About this file
This Solicitation Addendum One document provides questions and answers clarifying key requirements for Nebraska's Department of Health and Human Services (DHHS) Market Rate Survey (MRS) procurement (RFP 126746 O3). The solicitation seeks a qualified contractor to conduct a comprehensive market rate survey of licensed childcare providers across Nebraska, with the first report due April 1, 2027, and subsequent reports due on April 1st of every odd year thereafter throughout the four-year initial contract term and any renewal periods. The contract is anticipated to begin November 1, 2026, with surveys to be completed within 90 days of the survey start date. Written questions were due September 17, 2026, with responses posted by the addendum effective date of September 23, 2026, and proposals are due September 29, 2026 at 2:00 p.m. Central Time via electronic submission only. The contractor will have access to prior MRS public reports and will receive from DHHS an Excel-formatted provider roster containing approximately 2,645 licensed childcare providers with their names, license numbers, hours of operation, capacity, addresses, phone numbers, and email addresses.
The contractor must independently develop and execute the Market Rate Survey and Narrow Cost Analysis (NCA) methodology in accordance with 45 CFR 98.45 and achieve a minimum overall survey response rate of 65%. DHHS permits non-cash incentives to encourage provider participation, with anticipated incentive costs to be included in the cost proposal and subject to DHHS approval. The contractor is responsible for provider outreach and may subcontract work with no percentage limitations, though subcontractors must be identified in the proposal and their experience clearly separated from that of the prime vendor. Contractor pricing, invoicing, and cost allowability are governed by federal cost principles set forth in 2 CFR Part 200. DHHS reserves the right to negotiate insurance requirements with the selected vendor and will work with the vendor on acceptable limits. Payment is anticipated within 45 calendar days of receiving and approving a properly submitted invoice. No vendor demonstrations are currently planned, and in-person meetings with DHHS will be held in Lincoln, Nebraska, or conducted virtually as needed.
