About this file
This is a Request for Quotation (RFQ) issued by the Bureau of Land Management (BLM) for pavement rehabilitation services at the Elk River Trail within the Headwaters Forest Reserve in Humboldt County, California.
The BLM seeks firm fixed-price quotations for pavement rehabilitation work including all labor, materials, equipment, oversight, and incidentals necessary to perform the project. The contract is set-aside for small businesses under NAICS code 237310 (Highway, Street, and Bridge Construction) with a small business size standard of $45.0 million in annual receipts. Questions are due by July 24, 2026 at 6:00 PM PT, and quotations must be submitted via email to Branden_Bayze@ios.doi.gov by July 31, 2026 at 6:00 PM PT. The performance period runs from August 10, 2026 to October 9, 2026, with delivery required by October 9, 2026. A mandatory site visit is scheduled for 10:00 AM on Wednesday, July 22, 2026 at the Elk River Trailhead Parking Lot.
Award will be made to the responsible offeror whose offer is most advantageous considering two evaluation factors: (1) Technical Acceptability (Pass/Fail basis) requiring demonstrated capacity for certified asphalt density testing, adequate equipment and materials, ADA/ABA compliance strategy, and realistic project scheduling within 8:00 AM to 4:30 PM Monday-Friday constraints; and (2) Price evaluated for mathematical accuracy and fair and reasonable cost. The quotation must include a completed Standard Form 18/1449, detailed bid/pricing schedule, and a work plan demonstrating capability to meet technical requirements. Offerors must be registered and active in the System for Award Management (SAM) database and maintain vehicular liability insurance with minimum limits of $100,000 per person and $500,000 per occurrence for bodily injury, plus $100,000 per accident and $500,000 aggregate for property damage.

SECTION 4 - PROVISIONS
PROVISIONS INCORPORATED BY FULL TEXT
RFO 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services. (MAR 2026)
(a) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. As a minimum, offers shall include—
(1) The solicitation number;
(2) The name, address, telephone number of the Offeror;
(3) The Offeror’s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator;
(4) Information necessary to evaluate the factors contained in the provision at 52.212-2 or as described in the solicitation;
(5) Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)); and
(6) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any solicitation amendments.
(b) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(c) Late submissions, modifications, revisions, and withdrawals of offers.
(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.
(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the
Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.
(d) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.
(e) Debriefings. If a postaward debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:
(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.
(2) The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed Offeror and past performance information on the debriefed Offeror.
(3) The overall ranking of all Offerors when any ranking was developed by the agency during source selection.
(4) A summary of the rationale for award.
(5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful Offeror.
(6) Reasonable responses to relevant questions posed by the debriefed Offeror as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities.
(End of provision)

RFO 52.212-2 Evaluation - Commercial Products and Commercial Services (MAR 2026)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
FACTOR 1: TECHNICAL ACCEPTABILITY
The Government will evaluate the quoter's technical submittals on a Pass/Fail (Acceptable/Unacceptable) basis. To be determined technically acceptable, the quoter must submit a technical proposal or work plan that satisfies all of the following evaluation criteria:
• Subcontractor & Certification Capability:
o The quoter must explicitly identify and provide qualifications for a certified, independent testing subcontractor who will perform the mandatory 92% or greater asphalt density testing and 95% or greater shoulder backing maximum density testing required by the SOW.
• Equipment & Operational Resource Sufficiency:
o The quoter must provide an equipment inventory or operational narrative demonstrating immediate access to a commercial asphalt paver, a pavement sawcutter (for straight-line full-depth repairs), a tack coat distributor, and compaction equipment capable of achieving specified densities.
• Material Specification Conformance:
o The quoter must provide a written commitment or preliminary mix design sheet confirming that all contractor-furnished materials will strictly meet project specifications, including 3/8-inch NMAS PG64-10 Hot Mix Asphalt
(HMA), FHWA FP-14 Section 411 compliant tack coat, and standard Class II aggregate base for the 6-inch subgrade patch depth and 2-inch shoulder backing taper.
• ADA/ABA Compliance Execution Strategy:
o The quoter must provide a brief, acceptable technical narrative detailing their engineering approach to Task 5

• Schedule Realism & Operational Constraints:
o The quoter must provide a project schedule demonstrating a realistic sequence of tasks (mobilization, surface prep, full-depth repairs, overlay, shoulder backing, and demobilization) capable of reaching completion within the mandatory 60-calendar-day Period of Performance.
o The schedule and narrative must explicitly account for the regular working hour constraints (8:00 AM to 4:30 PM, Monday through Friday, excluding federal holidays) and outline standard best management practices (BMPs) to prevent sediment tracking into the adjacent salmon habitat.
FACTOR 2: PRICE
Price will be evaluated based on the total overall cost submitted in the Quote Schedule. Quotes will be assessed for mathematical accuracy and completeness across all CLINs. The Contracting Officer will evaluate the total proposed price to ensure it is fair and reasonable in accordance with FAR 12.203 and simplified acquisition parameters.
In the event of a tie, the Contracting Officer has the discretion to determine how the tie will be resolved. The Contracting Officer may assess which quote is more advantageous to the Government or may apply the guidance provided in FAR 14 and 15.
(b) Proocedures and Communication
In accordance with FAR 12.203, the Contracting Officer reserves the right to communicate with any, all, or none of the quoters regarding technical or pricing details, and may request revised quotations without being required to hold formal discussions or open a formal competitive range.

(c) Late Submissions
Per FAR 12.203(c)(1), the Contracting Officer reserves the right to exercise good business judgment in deciding whether or not to accept a quotation or modification received after the exact closing date and time specified in this solicitation.
(d) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(e) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
