About this file
This is a solicitation criteria document for the State of Nebraska Department of Health and Human Services (DHHS) for a comprehensive Market Rate Survey (MRS) of licensed childcare providers across Nebraska. The survey is designed to gather current pricing and rate information from licensed childcare facilities throughout the state to inform policy decisions and rate-setting initiatives. Bidders are required to demonstrate experience in conducting similar market rate surveys, possess expertise in childcare industry analysis, and provide a detailed methodology for data collection, analysis, and reporting. The solicitation establishes specific evaluation criteria that will be used to assess proposal quality, contractor qualifications, technical approach, timeline feasibility, and cost-effectiveness. Proposals must address how the contractor will ensure comprehensive statewide coverage, achieve adequate response rates from providers, maintain data confidentiality and security, and deliver findings in a timely manner suitable for DHHS's planning and rate determination purposes.
The document outlines the evaluation framework and scoring methodology that will be applied during the competitive bidding process. Specific attention is directed toward the contractor's experience with healthcare and social services surveys, technical capacity to manage large datasets, and ability to produce actionable recommendations. The criteria emphasize the importance of statistical rigor, data validation processes, and stakeholder engagement throughout the survey process. Bidders must clearly articulate their approach to addressing potential response bias, ensuring representative sampling across provider types and geographic regions, and delivering comprehensive documentation of methodology and findings to support state decision-making.
