Contractor shall notify the contracting officer in writing within the timeframes specified in paragraph (b) of this clause, that the data have been validated or updated, and provide the date of the validation or update.

(f) If the Contractor represented that it was other than a small business concern prior to award of this contract, the Contractor may, but is not required to, take the actions required by paragraphs (e) or (g) of this clause.

(g) If the Contractor does not have representations and certifications in SAM, or does not have a representation in SAM for the NAICS code applicable to this contract, the Contractor is required to complete the following rerepresentation and submit it to the contracting office, along with the contract number and the date on which the rerepresentation was completed:

52.212-2 Evaluation-Commercial Products and Commercial Services. (Deviation 2026-O0038) (Feb 2026)

Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Contract award will be made to the lowest total evaluated price (TEP) with the highest Supplier Performance Risk System (SPRS) rating. The Government will conduct a tradeoff analysis of the past performance and price factors of technically acceptable proposals.

This analysis may result in award to an offeror who may not have offered the lowest price. In making this comparison, the Government is more concerned with obtaining superior Past Performance (Factor II), rather than awarding to the lowest priced. Inherent in a best value evaluation is the fact the Contracting Officer, while always mindful of price, encourages strengths through a reduction of supplier risk based on the ratings assigned in paragraph 2. below. However, offerors are advised that the Government may award to a higher rated offeror only if the strength(s) represent a real value or benefit to the Government.

The following factors will be used to evaluate offers:

Technical Capability

Past Performance

Price

Factor 1: Technical Capability

The Government will evaluate the offeror's technical approach to determine their ability to meet the minimum requirements of the Performance Work Statement (PWS).

Specifically, the Government will evaluate the offeror's methodology for tracking inventory, meeting turnaround times, and maintaining sanitary controls between clean and soiled laundry.

Factor 2: Past Performance Evaluation of a vendor's past performance will be accomplished in an efficient and minimally burdensome fashion. Past performance history in the Supplier Performance Risk System (SPRS) will be assessed based on the color legend below. The percentage is based on past projects that have been evaluated and reported. A color is assigned based on the performance. Blue being the best and red being the worst. In the case of a supplier without a record of relevant past performance, the supplier may not be evaluated favorable or unfavorable for its past performance history. Note: Ratings below Green (e.g. Yellow/Substandard, Red/No Confidence) are considered unacceptable for award and will be excluded from further consideration.

Factor 3: Price Contract award will be made to the lowest total evaluated price (TEP) with the highest SPRS rating. TEP will only be ranked amongst the highest past performance rating (Blue). In the event more than one offeror possess a Blue rating, award will be made to the highest percentage in the Blue category. An offeror's Total Evaluated Price (TEP) will be determined by the sum of all separately priced CLINS as presented in Supplies/services section and Appendix E, price list. If a separate CLIN AND a TEP (as applicable) are not included, or are not clearly stated, miscalculated and/or understandable, the offer will be rejected as non-responsive.

Blue: Top 5%

Purple: Next 10%

Green: Next 70%

Evaluation Process:

Step 1: Proposals received and sent for technical evaluation.

Step 2: Technically Acceptable proposals are separated and evaluated for past performance within SPRS.

Step 3: Remove technically acceptable offers not in the blue category.

Step 4: Compile metrics data for all blue rated offers based on past performance percentage identified in SPRS.

Step 5: Award to highest past performance percentage in Blue category.

Note: In the event of a tie based on Past Performance Percentage, award will be made to the offeror with the lowest TEP. In the event there are no proposals received with past performance in the Blue category, the next highest past performance category will be used for evaluation. The order of precedence is Blue, purple, green. Example:

No proposals in the Blue category will move to purple, no purple will move to green until the highest category is identified.

(c) The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government Options.

may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding one-half of the offeror's final option period price to the offeror's total price.

(c) . A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result Notice of award in a binding contract without further action by either…
