About this file

This is a Questions and Answers (Q&A) document for a federal HVAC preventative maintenance service contract opportunity (Solicitation 140P4226Q0043) issued by the Department of the Interior National Park Service Northeast Region for two historic sites in Maryland: Fort McHenry National Monument and Historic Shrine and Hampton National Historic Site.

The Q&A clarifies several critical contract requirements and operational procedures. Key clarifications include: emergency service response time is 24 hours (not 12 hours), emergency service call labor is capped at 24 man-hours (increased from 12), and quarterly preventative maintenance visits include changing all filters with belt replacement performed as-needed based on wear. For control systems work, contractors must be certified in Tridium Niagara software and provide their own technician-level tools, while the government provides access to the Jace controllers; quarterly station server backups must be provided by the contractor on flash drives that remain with the government. Component replacements (faulty sensors, controllers) are billed separately as service calls rather than included in the fixed quarterly maintenance price. Material quantities for filters are specified in referenced attachments, and the government provides physical media storage for backups. The previous contract number is 140P4224F0034, and the scope has changed with the removal of the oil-fired boiler at HAMP Caretakers Cottage. No post-award submittals are required beyond standard deliverables.

Contractor Q & A

1. If available, could you list any controller, panel, or system information that could help us better understand and accurately evaluate the controls portion of the requirement would be greatly appreciated.

Hampton has two FX-90 Jace controllers running Tridium Niagara software.

Fort McHenry does not have an integrated Building Automation System but does have individual thermostat zones.

2. Emergency Response Time Contradiction: Section C.5, Paragraph 1 (page 13) states the contractor shall respond to emergency service calls within "twelve (24) hours.". Please clarify if the required response time is 12 hours or 24 hours, as this significantly impacts staffing and pricing for the emergency repair CLINs.

The response time is 24 hours.

3. Service Call Labor Cap: Section C.5, Paragraph 1 (page 13) states that emergency service calls are "limited to a total effort not to exceed 12 man-hours of labor.". In the event a critical repair requires more than 12 man-hours to resolve, please clarify the procedure for authorizing additional hours and how those overages should be billed under the current Section B Price Schedule.

The total amount of hours is changed to 24. The revision should read, “limited to a total effort not to exceed 24 man-hours of labor”

4. Energy Management System (EMS) Access and Tools: SOW Section C.4.6 and C.9 require the contractor to provide software support to "analyze, identify and rectify system control points" for systems including Tridium, Johnson Controls MetaSys, and TCS Basys.. Will the Government provide on-site access to the necessary proprietary software and workstation licenses, or is the contractor required to provide their own proprietary technician-level software tools to perform these tasks?

Any contractor who works on our Tridium Niagara systems should be certified to do so and thus should have the necessary software to work within the Tridium Niagara systems. The government provides access to the Jace’s into which the contractor plugs in.

5. Material Quantities for Pricing: While Attachments 1 and 2 provide filter sizes, they do not specify the exact quantities of filters or belts required per unit or per quarterly visit.. To ensure all offerors are bidding on an equal basis for the Firm-Fixed-Price PM CLINs, could the Government provide a total count of filters and belts required for a complete quarterly service across all 20 buildings?.

The quantities of filters are listed in the attachments. The SOW indicates that all filters get changed at each quarterly PM visit. Belts are changed as needed depending on wear and as agreed upon by contractor and COR.

6. Station Server Backup Deliverables: Section C.4.6 requires the contractor to perform quarterly backups of the station servers and provide functional copies to the Government.. Please clarify if the Government will provide the physical media (e.g., external drives or cloud storage access) for these backups, or if the contractor is responsible for providing the storage hardware as part of the service.

The contractor provides and saves the back-ups on a flash drive and the flash drive is left with the government. The government can download the flash drive and return to the contractor for use during the next PM visit

7. Scope of "Rectifying" Control Points: Section C.4.6 mentions that the contractor shall "rectify system control points which are anomalous and affiliated components, equipment and sensors.". Does the Government intend for the replacement of faulty sensors or controllers to be included in the fixed quarterly maintenance price, or should component replacements be billed as separate Service Calls?

If the contractor and COR agree the problem is a faulty sensor or related equipment this will be billed as a separate service call

8. If there is an incumbent, could you please share the Purchase Order number and the total value associated with their contract?

The previous contract # is 140P4224F0034

9. Are there any changes in the previous scope to new one?

Yes, the oil-fired boiler at HAMP Caretakers Cottage has been removed from the SOW.

10. Are there any post-award submittals that we should be aware of? If so, could you please provide the relevant information?

None
