About this file
This is a Request for Information (RFI) Responses document for Solicitation FA813726R0044 addressing the modernization of Foyer B3001G. The document provides government clarifications on 23 questions submitted by potential contractors regarding project scope, requirements, and logistics.
Key project requirements include: the project is tax-exempt as a direct federal government purchase; contractors must install hard-wall dust partitions and negative air machines with HEPA filtration throughout construction; the existing double-entry frame condition must be field-verified by the contractor; the government will handle disconnection and reinstallation of network and security components (WAP and card readers); contractors are responsible for cutting and capping remaining abandoned steam piping; solid core wood doors with architectural-grade veneers (Oak, Walnut, or Cherry) are required with different hardware specifications for each side (designer hardware on foyer/conference room side, commercial-grade on cubicle farm side); a kick plate at least 8-10 inches high must protect doors on the cubicle farm side; all existing single-man doors must be repainted to match SW Wall Street color; automatic low-energy door openers compatible with standard relay connections are required; the east wall and door to Room 129 must be painted to match the new foyer aesthetic; existing rubber base must be removed and replaced; and existing HVAC ductwork may be reused if in acceptable condition. Access through the foyer will be closed during construction. Normal work hours (0715-1600, Monday-Friday) are acceptable with utility outages scheduled after standard duty hours. A staging area for dumpsters and materials will be provided outside the foyer exit. No bid bond, QFPE review, design or engineering effort, or hazardous material abatement is required. The most current Performance Work Statement version (2.3) incorporates all previous RFIs. Set-aside information will be specified in the official SAM.gov solicitation posting.

RFI Responses: Solicitation FA813726R0044 - Modernize Foyer, B3001G
1. Is this project tax-exempt?
• Yes. As a direct purchase by the U.S. Federal Government, this project is tax-exempt. The government will provide the necessary tax-exempt documentation to the awarded prime contractor.
2. Will hard wall dust partitions and negative air machines be required?
• Yes. To ensure the safety and health of all personnel in the occupied facility, the contractor is required to erect hard-wall dust partitions and operate negative air machines with HEPA filtration for the duration of the project.
3. Is the existing double entry frame set in mortar against the CMU?
• This is an unknown condition. The contractor is responsible for field-verifying the existing frame conditions.
4. Will the GOV disconnect, remove, and reinstall the WAP and card readers?
• Yes. The government is responsible for the disconnection, removal, and reinstallation of all network and security system components, including the WAP and access control readers.
5. Does the GOV require the existing steam piping to be cut and capped?
• Yes. The existing steam piping is abandoned. Civil Engineering (CE) has already removed a majority of the old steam pipe that protruded through the ceiling. However, there is one remaining large pipe. The contractor shall be responsible for cutting and capping this final pipe to ensure that no portion of it is visible from inside the room after the new ceiling is installed.
6. Please clarify the scope of work for doors, frames, and hardware.
Solid Core Wood Doors with Strategic Protection:
• Foyer/Conference Room Side: Aesthetic is Priority: This side should present a premium, warm, and professional appearance.
• Material: Use a high-quality solid core wood door with an architectural-grade veneer (e.g., Oak, Walnut, or Cherry).
• Cubicle Farm Side: Durability is Priority: This side will see daily traffic, including mail carts, IT equipment, and employees moving chairs.
• Protection: It is essential to install a kick plate (at least 8-10 inches high) on the bottom of the door. This protects the wood finish from scuffs and impact. Use a high-quality solid core wood door with an architectural-grade veneer (e.g., Oak, Walnut, or Cherry).
• All other existing single-man doors within the foyer are to be repainted to match SW Wall Street.
• Automatic openers/closers shall be included for the double doors.
Hardware:
• Foyer/Conference Room Side: Use designer hardware with a premium finish like brushed stainless steel or satin bronze.
• Cubicle Farm Side: Use durable, commercial-grade hardware. The finish can be a standard US32D (satin stainless steel) for maximum durability.
7. Is work on the plan-east wall (near Room 129) required?
• Yes. While no new GWB is required on the east wall, the contractor is required to paint the entire east wall surface and the single man door leading to Room 129 to match the new aesthetic of the rest of the foyer.
8. Does the repainting of the single man doors (x2) include the frames?
• Yes. The contractor shall repaint doors (x3) and their associated frames.
9. What type of automatic door openers are required?
• The contractor shall provide and install a standard, commercial-grade, low-energy automatic door operator system (e.g., a push-button activated system). The system must be compatible with a standard relay connection for the access control system.
10. Will a QFPE review be required for this project?
• No. A formal QFPE review is not required for this project.
11. Will access into this foyer be closed during construction?
• Yes. Access through the foyer will be closed to all personnel for the duration of the construction.
12. Are normal work hours acceptable for this project?
• Yes. Normal work hours (0715-1600, Monday-Friday) are acceptable for the majority of the work. Any required utility outages or tie-ins must be performed after standard duty hours.
13. Will a staging area be provided?
• Yes. The contractor will be given a reasonably close staging area for a dumpster and material storage immediately outside the exit door from the foyer.
14. Can the GOV provide Version 2.0 of the PWS and previous RFIs?
• This solicitation is being issued with the most current version of the PWS
(Version 2.3). All previous RFIs have been incorporated into this version.
15. Can the GOV provide the SF1442 solicitation?
• The SF1442 is included as part of the official solicitation package posted to SAM.gov. All performance periods, submission criteria, and evaluation criteria are detailed within that package.
16. Is a bid bond required?
• No, a bid bond is not required for this project.
17. Is the existing rubber base to remain?
• No. The existing rubber base is to be removed and replaced with new.
18. Is hazardous material abatement required?
• To the government's knowledge, there are no hazardous materials in the project area. The discovery of any hazardous materials would be handled as a change order.
19. Is there any design or engineering effort required?
• No. This is a build-to-print project based on the provided PWS and drawings. No design or engineering effort is required.
20. Is this a set-aside for SBA-certified WOSB contractors?
• This information will be specified in the official solicitation on SAM.gov.
21. PWS 3.4.4 - reuse of HVAC duct work.
• The statement is correct. Existing HVAC duct work (both flexible and rigid) may be reused if it is in acceptable condition.
22. Is the rattling damper above the ceiling required to be replaced?
• No. The replacement of the rattling damper is outside the scope of this project.
