GENERAL INFORMATION:
This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm-fixed price contract as a result of this combined synopsis/solicitation to the vendor whose offer provides the best value to the Government. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P122Q0072. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2022-06 and are available in full text through Internet access at http:// www.acquisition.gov/far/.

This acquisition is in support of Dinosaur National Monument for the Planning, Design, and Fabrication of Wade Curtis Exhibits in accordance with the attached Scope of Work, Specifications and other associated documents.
This is a 100% Total Small Business Set Aside. The North American Industry Classification System (NAICS) code is 712110 The small business size standard is $30M.
INSTRUCTIONS TO OFFERORS:
1. General. In this acquisition, “Offeror” refers to the proposed prime contractor and all proposed contractor team members, including subcontractors where a potential prime contractor agrees with one
(1) or more other companies to have them act as its subcontractors under a specified Government contract or acquisition program (see FAR 44).
2. Preparation. The proposal shall be prepared clearly and concisely to demonstrate the Offeror has a complete understanding of the requirements. Offerors shall prepare proposals on the presumption that the Government has no previous knowledge of the Offeror’s capabilities. Proposals will be evaluated only on the information specifically presented within the proposal, except for the Past Performance evaluations as explained in the solicitation.
Handling of Proposals. See FAR 52.212-1 for rules concerning submission of offers and late proposals.
Proposals will not be returned (except for proposals which are withdrawn in a timely manner).
3. Submission of Proposals. Failure to submit a response that is received by the stated time and date may result in the proposal not being considered. By submitting a proposal, the Offeror agrees to comply with all terms and conditions as set forth in this solicitation.

In the event files are over 10MB, offerors shall submit a single, multi-platform Universal Serial Bus (USB) Flash Drive. All files on the USB flash drive shall be readable on both a Windows PC and a Mac using standard office software. The USB flash drive shall be encrypted, and the Contractor shall submit a password to access the files. The USB flash drive shall be clearly labeled. Links to URLs shall not be considered.

4. Questions. Questions concerning this solicitation shall be submitted to Stacy_Vallie@nps.gov no later than 1:00 p.m. on August 4, 2022, to allow for enough time for a reply to reach all prospective offerors before the submission of their proposals. No phone calls please. Any questions received after the date and time specified in this solicitation will not be answered prior to the date that proposals are due. Each question shall clearly specify the solicitation area to which it refers. Answers will be made available to the public as soon as practicable through an amendment to the solicitation via SAM.gov.
Any information concerning this solicitation will be furnished promptly to all other prospective offerors, if that information is necessary in submitting proposals or if the lack of it would be prejudicial to any other prospective offerors. The identity of the prospective offerors asking questions will be withheld.
The Government will not respond to questions submitted by telephone or in person at any time. Offerors are encouraged to periodically check SAM.gov to ascertain the status of any answers to questions, as hard copies will not be distributed.
5. Subcontractors. In those cases where an Offeror does not have full in-house capability and anticipates significant use of subcontractors to provide the needed support, the Offeror shall provide the same detail concerning the subcontractor as provided by the prime contractor. The terms of each subcontract shall be fully explained.
Subcontracts shall include certain general provisions and contract articles from the prime contract.
Any difference in the rates proposed by the subcontractor to the Offeror and the rates proposed by the Offeror to the government for the subcontract work shall be fully explained.
6. Proposal Organization. The proposal shall be clearly indexed and logically assembled. Each Volume shall be clearly identified and separated from the other Volumes. Each Volume shall include the firm name, business size, Volume number, and solicitation number. Every page of the proposal shall include the firm name, solicitation number, Volume number and page number (along with the proposal revision number for the amended page, if necessary). A Table of Contents shall be included. When applicable, the Offeror shall cross reference to the solicitation by annotating solicitation reference in parentheses (i.e. Scope of Work, paragraph 4.0). The offeror shall organize information in digital folders.
7. Details of the Proposal. Proposals shall be precise, factual, complete, and descriptive and shall include sufficient detail to allow the Government to evaluate the Offeror’s proposed approach and qualifications to perform the required services. Technical proposal evaluation factors are provided in the solicitation.
8. Formatting Requirements. PDF or compatible files shall use the following page setup parameters:
Page Size, – 8.5” x 11” Page Size spreadsheets, table, charts, etc. may be 11” x 17” but each side shall be considered 2 pages The use of hyperlinks in proposals is prohibited
9. Separation of Volumes. Each Volume shall be capable of being opened separately and the content of each Volume shall stand alone for evaluation purposes. References to information located in other Volumes do not make that information part of the Volume at hand, so no cross-referencing of Volumes is permitted.

10. Page Limitations. The page limitations for each Volume are specified below. If an offer exceeds a page limit, the pages that exceed the limit will not be considered. The excess pages excluded from consideration will be counted from the back of the tabbed section.

12. Period for Acceptance of Offers. The offeror agrees to hold the prices in its offer firm for one hundred twenty (120) calendar days from the date specified for receipt of offers.
AWARD SELECTION PROCESS:
Award will be made to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered (reference ‘Evaluation Factors for Award’, FAR 52.212-2 – Evaluation-Commercial Items’, as outlined below).
All Factors and Subfactors are of equal importance. All Factors and Subfactors, other than cost or price, when combined are more important than cost or price.
The offeror’s narrative will be evaluated as to the extent it demonstrates a comprehensive understanding of the scope and requirements of this solicitation. The proposed methodology for providing Museum Interpretive Exhibit Design Build services will be evaluated in terms of feasibility and the potential ability to successfully accomplish the work in the National Park Service context. Innovative technical approaches obtaining favorable results within the scope and requirements of this solicitation may be more favorably rated.
PROPOSAL SUBMISSION:
Proposals shall be organized into the two Volumes shown below. The following factors shall be used to evaluate offers:

VOLUME II – PRICE
The Price schedule contained herein shall be utilized.

VOLUME I - TECHNICAL APPROACH & CAPABILITY
FACTOR 1: TECHNICAL CAPABILITY
SUBFACTOR 1: SAMPLES OF COMPLETED EXHIBIT DESIGN/BUILD
PROJECTS:
The offeror shall provide a minimum of three (3), but no more than five (5), exhibit projects planned, designed, fabricated, and installed within the last five (5) years for which the offeror was the prime contractor. To the maximum extent possible, all samples shall relate to the Past Performance references and to key personnel. Samples of work shall clearly demonstrate the capabilities of personnel proposed for use under this contract. If no samples exist for work completed under the current employer, provide samples of work performed under previous employers within the last five (5) years. Samples that represent the work of the organization but are not identified specifically as performed by proposed personnel and subcontractors will not be evaluated.
The sample projects shall demonstrate the ability of the proposed personnel to manage, plan, design, and fabricate both indoor and outdoor museum-quality exhibits. At least one (1) of the sample projects shall be for a space that is 500 square feet or smaller.
For the purpose of this evaluation, museum-quality exhibits are defined as permanent displays produced for a museum, visitor center, or other interpretive facility that interpret historical, cultural, and natural science topics.
Samples of work shall include the following:
a. Project Details For each sample project, the offeror shall include the following:
i. Name of the project
ii. Location of the project
iii. Approximate square footage of the project
iv. Name of the client, contact, and telephone number
v. Completion date of design/build services
vi. Contract amount
vii. Key Personnel, including:
Names and titles of in-house key personnel who worked on the project Names, titles, and trade of subcontracted key personnel who worked on the project.
b. Skills and Abilities The offeror shall include images, renderings, and narrative for each sample project that demonstrate the skills and abilities of the proposed key personnel. Skills and abilities that will be evaluated include (a) replica artifact display, (b) architectural and programmatic accessibility, (c) interactivity of exhibits, (d) ability to design and build for historic buildings, (e) interpretive writing for both natural resources and cultural history, as follows:

i. Touchable Replica Display:
At least one (1) of the samples shall demonstrate the offeror’s ability to design and build exhibits that include touchable replicas.
ii. Accessible Design:
At least one (1) of the samples shall demonstrate the offeror’s ability to plan, design, and build exhibits that meet or exceed legal accessibility requirements, as well as meet the National Park Service programmatic accessibility guidelines outlined in Attachment 4, Programmatic Accessibility Guidelines for National Park Service Interpretive Media.
iii. Interactive Design:
At least one (1) of the samples shall demonstrate the offeror’s ability to plan, design, and build exhibits that directly engage both youth and adult audiences with hands-on interactives that are mechanical or low-tech solutions.
c. Key Personnel Samples
i. Exhibit Writer.
For the proposed Exhibit Writer, two (2) samples of work shall be included. Samples shall demonstrate the ability to write exhibit copy that meets the following criteria:
Is sensitive to multiple perspectives / tribal perspectives Is interpretive, creating opportunities for visitors to form their own intellectual and emotional connections with meanings and significances inherent in the park’s resource;
Uses the principles of Plain Language (as defined at https://www.plainlanguage.gov/); and, Is free from errors in spelling, punctuation, and grammar.
ii. Model Maker.
For the proposed Model Maker, images of two (2) samples of model work shall be included. Samples shall demonstrate the ability to design and fabricate tactile relief models that meet the following criteria:
Are highly realistic, durable, physically and programmatically accessible, and resistant to visitor contact and long-term use;
Showcase the interpretation of scenic land and river features.
SUBFACTOR 2: SAMPLES OF EXHIBIT DEVELOPMENT AND FABRICATION
PROCESS:
For one (1) of the projects submitted for Subfactor 1, above, the offeror shall include excerpts from iterative design and fabrication documents showing development from Pre- Design/Project Brief, to Concept/Schematic, to Design Development, to Final/Production-Ready documents, to Fabrication Drawings.

Process documents shall be from one (1) single project and shall be excerpted rather than a full set of process documents from each phase. The excerpted samples shall show the progression and development of the project from one phase to the next.
Submit samples for the one (1) completed project at the following process milestones or their equivalents:
a. Pre-Design/Project Brief documents
b. Conceptual/Schematic Design documents
c. Design Development documents
d. Final/Production-Ready documents
e. Fabrication Drawings
SUBFACTOR 3: FACILITIES AND EQUIPMENT:
For the tasks and functions listed below, the offeror shall fully describe all physical areas in which work is to be performed and what kind of tools and equipment are available both in their shop and on-site for installation. In the event the offeror lacks specialized facilities or equipment for production of key elements of work, the offeror shall identify this as a subcontracted task or function. The offeror shall organize this information in a digital folder.
If the below-listed task or function is performed using a subcontractor’s facility and equipment, identify a minimum of one, and no more than three, potential subcontractors and provide the required information.
For each task or function, identify the major equipment used to perform the work, provide photographic documentation of the facility work area(s), and provide the overall square footage of the work area. Required tasks and functions for fabrication of exhibits are as follows:
1. Audiovisual Technical Services
2. Electrical Technical Services
3. Exhibit Design/Detailing
4. Exhibit Fabrication and cabinetry work
5. Graphics Output
6. Metal working
7. Custom model making (3D modeling, 3D output, mixed materials studio)
FACTOR 2 – KEY PERSONNEL
The Government considers the strength of the entire team essential for this project. The offeror shall submit a resume for each person proposed for each of the roles identified below.
Resumes must clearly demonstrate the ability to perform the work for which the person is proposed.
Each resume shall demonstrate that the proposed personnel has a minimum of three (3) years of full-time work directly related to its associated key personnel position.
Exclude information that is not relevant to the person’s designated role in their project.
Each resume shall include the following:
1. Name of person, job title, and statement of primary duties;

2. Person's proposed role(s) and responsibilities under this contract;
3. Person's list of completed projects and description of their role (not title) on each project;
4. Relevant employment history, including:
Present and previous employers;
Beginning and ending dates of employment for each employer;
Job title(s) for each position; and, Description of the specific duties for each position.
5. Related work experience for each employer, identifying:
Each project by name;
Type of project and dates; and Position, title, and specific duties and responsibilities for each project listed.
6. Education and training background, including names of educational institutions attended, dates, and degrees or certificates obtained.
7. Training related to current position and experience.
8. Identify each person by name, their role in this project, and as a member of your staff or as a subcontractor.
More than one individual may be identified for a position and one person may be identified for multiple positions, provided expertise is identified.
The following roles are required:
Audio Describer: Provides audio description script and installation services for all exhibit elements.
Audiovisual Technician: Provides and installs all multimedia equipment for exhibit, including audio, video, and digital interactives, and provides audiovisual maintenance manual and training for park staff.
Electrical Technician: Provides expertise regarding electrical work related to the exhibit drawings, installs various electrical components in the exhibits, including security sensors, alarms, ventilation fans, electro-mechanical interactive exhibits, outlets and raceways in exhibits for lighting, audiovisual equipment, and other electrical wiring needs for exhibits.
Exhibit Designer: Takes the lead with three-dimensional design tasks (for example, designing exhibit structures).
Exhibit Developer: Takes the lead with content development tasks (for example, preparing content outlines, and gathering and organizing resources such as images and information regarding artifacts).
Fabrication Shop Supervisor: Provides oversight of and quality-control for all exhibit work produced in the fabrication shop.

Graphic Designer: Takes the lead with two-dimensional design tasks (for example, preparing graphic layouts).
Graphic Shop Supervisor: provides oversight of and quality-control for all exhibit work produced in the graphics shop.
Lighting Designer/Technician: Designs and specifies exhibit lighting, including preparing system designs and specifying accompanying fixtures. Provides expertise regarding exhibit lighting design; installs, aims, and adjusts on-site a variety of types of lighting, including but not limited to track lighting, case lighting, and fiber optic lighting.
Model Maker / Sculptor: Produces a variety of detailed and accurate 3D exhibit models. These may include, but are not limited to, natural history models, topographic models, architectural and cultural history models, sculpted figures, and dioramas.
Project Manager: Serves as the primary point of contact between the Contractor and the COR;
ensures that scheduling, coordination, oversight, and communication is effectively accomplished for all work produced under a task order; performs duties as described in Attachment 1, Exhibit Planning, Design, and Fabrication Specifications; Section 2, Project Management.
Writer/Editor: prepares and edits exhibit text.
FACTOR 3 – MANAGEMENT PLAN (Limited to five (5) pages)
The offeror shall provide a management plan which states how the offeror’s proposed Project Manager manages project workflow, schedules, personnel, and maintains quality control.
The management plan shall demonstrate the offeror’s ability to select and effectively manage both in-house as well as subcontracted personnel whose skills and abilities demonstrably match the creative and technical needs of the exhibits at DINO.
FACTOR 4: PAST PERFORMANCE (Limited to five (5) pages)
Past performance will be evaluated to assess the relative risks associated with the offeror’s likelihood of success in performing the solicitation’s requirements as indicated by the offeror’s record of past performance. Evaluation of past performance will be based on consideration of all available relevant facts and circumstances. It will include an assessment of the offeror’s overall commitment to customer satisfaction and will include conclusions of informed judgment. Submit Past Performance information for the same projects submitted for Factors 1 and 2, using the Past Performance Questionnaire (attached). If available, offerors may submit a Contractor Performance Assessment Reporting System (CPARS) evaluation report in lieu of the Past Performance Questionnaire. Submittal process for the Past Performance Questionnaire is as follows:
1) Utilize the attached Past Performance Questionnaire and forward to your reference. The reference shall be someone who was substantially involved with the project and can provide a complete, objective assessment of your performance. Direct them to complete and submit the survey to Stacy_Vallie@nps.gov by the due date and time for proposal receipt.
2) Submit copies of the questionnaire that you forwarded to your references with their point of contact information in this proposal Volume I.

3) Submit a narrative disclosing any instances of past performance that may be considered less than fully satisfactory. Describe pertinent facts, circumstances and any remedial action taken or to be taken to correct these instances.
To assist in evaluation, the government desires that offerors respond in accordance with the following guidelines:
The Past Performance volume shall contain a cover page with RFQ title, number, and name of your organization. The government shall obtain the past performance information from the references provided.
Provide three (3) references of contracts that are similar in size, complexity, and nature to this project. Submit the following information for the offeror and any proposed subcontractor(s).
The past performance information submitted for evaluation under this solicitation shall correspond to the Samples of Work. Samples shall represent work which is either on-going or has been completed during the past five years. It shall also represent the involvement of the proposed Project Manager and key personnel.
When subcontractors shall perform critical aspects of the work, past performance of subcontractors must also be submitted. Three references of contracts for each subcontractor are required. References shall involve the Key Personnel proposed for this project.
Offerors that are newly formed individual entities, without prior Federal, State, or Local Government contracts, shall list work contracts, subcontracts, or other related work experience with previous employers.
The offeror shall provide information on problems encountered on the contracts and subcontracts identified above, and corrective actions taken to resolve those problems. Offerors shall not provide general information on their performance on the identified contracts. General performance information shall be obtained from the references.
VOLUME II – PRICE
The Price shall be prepared as a separate package utilizing the Price Schedule contained herein. In order to assist in evaluation, the government requires that offerors respond in accordance with the following guidelines.

Evaluation will be based on samples of work which shall demonstrate the ability of the offeror to design and build museum-quality exhibits, and to respond to both the technical and creative needs of this project.

For the purpose of this evaluation, “museum-quality exhibits” are defined herein as displays produced for a museum, visitor center, or other interpretive facility that interprets historical, cultural, and natural science topics. Examples of exhibits prepared for art museums, commercial, retail, sales, and trade show venues will not be evaluated.
Specifically, evaluation of Samples of Work will include the contractor’s demonstration of your abilities based on the following criteria:
a. Demonstrate the ability to design and build museum-quality exhibits that meet or exceed both legal accessibility requirements and National Park Service programmatic accessibility requirements.
b. Demonstrate the ability to design and build engaging, interactive exhibit content. Samples of work which demonstrate direct audience engagement providing meaningful interpretive experiences may be more favorably rated.
d. Demonstrate the ability of the proposed Exhibit Writer to create interpretive text that is free from error in grammar, spelling, or punctuation. Samples of writing that are evocative, moving, and sensitively present multiple perspectives may be more favorably rated.
e. Demonstrate the ability of the proposed Model Maker to design and build tactile relief models that are realistic, durable, and accessible. Samples of work with showcase scenic land and ocean features that have the ability to generate visitor engagement may be more favorably rated.
SUBFACTOR 2: EXHIBIT DEVELOPMENT AND FABRICATION PROCESS
Evaluation will be based on the ability to create phased or iterative exhibit planning, design, and fabrication documents that effectively communicate design intent, that logically progress from one phase of work to the next, and that contain a level of detail appropriate for each milestone.
SUB-FACTOR 3: FACILITIES AND EQUIPMENT
Evaluation will be based on the ability of the offeror to demonstrate that the contractor has the major equipment and facilities to provide all elements of the required work.
FACTOR 2: KEY PERSONNEL
Evaluation is based on resumes of proposed personnel, including subcontractors, that clearly demonstrate the offeror’s proposed personnel have the skills and abilities to perform all functions required under this contract. The offeror shall provide a description of each person or firm’s qualifications and experience performing the work outlined in the scope of work.
The qualifications and prior experience of the offeror’s proposed team will be evaluated to determine the proposed team’s capability to successfully provide all elements required for museum interpretive exhibit design/build. Offerors demonstrating experience on recent, relevant projects similar to those required under this solicitation may be more favorably rated. Clear evidence of experience in which the proposed project team worked together on similar projects will be considered as highly contributive to the likelihood of project success.
The capabilities, qualifications and prior experience of the proposed key personnel will be evaluated to determine the capability of the key personnel to successfully execute and complete the required services. If a proposed individual does not possess sufficient experience, offerors may provide supplemental information about qualifying education and similar experience. Any substitution shall demonstrate how the proposed individual’s knowledge, skills and abilities to successfully perform

Key personnel that possess higher qualifications regarding relevant education, experience, technical knowledge and expertise to fulfill the scope requirements, and possession of substantial, relevant knowledge within their respective areas may receive a higher rating.
FACTOR 3: MANAGEMENT PLAN
Evaluation will be based on a management plan that clearly demonstrates the offeror’s ability to select and effectively manage both in-house as well as subcontracted personnel whose skills and abilities demonstrably match the creative and technical needs of the exhibits at DINO.
FACTOR 4: PAST PERFORMANCE
The offeror shall complete the included Past Performance Questionnaire for three (3) completed, or substantially completed, projects performed by the prime contractor and proposed subcontractors within the last seven (7) years for efforts that are similar in scope and complexity. Past performance will be evaluated in the areas of quality of service, timeliness of performance, customer satisfaction and cost control. Past performance will be evaluated in terms of overall relevancy to this project and in terms of overall level of confidence in the firms’ ability to successfully execute and complete this project supported by the indicated past performance.
Offerors demonstrating a higher level of successful past performance in the evaluated areas or that demonstrate past performance of similar projects related to management of parks and protected areas may receive a more favorable rating. In the case of an offeror without a record of relevant, recent past performance or for whom information on past performance is not available, the offeror will be evaluated neither favorably nor unfavorably.
In establishing what is relevant for this acquisition, consideration shall be given to an offeror’s history of contract (or subcontract) performance that would provide the most context and give the greatest ability to measure whether the offeror will successfully satisfy the current requirement. Common aspects of relevancy include similarity in scope of service, complexity, dollar value, use of key personnel, and extent of subcontracting.
The evaluation will be based on information obtained from the Past Performance Questionnaires, and other relevant past performance information obtained from other sources known to the Government, to include additional references, and Contractor Performance Assessment Reporting System (CPARS).
The Government will assess the relative risks associated with each offeror. Performance risks are those associated with an offeror’s likelihood of success in performing the acquisition requirements as indicated by that offeror’s record of past performance. The Government will consider the currency and relevance of the information, sources of the information, context of the data and general trends in the offeror’s or key subcontractor’s past performance. Offeror's will be provided an opportunity to comment on adverse past performance if it has not already been afforded that opportunity by the Government agency providing adverse past performance information.
The assessment of performance risk is not intended to be the product of a mechanical or
Point of Contact: Stacy_Vallie@nps.gov mathematical analysis of an offeror’s performance on a list of contracts, but rather the product of subjective judgement by the Government after it considers all available and relevant information.
When assessing performance risks, the Government will focus on the past performance of the offeror as it relates to all acquisition requirements, such as: 1) the offeror’s record of performing according to specifications, including standards of good workmanship; 2) the offeror’s record of controlling and forecasting costs; 3) the offeror’s adherence to contract schedules including the administrative aspects of performance; 4) the offeror’s reputation for reasonable and cooperative behavior and commitment to customer satisfaction; and 5) the offeror’s business-like concern for the interest of the customer.

PERIOD OF PERFORMANCE
The government intends to award a contract with a period of performance from October 1, 2022, to September 30, 2025, with the following breakdown:
Primary Exhibit Installation shall be completed on or before May 30, 2025.
Punch List Corrections shall be completed on or before September 30, 2025.
Audio Description Installation shall be completed on or before September 30, 2025.
Review and Approval of the deliverables shall be completed within 21 calendar days except for Schematic Design 1 and Design Development 3 which will be 45 calendar days to allow for monument staff to consult with affiliated tribes and other stakeholders. The COR shall notify the contractor, in writing, of approval or rejection of the work.
