About this file
This document is a Questions and Answers (Q&A) file addressing clarifications on a federal linen and scrub rental service solicitation for Luke Air Force Base Medical Group (MDG) and Hospital Patient Treatment (HPT) facilities.
The contract requires linen and scrub rental services with full volume processing by Month 2 for both facilities. The MDG workload includes 25,700 pounds of laundry annually (guaranteed minimum with minimal quarterly variations), while HPT requires 2,850 scrubs weekly. The scrub inventory totals 2,805 items with quarterly replacement cycles. Monthly invoices are due the first business day following the service month, with government payment required within 30 calendar days under the Prompt Payment Act. The incumbent contractor is Mission Linen Supply (Contract FA488722D0002). The government will conduct inspection and acceptance using a combination of 100% visual inspection, random sampling, and customer feedback. The contractor must maintain a separate accountability system beyond the PLP system of record, provide all transport and storage equipment, and submit proof of Healthcare Laundry Accreditation Council (HLAC) certification as part of the Volume I Technical Proposal. Past performance will be evaluated through SPRS records only, with no separate past performance volume submission required. The Service Contract Act Wage Determination (Revision 32, dated August 27, 2026) applies. The contract start date is November 1, 2026, with an allowable transition-in period prior to that date. Approximately 55+ personnel actively utilize scrub rental services at Luke MDG. The government bears financial responsibility for lost, stolen, or severely damaged items, with a separate CLIN for scrub replacement costs.

MDG and HPT Linen Q&A
1. Question: What is the expected ramp-up timeline (e.g., full volumes by Month 2, Month 3)?
HPT - Steady-state operations by month 2. Full volume processing under strict quality control MDG – Full Volumes by Month 2
2. Question: What is the timeline for submitting a reimbursement claim and expected payment (e.g., 30 days, with supporting documentation)?
HPT - Submit monthly invoices immediately after the end of the billing period (on the 1st business day of the following month for services rendered of the prior month. Expected payment – Under the Prompt Payment Act, DFAS (Defense Finance & Accounting Service) is legally required to pay vendors within 30 calendar from the date the invoice was submitted in WAWF or the date the Gov’t accepts the services performed (begins on the later of these two events).
MDG - 30 days, with supporting documentation
3. Question: What is the Government's inspection/acceptance process? Will COR perform 100% visual inspection, random sampling, or only on customer complaint?
HPT – COR or Flight Chief will use a combination of 100% inspection, random sampling, and customer feedback.
MDG - 100% visual inspection, random sampling, AND customer complaint
4. Question: Is PLP the single system of record, or does the Contractor maintain a separate accountability system (PWS Section 2.1.2 states both)?
The contractor will maintain a separate accountability system. The MDG does maintain a monthly accountability system when linen is dropped off which includes weight and physical pieces of linen.
5. Question: PWS Para 5.3, Appendix C notes "Estimated Workload Data" (25,700 lbs for MDG;
2,850 scrubs weekly). Are these estimates guaranteed minimums, or can they vary significantly without contract modification? How will variations in actual volume be handled (fixed monthly costs, per-unit billing, order quantities)?
These are guaranteed minimums, that can vary minimally quarterly that will not require Contract Modifications.
6. Question: Is this a new requirement or is there an incumbent currently fulfilling this need? If there is an incumbent, could you please share the current contract number?
The current contract number is FA488722D0002 the incumbent is Mission Linen Supply
7. Question: The PWS estimates 25,700 pounds of MDG laundry annually, but the bid schedule uses a quantity of 577. What does 577 represent, and how should this CLIN be priced? ‘ The amount listed on the Bid schedule is for the weekly totals provided in the IGE (independent Government Estimate)
8. Question: The PWS states an estimated scrub inventory of 1,815 items, but the listed garment quantities appear to total 2,805. What is the correct scrub inventory?
The PWS has been updated to reflect the 2805
9. Question: The bid schedule uses 1,000 scrubs per week. Please confirm the correct weekly rental quantity.
The bid schedule is utilizing numbers from the IGE. Please follow the quantities listed in the bid schedule.
10. Question: The bid schedule calls for quarterly scrub resets, while the PWS states semiannual resets. Which frequency applies?
Please utilize the quarterly requirement in the bid schedule.
11. Question: Some scrub-replacement formulas use 1,000 items, while others use 1,386. Which replacement quantity should offerors use?
This has been corrected and a revised Bid Schedule posted.
12. Question: The HPT poly-cart and linen-maintenance pricing cells do not appear to calculate into the totals. Will the Government issue a corrected bid schedule?
The amounts are calculating correctly.
13. Question: The solicitation states that the contractor must meet all Joint Commission (JC) and Healthcare Laundry Accreditation Council (HLAC) rules and regulations. Could the Contracting Officer clarify if proof of HLAC certification must be submitted as part of the Volume I Technical Proposal, or is this a post-award, pre-performance deliverable?
Proof of HLAC certification must be submitted as part of the Volume I Technical Proposal
14. Question: Regarding the scrub rental services under CLIN 0001, who bears the financial responsibility for lost, stolen, or severely damaged scrubs/linens? Is there an established loss-tolerance percentage, or should contractors factor replacement costs directly into their unit pricing?
The MDG will bear the responsibility lost, stolen, or severely damaged scrubs/linens. We have a Clin specifically for Scrub Replacement.
15. Question: The solicitation instructions mention Volume I (Technical Approach) and Volume III (Price), but do not explicitly detail submission requirements for Volume II. Since past performance is evaluated via SPRS, are offerors required to submit a Past Performance volume (such as project descriptions or references), or will the Government rely solely on records retrieved directly from
SPRS?
As stated in the solicitation, past performance will be reviewed utilizing SPRS.
16. Question: Is there a Service Contract Act (SCA) Wage Determination associated with this solicitation? If so, could the Government provide the specific Wage Determination number and revision to ensure all offerors are pricing labor on a level playing field?
The most current Wage Determination (Rev 32 dated 27 August 2026) is included in the attachments. Pervious versions have been deleted.
17. Question: Are there any Government-Furnished Property (GFP) or Government-Furnished Equipment (GFE) provided under this contract (such as linen exchange carts, soiled utility bins, or storage racks), or is the contractor expected to provide all transport and storage equipment?
Contractor expected to provide all transport and storage equipment.
18. Question: To assist with inventory planning and pricing for the 'quarterly scrub resets,' can the Government provide the estimated number of active staff/personnel currently utilizing the scrub rental service at Luke MDG?
