About this file
This is Addendum No. 2 to an Agency Request for Quote (ARFQ DEP27-01) issued by the West Virginia Department of Environmental Protection, Division of Land Restoration, Office of Abandoned Mine Lands and Reclamation for the McAlpin (Lambert) Landslide project. The solicitation encompasses mine dewatering, horizontal directional drilling (HDD), soil removal and backfilling, access road construction, removal of two Texas Road crossings with culvert installation, channel improvements, underdrain installation, and drainage improvements across multiple properties. The project includes construction of an HDD pad access road, removal of soil mass in the landslide area, installation of a temporary trap during dewatering and HDD operations, and construction of permanent access roads. Dewatering activities require up to four borings (contractor paid only for actual footage installed), with operations ceasing when water levels reach one foot or less above mine floor. The vendor questions deadline is August 19, 2026, at 4:00 PM EST, and the bid opening is scheduled for September 2, 2026, at 10:00 AM. All bids must be submitted electronically through the wvOASIS website. The project completion term is 365 calendar days with a $1,000 per day liquidated damage clause for delays. Tree clearing is restricted between March 31 and November 15, and landowners request no work during Thanksgiving week with advance notice for site visits.
The engineers' opinion of probable construction costs is $4,148,601. Prior to issuance of a Notice to Proceed, the contractor must be designated as "Co-Applicant #1" on the National Pollutant Discharge Elimination System stormwater permit application and shall assume responsibility for associated permit fees and violation fines. All suppliers, materials, proposed mixes, and required submittals must be approved by Potesta & Associates, the design consultant, prior to Notice to Proceed. The project requires compliance with West Virginia Division of Highways Case A-6 traffic control standards and an MM109 Highway Occupancy Permit, which has been obtained. Specific technical requirements include HDD specifications detailed in Section 18 of the specifications, prohibition of boring and jacking methods, and utilization of Rotating Magnetic Ranging System (RMRS) sensors installed in target borings to guide the pilot hole drill head. The design team includes Dave Sharp, PE, Project Manager; Chad Griffith, PE, Senior Engineer; and Claire McDonald, Staff Engineer from Potesta & Associates, with Eric Simpson as Regional Engineer and Justin Haymond as Construction Representative from the Fairmont Abandoned Mine Land office.

QUESTIONS AND ANSWERS
NA
PRE-BID QUESTIONS AND ANSWERS
Q1. How does the contractor determine when dewatering is complete?
A1. Refer to Section 9.3.1 of the Technical Specifications regarding construction methods of Mine Dewatering. According to the specifications, “Dewatering operations may cease when the water level in the existing piezometers indicate 1 foot or less of water from the mine floor.”
Q2. Why do the specifications require boring into the coal pavement for the dewatering holes?
A2. Refer to Section 9.3.1 of the Technical Specifications regarding construction methods of Mine Dewatering. According to the specifications, the bottom 20 feet of the 12-inch PVC casing pipe shall be perforated and shall socket 10-feet into the coal pavement to allow for placement of the Rotating Magnetic Ranging System (RMRS) sensor as described in the Specification Section 18.2.9.
Q3. How does the contractor abandon the vertical dewatering holes?
A3. Refer to Section 9.3.3 of the Technical Specifications. The piezometers and boreholes must be removed and abandoned by a person who has been certified by the State of West Virginia in accordance with 47CFR59 “Monitoring Well Regulations”.
Q4. Will there be any leniency in specs for HDD – for example using welded casing instead of threaded casing?
A4. Changes can be requested and submitted to the engineer for review.

All suppliers, materials, proposed mixes, and required submittals shall be submitted and approved by POTESTA prior to the Notice to Proceed. A complete submittal list will be provided in the addendum.
Tree clearing restrictions are in effect and may not start until November 15 and must be concluded prior to March 31.
Burning is allowed with presentation of permits.
Site is a former AML project that has continued to reveal additional concerns.
There are existing mine drainage features and grouted riprap channels that remain from the former project.
There are two Stabilized Construction Entrances. One is on the access road on the way up to the meeting area and the other is the access road that is to be used to access the underdrain located behind Mr. Lambert’s house.
Landowner’s have requested no work during Thanksgiving week and that we always provide a few days’ notice of when anyone will be at the site.
A MM109 Highway Occupancy Permit has been obtained for the Project. Traffic Control is to follow West Virginia Division of Highways Case A-6 which includes flaggers, cones, signage, etc. based on location and duration of working equipment.
Electric fence and controller are to be removed and provided to POTESTA.
If asphalt at bottom of Mr. Huffman’s road is damaged it will need repaired, same goes for existing gate. Gravel access road is to be regraded and surfaced with stone after construction. Concrete portion of access road is slated to be repaved with concrete.
Overview of Project Includes:
o Construction of HDD pad access road and removal of soil mass in area of landslide and cut slope above HDD access road. Soil removed from those areas shall be backfilled against highwall in accordance with design plans with drainage installed as noted on the plans. HDD Pad includes installation of Temporary Trap to be utilized during mine dewatering and HDD. This temporary trap is to be removed after HDD is completed with area being regraded as noted on plans for drainage control.
o Dewatering Mine prior to HDD. Dewatering Plan must be submitted to Potesta for review as a submittal. Two dewatering borings are proposed at each of the two HDD target locations. Depending on the findings of the first boring at each location, contractor is to discuss with POTESTA the need for the second boring. It is possible that only two dewatering borings will be required or there could be as many as 4 borings. Quantities are based on four borings but Contractor will only be paid for actual footages installed. Updated water levels compared to last year?
o Construction of Access Roads. Access Roads are to remain after construction.
o Removal of two Texas Road Crossings and installation of culvert piping it their place.
o Improvements to lower 100-foot section of channel closest to Shinn’s Run Road.
o Underdrain located behind Mr. Lambert’s house.
o Drainage improvements on Huffman Property (Channel B) which is to the left when you come up access road.
o HDD
Very specific requirements for HDD. Pay special attention to Section 18 of the specifications.
No Boring & Jack permitted.
Includes pay item for pilot holes, steel casing, and conveyance piping.
Navigation can include wireline or gyro guidance systems but must also utilize an RMRS installed in the HDD target borings to guide pilot hole drill head to necessary location.
