All waste must be disposed of at certified facilities in compliance with Ohio EPA guidelines. The contract period runs from July 1, 2026, through June 30, 2027 (base year), with four optional one-year extensions through June 30, 2031. Work shall be performed during standard business hours (8:00 a.m. to 5:00 p.m., Monday through Friday), with emergency weekend and holiday service available. All work is conducted under a single contract with the National Park Service and must comply with park regulations and superintendent directives.

PART 1 – GENERAL

ITEM 1 – LOCATION AND DESCRIPTION OF WORK

1.1 Background: Located in northeastern Ohio, Cuyahoga Valley National Park consists of 33,000 acres and is situated along 22 miles of the Cuyahoga River Valley between the cities of Akron and Cleveland.

Cuyahoga Valley National Park is in need of septic, vault tank, grease trap, and lift station pumping service at various locations throughout the park.

1.2 Work Covered by the Contract Documents:

A. Project Location: Cuyahoga Valley National Park, 15610 Vaughn Road, Brecksville Ohio 44141

B. Work consists of:

Septic/Holding Tank Pumping Service: There are approximately 45 septic tanks located throughout Cuyahoga Valley National Park (CVNP) that may require pumping throughout the year. Some locations will need pumped once annually, while most will need pumped on a less frequent basis. Each property has at least one (1) septic tank and most have two (2). Full list is provided below.

Septic tanks will be monitored by park staff and are to be pumped “by request,” with one exception (Lock 29 restroom) noted below. By request calls for service shall be performed within 24 hours of the request, between 6:00 am and 2:00 pm on any day of the week (including holidays).

The holding tank at the Lock 29 restroom requires contractor monitoring and pumping on a regular basis. Contractor to inspect and pump as needed and outlined below to ensure safe and sanitary conditions. The Lock 29 restroom will require more frequent pumping during tourist (warm weather) season. It is estimated that the Lock 29 restroom will need pumping one (1) to two (2) times per week in warm weather and two (2) to three (3) times per month the rest of the year. The holding tank inspection at Lock 29 restroom shall occur regularly to ensure service without interruption. This facility will also be monitored by Park staff.

Grease Trap Pumping Service: Grease traps in kitchen areas require contractor monitoring and pumping a minimum of four (4) times per year. Contractor to inspect and pump quarterly to optimize equipment operation, ensure safe and sanitary conditions, and meet county health department standards for food service areas. The contractor shall inspect all grease traps on a quarterly basis to ensure the required pumping takes place ahead of system shutdowns. Regular and routine inspections of the neighboring lift stations by park staff will indicate whether the service has been performed.

IMPORTANT NOTE: All septic, grease trap, and vault waste shall be disposed of in a certified facility in a manner consistent with applicable Ohio EPA guidelines and under pertinent regulations. Prompt removal of waste protects employee/visitor health and safety – as well as the environment

C. All work will be performed under a single contract.

Period of performance:

Base Year: July 1, 2026 – June 30, 2027 Option Year 1: July 1, 2027 – June 30, 2028 Option Year 2: July 1, 2028 – June 30, 2029 Option Year 3: July 1, 2029 – June 30, 2030 Option Year 4: July 1, 2030 – June 30, 2031

ITEM 2 - CONTRACTOR’S USE OF PREMISES

3.1 Conduct of Operations: At all times the contractor shall conduct his operations in conformance with the rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by the Park Superintendent.

A. No signs or advertisements (except those specified herein and as required for safety) shall be displayed on the site or within the park unless approved by the Contracting Officer.

B. Smoking is not permitted within any Federal building or within 25 feet of entrances, operable windows, or outdoor air intakes.

C. Public Use of Site: Contractor shall at all times conduct operations to ensure the least inconvenience to the public.

3.2 On-site work hours: Work shall be generally performed during normal business working hours of 8 a.m. to 5 p.m., Monday through Friday, except when otherwise indicated.

A. Work on Saturdays, Sundays, Federal holidays, early morning, or at night may be performed in emergency situations.

The following Federal holidays are observed by the National Park Service:

B. Note: Any of the above holidays falling on a Saturday will be observed on the preceding Friday;

3.3 Hauling Restrictions: Contractor to verify path to site and meet state and county road requirements and height restrictions for all park work/access.

ITEM 4 - EXAMINATION OF THE SITE

4.1 All interested contractors are urged to visit the job site and examine existing conditions before submitting quotes. Contractors will be expected to complete the work as quoted.
