The contractor must maintain liability insurance of at least $100,000 per person, $500,000 per occurrence, and $100,000 property damage, with the United States named as insured. THIS IS A NOTICE OF INTENT FOR REQUEST FOR QUOTE.
(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) The solicitation number is 140P6426Q0033 and is issued as a request for quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01.
(iv) This requirement is set-aside for Total Small Businesses. The associated NAICS code is 562991 and the small business size standard is $9.0M.
(v) Please see the attached Price Schedule for a list of line-item number(s) and items, quantities, and units of measure (including options).

(vi) Cuyahoga Valley National Park is seeking Septic Pumping Service in accordance with the attached Performance Work Statement. This will be a firm-fixed price contract expected to be awarded to a prime contractor in or around early May 2026. Service Contract Act (SCA) Wage Determinations for Cuyahoga and Summit Counties, OH will apply.
(vii) Period of performance will be from July 1, 2026 to June 30, 2027, with government option to exercise up to four additional option years. Work will take place throughout Cuyahoga Valley National Park.
(viii) 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (SEP 2023) applies to this acquisition. See addendum on pages 14-15.

To be considered for award, offerors must be actively registered in the System for Award Management and be considered a small business for the size standard associated with the NAICS code specified in this solicitation.
(ix) 52.212-2 Evaluation – Commercial Products and Commercial Services (NOV 2021) applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Price, Technical Capability, and Prior Experience. Award will be made in accordance with FAR 13 to the offeror whose offer provides the best value to the Government based on price, technical capability, and prior experience.
Per FAR 13.106-2(b), a comparative evaluation of offerors will be conducted. This solicitation is not stating (nor required to state) the relative importance assigned to each evaluation factor per FAR 13.106-1(a)(2).
Price will be evaluated based on the information provided on the offeror’s Price Schedule. An evaluation will be performed to determine the reasonableness of the offeror’s price by comparing it to responsive offers received from other offerors and to the independent government estimate. Evaluated price will be the total price of base + all options. Evaluation of options does not obligate the Government to exercise the options.
Technical Capability will be evaluated based on evidence provided by the offeror (and/or discovered via research by the evaluation team) that demonstrates the offeror’s ability to meet the technical requirements of the Statement of Work. This is often demonstrated via a Capability Statement that describes the offeror’s core capabilities, services offered, and other relevant information demonstrating their ability to meet the technical requirements of the Statement of Work.
Prior Experience will be evaluated based on evidence provided by the offeror (and/or discovered via research by the evaluation team) that demonstrates the offeror has prior experience similar in scope and scale to the work being solicited. This is often demonstrated via a Past Projects List that provides information concerning the dates, dollar amount, scope, and customer point of contact for past projects the offeror has performed.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(a) Definitions. As used in this provision, Covered article, FASCSA order, Intelligence community, National security system, Reasonable inquiry, Sensitive compartmented information, Sensitive compartmented information system, and Source have the meaning provided in the clause 52.204-30, Federal Acquisition Supply Chain Security Act Orders—Prohibition.
(b) Prohibition. Contractors are prohibited from providing or using as part of the performance of the contract any covered article, or any products or services produced or provided by a source, if the prohibition is set out in an applicable Federal Acquisition Supply Chain Security Act (FASCSA) order, as described in paragraph (b)(1) of FAR 52.204-30, Federal Acquisition Supply Chain Security Act Orders—Prohibition.
(c) Procedures.
(1) The Offeror shall search for the phrase “FASCSA order” in the System for Award Management (SAM)( https://www.sam.gov) for any covered article, or any products or services produced or provided by a source, if there is an applicable FASCSA order described in paragraph (b)(1) of FAR 52.204-30, Federal Acquisition Supply Chain Security Act Orders—Prohibition.
(2) The Offeror shall review the solicitation for any FASCSA orders that are not in SAM, but are effective and do apply to the solicitation and resultant contract (see FAR 4.2303(c)(2)).

52.212-2, Evaluation — Commercial Products and Commercial Services (Nov 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

This solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor (FAR 13.106-1(a)(2)).
1. Price: A price evaluation will be performed to determine the reasonableness of the proposed price. Reasonableness will be determined considering other competitive prices received and comparison to the independent Government estimate. If multiple contract line items are included in the price schedule, prices will also be evaluated to determine whether any line items are unbalanced. Offerors are cautioned to distribute costs appropriately.
2. Technical: Written confirmation that company specializes in, or has sufficient documented direct experience in, providing all labor, material, tools, supervision and travel necessary to perform the service outlined, and in accordance with, the attached Statement of Work (SOW). Complete a capability statement/project narrative – please see “TO SUBMIT AN OFFER” section for details on which to submit for this requirement.
3. Prior Experience: Complete Prior Experience references as described in “TO SUBMIT AN
OFFER” section, that can confirm your company has successfully completed similar tasks outlined in the Statement of Work.
