About this file

This solicitation document is a design plan prepared by the West Virginia Department of Environmental Protection, Division of Land Restoration, Office of Abandoned Mine Lands, for the McAlpin (Lambert) Landslide reclamation project located in Harrison County, West Virginia near Saltwell Road. The project addresses a landslide hazard in the vicinity of Shinns Run Road (CR 707) that resulted from underground mine workings in the Pittsburgh Coal Seam (Mine ID: 904967C). The comprehensive design includes site remediation, drainage improvements, access road rehabilitation, and erosion control measures. The work involves excavation and removal of landslide material to designated storage areas with proper drying procedures, installation of multiple culverts (36-inch, 18-inch, and other sizes) to manage water flow, reconstruction of two Texas crossings, placement of multiple drainage channels (Channels A through J), construction of an HDD (Horizontal Directional Drilling) pad for dewatering operations, and temporary and permanent erosion control features. The project incorporates detailed baseline surveys along two primary lines with cross-sections and profiles, borehole locations with piezometers for groundwater monitoring, and utility line documentation. The design drawings, issued June 17, 2026, include 49 sheets of plans prepared by Potesta & Associates, Inc., with contour intervals of 2 feet based on April 2023 topographic mapping supplemented by surveys conducted in October 2023, December 2024, and May 2025.

The project design specifies that contractors must maintain access roads during construction, rehabilitate gravel surfaces with additional crusher run aggregate, and replace concrete pavement if damaged. The proposed mine dewatering operation is designed for a flow rate of 1,000 gallons per minute through a temporary treatment trap and discharge channel system. Erosion and sediment control measures include stabilized construction entrances, silt fencing, rock check dams placed every 50 feet, and daily surface water management through channels installed on a schedule synchronized with fill placement. The design notes indicate that actual field conditions may require minor horizontal or vertical adjustments to design elements with engineer approval, and certain temporary features including the dewatering pad and temporary treatment trap are to be removed and reclaimed to approximate original contour upon project completion. The mapping accuracy follows United States National Map Accuracy Standards with 90 percent of surveyed points within 6 inches of established 1-foot contour intervals in unobstructed areas, though areas in dense woods are noted as approximations. Property lines shown are from tax map data and are approximate, and contractors are solely responsible for locating all existing underground utilities prior to construction.
