About this file

This Addendum One Q&A document addresses clarifications for the State of Nebraska Department of Health and Human Services' solicitation (RFP 126746 O3) for a comprehensive Market Rate Survey of licensed childcare providers. The solicitation requires bidders to conduct an initial market rate survey with the first report due April 1, 2027, followed by subsequent reports due every odd year thereafter through the four-year initial contract term and optional renewal periods. The survey must achieve a minimum 65 percent response rate, be completed within 90 days of the survey start date, and cover approximately 2,645 licensed providers across Nebraska. Contractors are responsible for provider outreach, survey administration, and independent development of the Narrow Cost Analysis methodology in accordance with 45 CFR 98.45. The contract start date is November 1, 2026, with electronic proposal submissions required by September 29, 2026 at 2:00 p.m. Central Time. Written questions were due September 17, 2026, with responses posted by September 23, 2026.

DHHS will provide a licensed provider database in Excel format containing provider names, license numbers, hours of operation, capacity, addresses, phone numbers, and email addresses, as well as existing public reports from prior market rate surveys including methodology, survey instruments, sampling approaches, and response rates. Contractors may offer non-cash incentives to encourage survey participation with anticipated costs included in the cost proposal; all incentive proposals require DHHS review and approval. Pricing, invoicing, and cost allowability are governed by 2 CFR Part 200 federal cost principles. Subcontracting is permitted without percentage limitations, though subcontractors must be identified in proposals and their experience may count toward corporate requirements if clearly identified separately. DHHS will not provide an estimated budget or contract value; contractor pricing must reflect the scope of work required. Survey materials in languages beyond English and Spanish are not required but will be accepted if offered. Meetings with DHHS may be conducted virtually or in-person at the Nebraska State Office Building in Lincoln.
