Solicitation #140P2125Q0068 Page 6 of 35

Submission Instructions: Submit quote by e-mail to sarah_welch@nps.gov; paper copies will not be accepted. The quote should consist of one PDF file in which the items listed above are combined, although it may include up to five separate files in PDF format if necessary. File name(s) should include the quoter’s name, e.g. “ABC Services - 140P2125Q0068”. Include the quoter’s name and the solicitation number in the email subject line; the message must be no larger than 20MB due to system limitations.

Source Selection Process: This Request for Quotations (RFQ) is for commercial services as defined in Federal Acquisition Regulation (FAR) Part 12. NPS will fairly consider all responses received in response to this RFQ and make award upon the basis of best value, utilizing trade-offs of non-price factors and price to determine the quotation that represents the overall best value to the Government using the procedures in FAR 13.106. The Government may communicate and/or conduct exchanges with any or all firms submitting a quote, if it is determined advantageous to the Government to do so.

Evaluation Factors: Although not required by FAR 13.106, all factors below (including price) are listed in descending order of importance.

Price: NPS will evaluate price reasonableness by considering other competitive prices received and the independent Government estimate (IGE) and/or any other information the Contracting Officer deems useful in their discretion. The Government may accept other than the lowest-priced quote when the perceived benefits of a higher-priced quote merit the additional cost. The Government will evaluate the both the base year price and the total anticipated price (i.e. for all option years plus the price for the base year). The ≤6 months allowed under FAR clause 52.217-8 in Line 5000 will be evaluated using Option Year 4 prices. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

Non-price factors:

1. Recent relevant experience (corporate). Experience is an opportunity to learn about performance methods, problems, and solutions by having done the same or similar work in the recent past (typically within three years). The Government will evaluate the firm’s direct participation in comparable contracts or orders including current contracts if >80% complete. “Direct participation” means as a prime contractor self-performing, as a prime contractor overseeing subcontractors’ work, or as a subcontractor self-performing. Relevant experience of subcontractors performing key tasks will be evaluated only if a Teaming Agreement or letter of commitment is included with the proposal. “Comparable contracts or orders” means it was similar in one or more of these ways:

a. Cleaning services at indoor firing ranges with associated hazardous waste disposal, especially those involving lead and lead-contaminated materials and that include HEPA vacuuming, bullet trap cleaning, filter replacement, and hazardous waste packaging and disposal compliant with federal, state, and local regulations.

b. Work that required knowledge of operating and maintaining range-specific systems such as bullet traps and multi-stage ventilation systems.

c. Performance of similar work within DC metro area, indicating familiarity with applicable regulations.

d. Lead abatement services.

e. Hazardous materials transportation and disposal similar to this work.

2. Staffing approach and safety program. Quotes will be evaluated for how the contractor proposes to ensure the work is properly performed by workers who meet the mandatory training and experience requirements in the PWS. Quotes that demonstrate the contractor has a sufficient number of qualified workers and crew leaders for redundancy due to unforeseen circumstances, Solicitation #140P2125Q0068 Page 7 of 35 or the ability to hire them quickly, will be more favorably rated. Contractors with an established robust safety program comparable to what is required in this contract will be more favorably rated.

3. Past performance. Past performance is a measure of the degree to which the Offeror satisfied its customers in the past and complied with Federal, State, and local laws and regulations. The past performance of the quoter on projects similar in scope and complexity will be evaluated in the areas of quality, timeliness, business relations, and cost control. One measure of quality will be whether the company has had any relevant safety or hazmat violations or citations within the past three years.

The general approach for evaluating past performance is written or telephonic customer surveys for the past contracts submitted in response to the RFQ. The currency and relevance of the information, source of the information, context of the data, and general trends in contractor’s performance will be considered by the evaluators. Quoters are encouraged to provide information on problems encountered on the identified contracts and their corrective actions. The Government may contact sources listed by the Offeror and/or other sources of information including, but not limited to, Federal, State and Local governments, better business bureaus, published media, and electronic databases to verify the information provided in the quote. The Contracting Officer will pull evaluation reports for comparable contracts from the Contractor Performance Assessment Report System (CPARS).

Quoters with fewer than two (2) past performance evaluations (counting CPARS reports for PSC F108 and PSC F999 if project description is relevant, and received from references identified in quote) will receive a neutral rating due to the sparse record.

Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

Addendum: USPP will host a brief site visit for prospective offerors on July 29, 2025, at 10:00 am EDT.

Attendees should arrive at the US Park Police Anacostia Operations Facility (USPP AOF) at 1901 Anacostia Drive, Washington, DC 15 minutes before the starting time. Park in the USPP AOF parking lot and we will meet outside the front entrance to the USPP AOF. In Google Maps, use the address of 1901 Anacostia Drive, Washington, DC. In Waze, use the address of either 1901 Anacostia Drive, Washington, DC or 1901 Anacostia Drive SE, Washington, DC.
