1. Pricing Structure and Quantities: The solicitation states this will be a "firm-fixed price contract". However, the provided Price Schedule asks for unit prices (e.g., "per 1,000 gallons", "per Service") without providing estimated annual quantities for the line items. Will the Government provide estimated annual quantities for each line item so offerors can calculate a Total Evaluated Price, or is this intended to be an Indefinite Delivery/Requirements contract?

Services will be rendered and invoicing will be done like a requirements contract. An estimated amount of funding will be applied to the contract at the beginning of each contract year.

Contractor will invoice against that line item for the contract year as services are provided.

2. Lock 29 Restroom Seasonality: The PWS states the Lock 29 restroom requires pumping "one (1) to two (2) times per week in warm weather and two (2) to three (3) times per month the rest of the year". To ensure accurate FFP pricing for this proactive monitoring and pumping, what specific months does the Government consider to be the "warm weather" season?

April through October

3. Lift Station Access and Confined Space Entry: The PWS lists 22 lift stations, some featuring "Metal plate cover with bolts" and "Fiberglass Cover with bolts". Does the National Park Service require the contractor to perform confined space entry for these locations, or can all pumping be completed strictly from the surface?

Additionally, does Park staff assist in unbolting and removing the heavy covers?

4. Water Supply for Cleaning: Does the Government provide access to on-site water sources for the rinsing and cleaning of the grease traps and lift stations, or must the contractor provide an independent water supply on their trucks?

7. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?

8. Is there an historical disposal facility being used for this contract?

No

9. Will water be provided by the government? No

10. For Note 1 and 2 - page 3-5 of PWS the Botzum Berry

Farm Restrooms and MD Garage are listed in scope with a 5,000 and 2000-gallon tank, as per checking they are not on the price schedule. Can you confirm whether this site is intended to be serviced under the contract, and if so, how pricing should be applied?

11. For Note #6, Lift Station Pumping, the schedule shows pricing per 1,000 gallons but no gallon amount. Could you confirm the estimated volume to be used for pricing?

12. Who is responsible for cleaning any debris (e.g., trash such as cans or plastic) that is thrown into the vault tanks or any other tanks we will be handling during the contract?

13. The PWS states that the Lock 29 restroom holding tank requires contractor monitoring and pumping on a regular basis, and the contractor must inspect and pump as needed. The PWS also notes that the facility will be monitored by Park staff. If the lock tank fills unexpectedly, will the contractor be promptly informed by Park staff to ensure there is no service interruption?
