About this file
This document is an Attachment of Clarifications for a Request for Quote (RFQ) #140P2125Q0068 for USPP Indoor Firing Range Cleaning Services and Hazardous Waste Disposal. The solicitation is for a contract with the United States Park Police (USPP) to provide cleaning and maintenance services for an indoor firing range in Washington, DC, starting September 24, 2025.
Key details include a 25-yard indoor pistol/shotgun range with 14 lanes and a steel trap backstop with a conveyor system for lead containment. The contractor will be responsible for cleaning the range area, changing filters, disposing of waste material (with lead removal preferred), and performing quarterly dry and semi-annual wet decontamination services. The facility shoots approximately 200,000 rounds annually, and the range has specific access requirements including two 90-degree turns when entering. The HVAC system is older, but maintenance is not the contractor's responsibility. The document provides extensive clarifications about the range's physical characteristics, equipment, and service expectations, including details about filter locations, range layout, and operational constraints.

Attachment 4: Clarifications USPP Indoor Firing Range Cleaning Services and Hazardous Waste Disposal
Attachment 4: Clarifications 1 – 30 for Solicitation #140P2125Q0068
Amendment 1 posted on 8/7/25. This document provides clarifications based on queries submitted after the site visit.
1) What is the access route into the range? How many doors must be passed through, what are their widths, and are there any 90-degree turns or tight clearances?
a) Contractor will access building from the south entrance. A double set of doors is at the start of the building. There are two 90-degree turns on the way to the range.
2) Do you have a forklift and/or loading dock that the contractor can use? Can the dock fit an 18 wheeler? If not, is there a ramp to load and unload?
a) There is no forklift, loading dock, or ramp.
3) Will the Government provide storage space for tools, boxes of filters, cleaning equipment, and other supplies on-site?
a) Currently there is no storage space outside what is above the range area. USPP personnel will seek some storage space for an incoming contractor, but it is not guaranteed.
4) Are the semi-annual wet cleaning events performed concurrently after a monthly or quarterly event or are they independent separate events performed at another date?
a) Section 5.3.1 of the PWS states, “The semi-annual wet decontamination service shall typically be performed immediately after the completion of a quarterly dry decontamination service.”
5) Is the contractor responsible for repairing or replacing the airfoils?
a) No, NPS repairs the foils.
6) Will the current stock of air filters and consumable supplies be made available to the new contractor after award? How many of each type will be provided?
a) If there are supplies, NPS will make them available for the contractor’s use. NPS does not have a current count of what is available.
7) Are there any known operational issues or challenges with the current range equipment that a prospective contractor should be aware of?
a) The HVAC system is older, but it is not the responsibility of the contractor to repair it.
Primary tasks under this PWS are to clean range area, change filters, and dispose of waste material.
8) Please clarify section 3.6 of the PWS, which states that if there is a change in HVAC units, it is the contractor's responsibility to inspect and verify the manufacturer's maintenance schedules for any replaced equipment during the contract period. Does this mean the contractor is responsible for maintaining the HVAC units? If so, what is the scope of that responsibility and what maintenance is required? Alternatively, does this statement simply mean the contractor needs to be aware of the maintenance schedule for the purpose of not interfering with government-performed maintenance, and the government is still responsible for the actual maintenance?
a) Contractor is not responsible for HVAC units other than changing and disposing of filters.
All maintenance of HVAC units will be performed by National Park Service or under separate contract. Contractor will be made aware if NPS changes units and contractor must become familiar with the new units’ life cycle requirements for filter replacement.
9) The units listed in Section 3.6 do not appear to be the same ones referenced in 4.2.1 through
4.2.3. Please confirm.
a) Section 3.6 lists the HVAC equipment. The information in 4.2.1 through 4.2.3 describe the filters that go into the equipment listed in 3.6.
10) Can we use industry standard steel frame HEPA filters instead of wood frame filters?
a) Filters must comply with manufacturers’ recommendations; if they allow steel frames then they may be used.
11) Where is the filter box located?
a) HVAC filters are located in the loft area above the range.
12) Can you provide model and serial numbers for all HVAC equipment related to the range, and/or Installation, Operation, and Maintenance (IOM) manuals, photos, or mechanical layout drawings?
a) Section 3.6 of the PWS provides the model number and quantity of each type of HVAC equipment. Serial numbers are not available. NPS will provide access to all IOM manuals available after award.
13) Are the units listed in Section 3.6 associated only with the range HVAC system or do they service other parts of the building?
a) They are associated with the range only.
14) Is a ladder required for access to the HVAC units?
a) No.
15) Where is the HVAC equipment located?
a) In the loft area above the range. Filter units and actual HVAC units are separate in the attic/walkway area. Pictures of them are below.
b) Air flows through four of these filters:
Next, there are two of these filters, after which air is exhausted from the building.
16) How many lanes are in each bay? How many bays are there?
a) There is a single range area with 14 lanes.
17) How many firing positions does the range have?
a) Section 1.3 of the PWS states AOF has a 25 yard, 14 point indoor pistol/shotgun range meaning the range has 14 firing positions.
18) What type of backstop is the range? (Steel, Granulated rubber with or without rubber curtain covers, sand, other (please define)

24) Is the contractor responsible for recycling lead solids or brass shells?
a) Contractor is responsible for the removal of lead from the facility. Recycling is preferred but not required.
25) Request info about incumbent: contract number, value, contractor, etc.
