AMENDMENT 0001
Solicitation # 140P1422Q0072 August 1, 2022
1. Proposal deadline on 8/7, Sunday is unrealistic with questions due only 3 days prior, and the days in between being on the weekend. Can the deadline be shifted to a mid-week working day at least 10 days after the time that answers to all questions are to be distributed? It is very hard to incorporate answers to questions in a proposal in a responsive way without adequate time.
NPS Response: Proposals are now due no later than 1:00 p.m., Mountain Daylight Time on 08/16/2022.
2. Can NPS please confirm the duration of onsite work for the project? In particular, the first two onsite meetings for post-award and SD1 are each three full days on-site. Given the small size of the project, can NPS indicate how those three days are to be used? It feels significantly longer than compared to our past onsite meetings for projects of this scale? The first of the two shop inspections is listed as two days, which feels excessive.
NPS Response: While this is a relatively small project, the actual site of the project is 2.5 hour each way drive (5 hours round trip) from meeting spaces. Due to travel time to confirm any design or layout implications, the extra day was added on each of these onsite meetings.
3. Can the audio description installation occur simultaneously with the primary installation? These can be combined.
NPS Response: Yes, this is acceptable.
4. Is there wifi in the area or reliable mobile data at the site for use of audio description apps or will all audio playback equipment need to be through contractor-provided hardware solutions? Is there an NPS preference at this point?
NPS Response: Wifi is not available at this point in the area and mobile data is extremely limited – no Verizon service, some AT&T. At his point, it assumed, it will need a hardware provided solution. Due to the continuing evolution of this technology, Dinosaur does not a preferred hardware solution but will consult with Harpers Ferry Center.
5. At what point in the project will the interior architectural improvements be 1) at the final design, and 2) complete?
NPS Response: The majority of interior and exterior rehab work will be completed in 2023. There may be a few lingering or small items that will be accomplished prior to final design/installation of exhibits.
6. A budget range for production is provided at $96,000 to $126,000. Section 3.7.1 lists possible production “may include illustrations and artwork, new photography, natural history models, architectural and other cultural history models, life-sized figures, dioramas, reproduction historic objects, historic objects (accessioned or non-accessioned), maps and topographic models, and electronic programs.” Is there direction from NPS on which of the possible production possibilities are essential and which are possible? We are trying to determine where in the production budget to suggest a fixed cost, but without some clarity about the needs of the interior and exterior exhibits, a tight bid number is only guesswork. It presents the possibility that proposers are not bidding the same expectations of scope and risks unequal comparisons between bidders.
NPS Response: This is the template list of potential exhibit features provided by Harpers Ferry Center and provided with the intent that bidders will look at a range of possibilities within the fiscal constraints to provide the most effective interpretation of the resources and stories. Due to the nature of the facility, any electronic programs (other than the audio description) and historic objects can be removed from the list. Items regarded as essential would include illustrations, photography and maps. All other items would depend on how the bidder intends to creatively approach the project.
7. Please confirm that lighting under this contract is only for lighting that is integrated into built exhibits. Architectural lighting (not in contract) can include down lighting needed to illuminate installed graphics and exhibits that do not require self-supported lighting?
NPS Response: Lighting in the building will be provided by simple track LED lighting that will be installed in the building. If other lighting is necessary, it will need to be incorporated in or on exhibits. Contractor/bidder may recommend lighting fixtures or number for the tracks to provide the ideal environment.
8. Are there artifacts to be displayed inside the building?
NPS Response: No. No artifacts will be displayed in the building or used in exhibits due to location and staffing.
9. Will a 3D tactile relief map of the area (localized, all the Monument, others?) be expected? If so, will that be desired as an exterior or interior item?
NPS Response: While not expected a 3D tactile map of the Canyon of Lodore may be an ideal way to convey the topography and remoteness of the canyon. We are open to either exterior or interior, however exterior may present issues such as theft or vandalism.
10. Are any artifacts, props, or objects known that must be displayed within the building? Is a catalog of them available at the project launch?
NPS Response: No historic artifacts will be used in the exhibits. Other props or objects such as tactile elements are up to the discretion of the bidder on how these elements will be used to assist visitors in better understanding the resources and stories.
11. In the outside exhibits, is this primarily signage and potential tactile elements or will a kiosk, shade structure, or other architectural site improvement be needed by the awarded contractor (or by others)?
NPS Response: The expectation for the outside exhibits is primarily signage with the potential for tactile elements.
12. Does the Dinosaur NM Foundation documentation or other interpretive documentation provide insight as to the specific history or thematic storylines beyond section 2.8.2 general themes? In a preliminary review of the 2015 document there is little mention of this site. If so, can the relevant portions of existing documentation be provided now so that the proposers can begin to understand the interpretive approach to be sure to provide the correct project staff?
NPS Response: The foundation document and other planning documents do not dive into the specifics for this project. However, the intent of exhibits in this location is to provide visitors with a broad overview of the resources and stories in this location of the monument. These include:
· General Orientation to where visitors are and what is coming down the river
· Geologic overview of the Canyon of Lodore – most of the upper canyon is made of two rock layers.
· Overview of river and riparian ecology including some key representative species found along the corridor.
· Habitation and use of the river corridor by indigenous cultures.
· History of river running from William Henry Ashley to John Wesley Powell into modern day boating recreation
· River Safety (for outside displays)
· Changes to the river from the building of the Flaming Gorge Dam upstream.
13. Will SHPO or some other agencies be requiring submittals for exhibit reviews? If so, at what phases and will documentation outside of the major NPS submittals be required to accomplish this submittal?
NPS Response: CO SHPO will not be reviewing exhibit text or panel design, but SHPO will be given opportunity to consult on the installation of permanent fixtures within the cabin, including any waysides or panels that will house exhibits and displays. CO SHPO is being provided initial information of project currently and will be furnished details as soon as installations (dimensions, number, location within cabin space) are in final draft state. NPS will coordinate any reviews of submittals with SHPO.
14. Section 3.7.2 notes “the COR may determine the need for mock-ups (and prototypes) and they shall be incorporated into the exhibit Production Budget”. Can you provide a sense of the extent these will be required? Accounting for significant prototypes, for example, would significantly impact the project budget.
NPS Response: Contractor may need to provide something – whether a mockup, prototype, 3D rendering, drawings that gives the COR a sense of what the exhibits will look like to visitors. The COR on the project is a very visual person.
15. Section 3.7.2 notes “Mock-ups that are approved, or approved with comments, shall be fabricated in final materials or finishes, and shall incorporate all corrections, changes, and modifications identified by the COR.” Is this to indicate the mockup will be reproduced as the final product with the approved materials/finishes, or will you require an additional Mock-up in the approved materials/finishes?
NPS Response: Mockup will be reproduced as the final product with the approved materials/finishes. Sample of those materials/finishes need to be provided and approved prior to any final product production.
16. Section 3.9.1 notes “Installation shall be scheduled in consultation with the COR, such that it occurs between the months of May to September when there is site access and water is available” and Period of Performance notes “Primary Exhibit Installation shall be completed on or before May 30, 2025.” The late May deadline seems front-loaded to the Installation window, particularly if site conditions deter success on the exterior elements like post digging. Is NPS open to adjusting this date if site conditions warrant it since site work can only occur from May to September?
NPS Response: NPS is open to adjusting this date as needed to accommodate the needed design work prior to fabrication and installation of the exhibits. This was a suggested date as a starting point.
