About this file

This document is Amendment 0001 to Solicitation FA813726R0044, issued by the Air Force (FA8137 at Tinker AFB, Oklahoma) on July 30, 2026. The amendment corrects an omission in the original solicitation by adding the missing Labor and Materials (L&M) section for Women-Owned Small Business (WOSB) requirements.

The solicitation is for foyer modernization construction services at Tinker AFB, Building B3001. Offerors must submit proposals in three volumes: Volume I (Technical Proposal, limited to 10 pages) and Volume II (Price Proposal). Technical proposals must include a work plan with a Gantt Chart or similar schedule depicting task milestones and the critical path for project completion. Proposals are due by the deadline specified in SF1442 Block 13 and must be emailed to dorothy.inoa@us.af.mil and sharla.flowers_brandon.1@us.af.mil, with email size not exceeding 10 MB. A pre-proposal site visit will be held at Building B3001, Tinker AFB. Award will be made using a Lowest Price Technically Acceptable (LPTA) evaluation method, with the lowest-priced proposal selected from at least two technically acceptable proposals. All contractor questions must be submitted by email to the contracting officers, with responses posted to SAM.gov. The solicitation includes attachments for a Performance Work Statement, scope drawings, submittal register, and wage determination.

B. The Contracting Officer (CO) has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the CO will review this determination and if, in the CO's opinion, adequate price competition exists, no additional price information will be requested and certification under will FAR 15.406-2 not be required. However, if at any time during this competition the CO determines that adequate price competition no longer exists; offerors may be required to submit information to the extent necessary for the CO to determine the reasonableness of the price.
