About this file

This is Amendment A00022 to solicitation 70Z08525PLREP0006, containing questions and answers regarding the solicitation for Maintenance Procedure Card Development and Drafting Support for the Coast Guard's Long Range Enforcer Product Line.

The Q&A addresses several key points: 1) Letters of Intent are only required for Key Personnel positions and resumes will not be permitted, 2) Past performance references must be from the past 5 years and this requirement remains firm, 3) The Contract Access Fee (CAF) is being corrected from 0.25% to 0.10%, 4) The Project Manager and MPC Developer Team Lead must be two separate individuals, and 5) The Government has set 1,792 hours as the reference number for Full Time Equivalent (FTE) positions. The amendment also clarifies that incumbent staffing information is proprietary and will not be shared, and that the Government does not intend to revise the evaluation factors structure as requested by potential offerors.

Questions and Answers

Q1. The instructions for the Technical Volume states that the Offeror shall provide "Qualification statements for personnel forecasted to execute the requirement with signed letters of intent for each position noted as “Key Personnel”. To fully demonstrate a firm's ability to provide qualified personnel, will the Government implement a requirement to provide Letters of Intent for all identified personnel on this requirement, both key and non-key? If not a firm requirement, would the Government permit the inclusion of resumes and provide a more favorable rating to those vendors who are able to provide?

A1. The Government will not permit the inclusion of resumes for this requirement.

Q2. The instructions for the Past Performance Volume states that the Offeror shall provide "three (3) past performance references… performed within the past five (5) years from the solicitation closing." In light of recent changes to the process and standards by which this work is conducted, would the Government consider requiring all past performance assessments to have been performed within the past

(3) years from the solicitation closing date to ensure relevance and recency?

A2. Past performance assessments requirements are firm.

Q3. Under the Price instructions it is stated that “The Offeror shall identify the labor categories with the employee titles/positions.” Is it the intention of the Government to have the Offeror map the labor categories with the employee titles/positions within Attachment 2 - Schedule of Items (i.e. through a separate column), or is the identification supposed to be provided in a separate Volume?

A3. The solicitation is clear on face value.

Q4. Will the Government specify the existing level of effort, in terms of hours/FTE under the incumbent contract?

A4. Incumbent staffing is proprietary information.

Q5. Would the Government describe the methodology used to compute the 1,792 hours used to define each FTE associated with this tasking? Is there a specific reason for the deviation from the more standard 1920, or more recently 1912 hours being used across most of other CG procurements? Will the Government considered raising the hours accordingly?

A5. 1792 hours is the Government provided hours for reference ONLY.

Q6. Section 3.5 states that the "Contractor shall provide a Project Manager who shall be responsible for all Contractor work performed under this task," but that it is anticipated that "the Project Manager shall be one of the senior level employees provided by the Contractor for this work effort." Can the Government confirm if the Project Manager and the MPC Developer Team Lead are two separate individuals?

A6. Two separate individuals. The Government will not dictate how the vendor shall propose personnel.

Q7. It is noted that the solicitation states that the total Contract Access Fee (CAF) Percentage for this task order is 0.10%, yet the schedule of services reflects a CAF of 0.25%. Could the Government provide a revised spreadsheet?

A7. The CAF is 0.10% and will be updated accordingly.

Q8. For improved logical flow and readability, would the Government consider relocating Factor 2: Management Approach, Sub-Factor 2 to Factor 1: Technical Capability, under Sub- Factor 1? This adjustment would enable offerors to clearly demonstrate their understanding of the services to be performed, followed by the logical sequence in which the tasks will be completed.

A8. The Government does not intend to revise the evaluation factors.
