About this file

This is a Request for Quote (RFQ) for HVAC preventative maintenance services at two National Park Service locations: Fort McHenry National Monument and Historic Shrine (FOMC) in Baltimore, Maryland, and Hampton National Historic Site (HAMP) in Towson, Maryland. The solicitation is set aside for women-owned small businesses (WOSB) under NAICS code 238220.

The contractor must provide quarterly HVAC preventative maintenance, inspections, adjustments, and repairs at both facilities covering twenty buildings total. Key requirements include performing scheduled maintenance during October, January, April, and July; maintaining temperature and humidity controls for visitor comfort and museum collection preservation; providing software support for automated building controls; replacing consumable materials such as filters, capacitors, and belts; and responding to emergency service calls within twenty-four hours and non-emergency calls within forty-eight hours. All service calls are limited to twelve man-hours and $5,000 in materials per visit. The contractor must supply EPA 608 Level 2 certification and Maryland DLLR HVAC licensing, demonstrate familiarity with energy management systems comparable to Tridium, Johnson Controls MetaSys, or TCS Basys, and maintain liability insurance of $200,000 per person, $500,000 per occurrence, and $20,000 property damage.

The contract period runs from September 1, 2026, through August 31, 2027, with two optional one-year extensions. Quotes are due by 12:00 PM Eastern Time on August 26, 2026, submitted electronically to Deborah_Coles@ios.doi.gov. A mandatory site visit is scheduled for August 10, 2026. The solicitation uses a Lowest Price Technically Acceptable evaluation approach, with technical factors including technical approach documentation, relevant project experience, required licenses and certifications, and biobased product certifications. Pricing is submitted on a firm-fixed-price basis covering base period services and optional periods. The government will evaluate all technically acceptable proposals and award to the lowest-priced offeror.

C.0 NATIONAL PARK SERVICE

The National Park Service (NPS) is a bureau of the U.S. Department of the Interior (DOI) that has been entrusted with the care of our national parks since 1916. The National Park System currently has 433 units (often referred to as parks), covering more than 85 million acres in all 50 states, the District of Columbia, and US territories.

The NPS also has more than 150 related areas that are linked in importance and purpose to places managed directly by the National Park Service by preserving important segments of the nation's natural and cultural heritage. They are designated by acts of Congress or by the Secretary of the Interior (affiliated areas). The majority of related areas are not units of the National Park Service and are managed by other government agencies or non-government organizations and landowners. The National Park Service is involved in related areas by directly managing the entire or sections of a related area, or by providing technical or financial assistance.

The NPS preserves unimpaired natural and cultural resources, and values of the National Park System for the enjoyment, education, and inspiration of this and future generations. The NPS cooperates with partners to extend the benefits of natural and cultural resource conservation and outdoor recreation throughout this country and the world.

The NPS – Business Service Contracting Division (BSCD) – Contracting Operations – Northeast Region – Philadephia MABO. The NPS – BSCD-Northeast issues contracts through the Federal Acquisition Regulation’s (FAR) for supplies, services, construction, A&E for Northeast Regional Parks only.

C.1 FORT MCHENRY NATIONAL MONUMENT AND HISTORIC SHRINE (FOMC)

During the American Revolution, a small, earthen star fort, known as Fort Whetstone, was constructed at the end of the peninsula at the entrance of the Baltimore harbor. Although the fort was ultimately never attacked during the American Revolution, military leaders saw the importance of coastal defenses around the young nation's third largest city and vital port. In 1798, construction began to expand Fort Whetstone with brick and stone masonry to create a new, more permanent, structure. The new fort was dubbed Fort McHenry, named after George Washington’s Secretary of War and Baltimore native, James McHenry. For more information, please visit FOMC’s website at: Fort McHenry National Monument and Historic Shrine (U.S. National Park Service)

HAMPTON NATIONAL HISTORIC SITE (HAMP)

Hampton National Historic Site preserves what remains of a once 25,000-acre enslavement plantation. For hundreds of years, enslaved people, indentured servants, tenant farmers, paid laborers, and the Ridgely family all made their own contributions to Hampton, creating a space where cruelty and decadence collide to provide a complex history of the United States.

Hampton National Historic Site today preserves the core of what was once a vast commercial, industrial, and agricultural plantation that encompassed nearly 25,000 acres in northern Baltimore County and where hundreds of people were enslaved at its height.

Without the wide range of workers and their contributions, Hampton could not have existed at all. Interpreting all these individuals— enslaved, indentured, and free—helps connect every aspect of Hampton, the buildings, grounds, gardens, and objects.

For more information, please visit HAMP’s website at: Hampton National Historic Site (U.S. National Park Service)
