About this file
This is a Solicitation Evaluation Criteria document for Solicitation Number 126746, issued by the State of Nebraska Department of Health and Human Services (DHHS), with an opening date of September 29, 2026. The solicitation seeks a qualified bidder to conduct a comprehensive Market Rate Survey (MRS) of licensed childcare providers across the State of Nebraska. Bidders must submit responses addressing mandatory requirements including a corporate overview, technical response, completed cost sheet, completed solicitation sections II through IV, and a manually signed or electronically executed contractual agreement form. Responses will be evaluated based on three primary categories: corporate overview (30 points), technical response (60 points), and cost (10 points), for a total of 100 points, with an additional 20 points possible if vendor demonstrations are required, bringing the maximum to 120 points.
Cost evaluation will be based on cost realism and reasonableness, with the lowest realistic cost submitted receiving maximum points. All other bids will receive cost points using a proportional formula that divides the lowest cost submitted by the cost submitted and multiplies the result by the maximum possible cost points of 10. This methodology ensures that cost evaluation is comparative and rewards bidders who submit the most economical proposals relative to the lowest responsive bid.
