6.0 Invoicing instructions

The Contractor must submit proper invoices electronically using the Invoice Processing Platform (IPP) at https://www.ipp.gov/. Information regarding IPP, including IPP Customer Support contact information, is available at that same link. IPP is a secure web-based electronic invoicing system provided by the U.S. Department of the Treasury's Bureau of the Fiscal Service in partnership with the Federal Reserve Bank of St. Louis. IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency.

You will be required to enroll if you are not yet enrolled. If your company is already registered to use IPP, you will not be required to re-register, and you do not need to contact IPP.

If you are NOT already enrolled in IPP:

The point of contact you provided in your SAM.gov registration will receive two emails from ipp.noreply@mail.eroc.twai.gov. Please note that emails from this email address may filter into your spam or junk folder:

1. The first email will have the IPP Logon ID and a link to the IPP application.

2. A second email, which will be sent within 24 hours of the first email, contains a temporary password.

Once your contact receives these emails, please ensure they log into IPP and complete the registration process.

Once registered to use IPP, your company may submit invoices electronically, receive e-mail notifications when requests are paid, view payment history, and access remittance downloads. The e-mail notification of payment is sent when a payment is distributed to your bank account and may include the following payment information: Date of payment, dollar amount, invoice number, paying agency, payee name, and ACH trace number.

Vendor training materials, including a first-time login tutorial, are available on the https://www.ipp.gov/ website. Once you have logged in to the IPP application, you will have access to user guides that provide step-by-step instructions for all I PP capabilities, ranging from creating and submitting an invoice to setting up email notifications. Live webinars are held monthly and provide a great opportunity to learn the basic of the system and to call in and ask the IPP team questions about the IPP application.

IPP Customer Support is available to assist users of the system and can answer your questions related to accessing IPP or completing the registration process.

An offer that demonstrates a greater degree of successfully performing the requirements in the SOW will be more favorably evaluated. The following factors shall be used to evaluate offers:

Factor 1: Technical Capability

Factor 2: Management Approach

Factor 3: Past Performance

Factor 4: Price

Factors 1 and 2 are equally important and are more important than Factor 3. Factors 1 through 3, when combined, are significantly more important than price.

FACTOR 1: TECHNICAL CAPABILITY

The Offeror will be evaluated on its ability to provide information required for the following (2) sub-factors below in a manner that is clear and complete, demonstrates the Offeror's understanding of each sub-factor, and demonstrates that the Offeror has a higher likelihood of successful performance.

Sub-factor 1. Demonstrate a clear understanding of the services to be performed by providing detailed understanding of task requirements in SOW.

Sub-factor 2. Qualification statements for personnel forecasted to execute the requirement with signed letters of intent for each position noted as "Key Personnel".

FACTOR 3: PAST PERFORMANCE

70Z08525RLREP0006

Recent and relevant past performance will be evaluated on quality of their past performance as demonstrated by the projects the Offeror submits under this evaluation factor and CPARS reports and/or other information obtained by the Government.

Relevant (in terms of scope of Maintenance Development and Draftsman services). Past performance reports that did not include a similar scope of work, will not be considered relevant.

Recent federal, state or local government or private contracts performed as the Prime Contractor by the company submitting the proposal during the last five (5) years. Past performance reports in which the vendor was not the prime contractor, were older than 5 years, or both will not be considered recent.

In reviewing relevant past performance, the Government will look for information that shows customers were satisfied with the overall job performance and quality of completed work. The following are the key areas of evaluation:

Sub-factor 1. Quality of Services: Offerors ability to comply with contract requirements, adequacy of services and submittals; and correction of deficiencies.

Sub-factor 2. Schedule: ability to meet timeliness defined in the Statement of Work.

Sub-factor 3. Management: effectively managing company personnel, any subcontractors, and effectively and responsively working with the past customers.

When evaluating these criteria, the following will be taken into consideration for evaluation purposes:

The Government reserves the right to verify claims made by the Offeror and not to consider relevant those that are not substantiated.

Offerors are reminded that the Government reserves the right to obtain past performance information from any source available. At no time during this process, or during the debriefing, or after award, will the names of the individuals providing reference information about an Offeror's past performance be revealed to the Offerors or to any other party.

Offerors with no relevant past or present performance history or the Offeror's performance record is so limited that no confidence assessment rating can be reasonably assigned, will neither be rated favorably or unfavorably.

Offerors are cautioned to submit sufficient information to permit a meaningful assessment of past performance. Offerors may be asked to clarify certain aspects of their proposal or respond to adverse past performance information to which the Offeror has not previously had an opportunity to respond.

Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system. Communication conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for proposal revision.

FACTOR 4: PRICE

Price will be evaluated on the total proposed price, The total evaluated price of the Offeror will be determined by totaling the proposed prices of all CLINs as shown in ATTACHMENT 2, Schedule of Services. The offeror's completed price schedule shall represent the best price in response to the solicitation. The price will be evaluated to determine reasonableness pricing in accordance with FAR part 15.404-1 (b) procedures as determined by the Contracting Officer.
