SECTION C – DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

● Under Section C.6 GOAL, OBJECTIVES AND OUTCOMES, delete paragraph No.1 of

OBJECTIVE 1 in its entirety, and insert in lieu thereof the following:

“ Historically, Honduras has ranked below the 50th percentile in the Worldwide Governance Indicators compared to over 200 countries measured by the World Bank. Between 2008 and 2018, Honduras fell from the 33rd to the 28th percentile in government effectiveness. Similarly, the rule of law decreased from the 18th to the 16th percentile during that time. Jointly, these indicators suggest the worsening in the perceived quality of public services, lack of independence between civil service and political pressure, eroding confidence and compliance with the law - all necessary elements for citizen security policies to be effective. Furthermore, the factors that have the greatest impact on insecurity levels are interpersonal trust (an important factor in levels of social capital) and victimization of or direct experience with crime. Building interpersonal trust, social cohesion, and community resilience has been the grassroots approach to crime prevention; this includes building community and municipal level networks, obtaining private sector engagement, and strengthening relevant GOH institutions and processes. Another key milestone for effective prevention strategies has been the direct engagement with the Honduran National Police, particularly through strengthened relational policing interventions (USAID/Honduras will approve a Notwithstanding Authority for the Implementation of Police Assistance, Prison, and Law Enforcement Forces that will cover task orders issued under this IDIQ). This has been the heart of USAID/Honduras’ PBS approach. That said, USAID intends to move past social cohesion strategies (social cohesion describes how residents think and feel about their neighborhood) and build towards collective efficacy (what residents are willing to do to improve their neighborhoods). Examples of collective efficacy strategies include self-assessments or external assessments, participatory decision-making, implementation through partnerships, and progress monitoring.”

● Under Section C.6 GOAL, OBJECTIVES AND OUTCOMES, delete paragraph No.5 of OBJECTIVE 1 in its entirety, and insert in lieu thereof the following:

http://info.worldbank.org/governance/wgi/Home/Reports http://info.worldbank.org/governance/wgi/Home/Reports

(Integrated Prevention of Violence and Migration Activity)

“ The Contractor will plan and carry out program activities with a clear understanding of the scope and impacts of additional USAID and donor efforts in the human security spectrum – particularly to avoid duplication or inconsistencies in efforts, leverage maximum impact, and identify opportunities for joint implementation or collaboration. In addition, the Contractor will catalyze public and private sector engagement to broaden IDIQ impact, and ensure the sustainability of activities and processes after the end of the award. For this purpose, an estimated amount of $20 million (cash or in-kind) is desired as an external investment from traditional and non-traditional partners in support of the IDIQ;

USAID may accept cost share, leverage, and/or other blended finance or impact investment approaches. A portion of this external investment may be facilitated as Grants under Contract as applicable. ”

● Under Section C.6 GOAL, OBJECTIVES AND OUTCOMES, delete paragraph No.2 of OBJECTIVE 2 in its entirety, and insert in lieu thereof the following:

“ Through this IDIQ, the Contractor will facilitate risk differentiated service delivery for youth and their families identified at secondary and tertiary prevention levels (referred to as “higher risk levels” herein) of violence in target locations. In target locations, the Contractor will also pilot risk differentiated service delivery for youth and their families at a higher risk of immigration employing objective risk identification tools and methodologies. The pilot projects will be developed in close collaboration with the IDIQ’s COR. Pilot projects may be subject to the external impact evaluation.

The impact evaluation will be managed directly by the DRG Learning Division in Washington. The evaluation questions and precise methodology will be developed in collaboration with the IDIQ COR and USAID/Honduras’ MEL Specialist. The evaluation design will be finalized in consultation with the IDIQ contractor and will align with the annual work plan to ensure that the implementation timing and geographic targeting for the components under evaluation are conducive to rigorous impact evaluation methodology, particularly as needed to ensure validity. USAID recognizes that these tools and strategies may not exist and/or not have been tested in the Honduras context to date. It is expected that these pilot interventions will be implemented and assessed under this IDIQ. For this purpose, the existing risk identification tools and methodologies for violence prevention that have been contextualized for Honduras may be adapted or expanded, or new ones may be tested for adequacy.

USAID/Honduras expects that some youth and families may be at risk only for violence, and others only for migration; however, it is also possible that some youth and families may be at risk for both violence and migration. While interventions for these instances may be different, pilot interventions using similar strategies for the purpose of maximizing resources are encouraged. The achievements sought under Objective 3 will be key for this purpose. However, all risk differentiated service delivery must occur through local partnerships and grants with relevant local stakeholders. The Contractor will provide the necessary technical and operational support for the local actors involved in the service provision in order to ensure quality outcomes. If no service delivery provider exists in a target location, this service delivery may be provided directly (by the Contractor). However, it is expected that local partners will provide all the differentiated service delivery in all target locations before this IDIQ ends. ”

● Under Section C.7 GUIDING PRINCIPLES, insert the following paragraph:

o “ Local Capacity Development: The Contractor must build the capacity of local governmental, non-governmental institutions, and other community organizations to efficiently manage integrated violence prevention service provision to the higher risk youth and their families, with increased access in the target communities. This approach will ensure

(Integrated Prevention of Violence and Migration Activity) that Honduran organizations can replicate and maintain these services after the project ends.

During the course of the IDIQ, the Contractor must maintain flexibility to support interventions related to family counseling, mental health, health services, education, etc. As a section of the Annual Work Plan under each Task Order, the Contractor will develop a Local Capacity Development section which will detail the tailored mix of technical assistance, training, grants, and material inputs that will support the IDIQ results. ”

● Under Section C.8 GRANTS UNDER CONTRACT, delete paragraph 1 in its entirety and insert in lieu thereof the following:

“ The Contractor will be authorized to use grants under contract (GUCs) in support of the human security strategies, interventions, and service delivery systems stated herein. Said grant fund will be called the “Partnership & Innovation Fund” and must amount to 25% of the total estimated cost of each Task Order. As part of the grant funds, minor refurbishing of physical spaces to enhance service delivery for violence and/or migration services may be included. These refurbishments must be aligned with the Federal Acquisition Regulation and other applicable U.S. Government policies. The Contractor will ensure that USAID must be significantly involved in establishing grants guidelines and selection criteria and must approve the grant recipients. As part of the local capacity development approach, the Contractor must include Transition Award language as applicable to facilitate sub-grantees may be considered eligible for direct USAID assistance after this IDIQ ends. ”

● Delete Section C.12 INTERNSHIP PROGRAM in its entirety and insert in lieu thereof the following:

“ C.12 INTERNSHIP PROGRAM

The contractor will be asked to develop a paid internship program under separate task order(s). The intern(s), who will work alongside permanent staff, must be youth from the same target locations where the TO(s) will be implemented. Interns are expected to work for both the IDIQ implementer and consortium partners (if any). Priority will be given to participants from ethnic minorities, returned youth migrants, LGBTQI+ community members, persons with disabilities, and who have at least a high school degree or equivalent. The work that interns are tasked with must be substantive and not less than six months in duration. The structure of the internship program should benefit the applicants professionally in the future. The age of interns must comply with local labor law. ”

SECTION H – SPECIAL CONTRACT REQUIREMENTS

● Under Section H.2.1 ADDITIONAL REQUIREMENTS FOR PERSONNEL COMPENSATION, delete item (a) Limitations, in its entirety, and insert in lieu thereof the following:

“ (a) Limitations:

(1) Salary ranges for ALL the professional positions in this Contract will be established based on the market value, on duties and responsibilities of the position, in the country and locality of contract performance. The established range must be realistic and reasonable for the responsibilities of each position and must not be based on the salary history or the qualifications of the candidate selected. The salary ranges must be certified by the Contractor and submitted to the Contracting Officer with the proposal for approval. Upon establishment of the salary ranges of the professional positions, an appropriate candidate must be selected based on the

(Integrated Prevention of Violence and Migration Activity) qualifications sought for that position and the Contractor’s personnel practices. The Contractor must avoid “rank in person” salaries, which are in excess of the value and the responsibilities of the position. In addition, the salary ranges may not exceed the Contractor's established policy and practice, including the Contractor's established pay scale for equivalent classifications of employees. Creation of new administrative nonprofessional positions does not require USAID input.

(2) In addition, there is a ceiling on the reimbursable base salary or wage paid to personnel under the contract equivalent to the maximum annual salary rate prescribed in ADS 302, unless the Contracting Officer approves a higher amount. For the Agency policy and procedures, refer to: http://transition.usaid.gov/policy/ads/300/302.pdf.

All Cooperating Country Nationals (CCNs) and Third Country Nationals (TCNs) salaries must not exceed the Local compensation Plan (LCP). Approval of the Contractor’s budget does not absolve the Contractor’s duty to request and receive Mission Director’s approval prior to hiring CCN and TCN personnel whose salaries are above the LCP. ”

● Delete Section H.3 AUTHORIZED GEOGRAPHIC CODE in its entirety, and insert in lieu thereof the following:

“ H.3 AUTHORIZED GEOGRAPHIC CODE

The authorized geographic code for procurement of goods and services under this contract is 937 for the prime contract and its subcontractors.

Task orders without the same funding source as the basic IDIQ must obtain a waiver to the extent a waiver is required. ”

● Under Section H.12 GRANTS UNDER CONTRACTS (GUCs), delete item (e) in its entirety, and insert in lieu thereof the following:

“ (e) The Contractor will award such grants only to US, non-US, or non-governmental organizations.

GUCs to partner government entities may be authorized under the IDIQ and any of its task orders, pursuant to USAID Policy found in ADS 302. Such GUCs may be allowed in exceptional circumstances and must have prior USAID approval. The total value of any individual grant to any U.S. organization will not exceed $100,000. There are no restrictions on the value of individual grants that may be provided to non-U.S. Organizations. Nevertheless, the Implementing Partner will assess the capacity of non-U.S. organizations to properly and efficiently manage funds. Furthermore, the Implementing Partner will ensure that the number and value of the grants will be defined according to the best use of funds to achieve the Activity's results. ”

● Delete Section H.20 TITLE TO AND CARE OF PROPERTY in its entirety, and insert in lieu thereof

“ H.20 TITLE TO AND CARE OF PROPERTY

Title to all non-expendable property, except motor vehicles, vests in the Cooperating Country (AIDAR 752.245-71). Title to motor vehicles shall be vested in the USG (FAR 52.245-1) until changes in the corresponding GoH Resolution/Document states otherwise.

http://transition.usaid.gov/policy/ads/300/302.pdf

(Integrated Prevention of Violence and Migration Activity)
