About this file
This is Amendment 4 to solicitation 70Z08525RLREP0006, containing questions and answers for the Coast Guard's Maintenance Procedure Card (MPC) Development and Drafting Support contract. The amendment clarifies several key requirements: resumes are required for replacement Key Personnel; contractors must be available between 1100-1500 EST Monday-Friday while Project Managers must be available 0800-1600 EST; Senior MPC Developers will serve as Team Leads requiring 6 years of experience; and RCM certification is required within 6 months at the contractor's expense.
The amendment provides additional details about staffing and performance requirements, including that the eight FTE MPC Developer positions and one PTE Draftsman position are on the Schedule of Services. The three optional MPC developer FTE positions must be exercised together, not independently. The contract will be Firm-Fixed Price, virtual attendance is acceptable for the Post Award Conference, and past performance may be considered relevant if it involves technical writing services and drafting support for USCG, federal, state, local government, or private contracts.

Questions and Answers
Q1. The Government provided Answers to Questions in Amendment 0002 on 21 November 2024 and stated, “A1. The Government will not permit the inclusion of resumes for this requirement.” In response to Question 1. Will the Government please confirm no resumes are required for Key Personnel to satisfy the Solicitation requirements?
A1. "When replacing Key Personnel, the Contractor shall submit resumes to the Contracting Officer in accordance with Section 3.4" (MPC SOW, section 3.0).
Q2. Work Schedule Clarification: Section 3.3 states contractors must be available between 1100-1500 EST Monday-Friday, but Section 3.5.2 states the Project Manager must be available 0800-1600 EST. Should all personnel align with the Project Manager's hours? The solicitation is clear on face value. What is the expected response time outside of core hours?
A2. The solicitation is clear on face value.
Q3. Section 3.4 indicates that the Project Manager is a key person. Section 3.5 goes on to describe the project manager's duties and responsibilities; however, the SOW does not describe the minimum experience and education requirements for filling the position. Would the government please provide those requirements? Doing so will enable all contractors to both provide and price a fully qualified Project Manager.
A3. Project Manager is not on the Schedule of Services. See Schedule of Services Rv1 - eight (8) FTE MPC Developers & one (1) PTE Draftsman.
Q4. Personnel Requirements: The SOW mentions both "MPC Developer" and "Senior MPC Developer" roles. Are these different positions with different requirements?
A4. No. Senior MPC will be the Team Lead. Lead MPC Developer requires 6 years experience over MPC Developer requiring.
Q5. RCM Certification: The SOW requires RCM certification within 6 months, stating training is free, but the contractor must bear all costs. What specific costs must the contractor bear (travel, time, etc.)?
A5. Contractor is responsible to meet the requirements of the solicitation.
Q6. Optional FTEs: Table 1 lists three "Optional MPC developer FTE" positions. Can these be exercised independently?
A6. No.
Q7. What notice will be given before exercising these options?
A7. Options will be exercised in accordance to FAR 52.217-9.
Q8. Does "prorated rate, equal to number of months times monthly cost of FTE within that price year" mean these can be exercised for partial years?
A8. No.
Q9. Performance Metrics: How will the 2-hour response time requirement in Section
3.3 be measured and tracked?
A9. The solicitation is clear on face value.
Q10. Are there any other specific performance metrics contractors need to meet?
A10. The solicitation is clear on face value.
Q11. System Access: Section 5.1 mentions MVD Remote Access software. Will contractors need to use government-furnished equipment, or can they use their own hardware?
A11. See Section 6.0 CONTRACTOR FURNISHED PROPERTY (MPC SOW).
Q12. What are the specific technical requirements for contractor systems to access
MVD?
A12. See section 5.2 MVD Requirements (MPC SOW).
Q13. Quality Control: Section 4.9 requires a Quality Assurance Program but provides limited details. Are there specific elements that must be included?
A13. Detail will be mentioned after award.
Q14. How will quality be measured for MPCs and drawings?
A14. The solicitation is clear on face value.
Q15. For the Post Award Conference (Section 4.6), is virtual attendance acceptable or is in-person attendance required?
A15. Virtual attendance is acceptable.
Q16. Deliverables Timeline: Section 7.2 mentions 5 business days for corrections, but what's the expected timeline for initial MPC development? Are there any priority levels for different types of MPCs or drawings?
A16. The solicitation is clear on face value.
Q17. Pricing Structure: For the optional FTEs, should pricing be provided as monthly rates to support the prorated calculation mentioned?
A17. This is a Firm-Fixed Price contract.
Q18. Pricing Structure: How should contractors price the RCM certification period when staff may be unavailable for full project work?
A18. This is a Firm-Fixed Price contract.
Q19. Past Performance Information Form (Attachment 3): While the attachment is referenced in the solicitation, it is not directly referenced for use in the instructions/evaluation factors. We assumed the Past Performance Information Form attachment is to be used for all references.
A19. The solicitation is clear on face value.
Q20. The Past Performance evaluation factors state that "Past performance will be considered relevant if it is for Maintenance Procedure Card (MPC) Development and Drafting Support for the USCG, federal, state, or local government or private contracts." The specificity of requiring past performance as relevant only for the completion of MPCs and drafting support seems to preclude the opportunity for contractors to show demonstrated past performance in the steps needed to develop MPCs and seems to provide an unfair advantage for the incumbent. Would the government consider past performances that demonstrate the ability to perform the tasks needed to complete MOCs as relevant as a means of increasing the level of competition?
A20. Past performance may be considered relevant for work that is similar in scope to the SOW. if it is for technical writing services and drafting support for the USCG, federal, state, or local government or private contracts. RFP was updated.
